  28. Legislation Approach (5 min)
  29. Lindsey: Wanted to have a discussion about how we as executives handle legislation
  30. Speaker Haygood: Legislation must be sponsored by a senator, they must also participate in the work, needs collaboration.
  31. There are two different types of legislation: Bills (Something like supporting a $10,000 proposal to put in solar panels), and resolutions (Statements about our stance on something)
  32. Has to go through a committee first before it goes through the floor, and from there I can send it back to the person who wrote it
  33. Ben Nelson: Can you, the speaker, propose legislation on the spot?
  34. Hallee: No, I can not
  35. Mitchell Dunn: But what if we need legislation approved right away?
  36. Hallee: There is a way where there’s a 24 hour period where a committee doesn’t have to meet for something to be reviewed and passed in a timely manor.

2. President Simpson: If you think about the entire timeline, it ends up being usually about a 2 week process to pass legislation if you are doing it correctly. There will be situations where it is an emergency and that’s different, but that shouldn’t be the norm. Every piece of legislation should have a presentation on a piece of legislation in senate, and if that senator isn’t ready to give it alone, they probably aren’t involved enough and it shouldn’t be passed then.

  1. Hallee: Every piece of legislations should be on behalf of the students one way or another
  2. Vice President Sanchez: A lot of the times, the draft of the piece of legislation is pushed out to committees, and a lot of the times people made comments and suggested changes, and we want a little more time to be able to make those changes and have conversations before it hits the floor.
  3. Vice President Sanchez: There will be senators that show up that haven’t read the legislation, and as execs you should be aware of that.
  4. Titus Hou: Hallee, could you clarify if we needed to pass something in the senate the day of, could you do it?

a) Hallee: Unless its an extreme circumstance, probably not.
