EVAUATION CRITERIA: REQUEST FOR QUOTATION
SERVICE REQUIRED:Safety Consultant for the Manufacture, Supply, Assembly and Installation of Modified Aircraft Gates
Period: 12 months, intended start date: 1stOctober 2017
Overview: The core function of this RFQ is to obtain a service provider who willbe responsible for the compliance of the Employer (ACSA) to all relevant and applicable Construction Occupational health and safety during the site establishment, execution and site de-establishment for a project where modified aircraft gates will be manufactured, supplied, assembled, delivered and installed at O. R. Tambo International Airport. The Health & Safety Consultant will carry out all the Employer’s duties as listed in the Construction Regulation (2014) and outlined in the scope of work below.
Stage 1: Mandatory Administration Criteria
Bids that do not meet any one of the following criteria (valid proof/certification must be provided if required) will be disqualified and will not be evaluated further on the Functional Evaluation Stage:
- Attendance of a compulsory site meeting
- Complying with T2.1 List of Returnable Documents
- Contract Methodology (to be included in the Consultant’s Scope of Work (Section C3.2 of the contract)
- Signed Form of Offer
- Fully populated Pricing Schedule in the Pricing Data
- Fully completed baseline risk assessment based on initial baseline risk assessment provided in the annexures of the contract
- Proof of Professional registration with the South African Council for the Project and Construction Management Profession (SACPCMP) as per the Project and Construction Management Professions Act, 2000 (Act No. 48 of 2000), or South African Council for Natural Scientific Professions (SACNASP) or similar professional body.
- A clearly tabulated list (with names and telephone numbers of referees) of prior or current References and Experience
NB:
- No Bid will be awarded to any entity whose tax matters have not been declared in order by South African Revenue Service.
- No award will be made to an entity which is not registered on the CSD (Central Supplier Database) with National Treasury. Bidders must supply their unique number
Prequalification
In order to advance certain designated groups in line with Regulation 4 of the 2017 PPPFA Regulations, only tenderers complying with the following may respond:
- Tenderer to have a B-BBEE Status level 1
Stage 2: Functional Evaluation Criteria– Safety Consulting for Aircraft Gates Modification Project
The following functional evaluation criteria below are to be used as the means through which the quality of each submission is to be scored, on a technical basis.Bidders must score the following minimums to proceed to the evaluation of Price and BBBEE:
- Subtotal 1 - Quality of Consultant (provider of the required Professional Services, i.e. the Bidding Entity): 24 points minimum score
- Subtotal 2 - Quality of Proposed Resources: 24 points minimum score
- Subtotal 3 –Technical Methodology - 12

- Construction Occupational Health and Safety Consultant’s proven experience via attached C.V. in the construction industry (8 years or less)
- Must provide Letter(s) of proof of employment by a company(s) stated in the CV.
