CONSULTANCY - TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff.

Evaluator - Review of Jerash Shelter Rehabilitation Project, Jordan Field Office

Background

UNRWA is under the process of Mid-Term Review of the EU funded Project: Improvement of Living Conditions of Vulnerable Palestine Refugees in Jerash Camp. The Mid-Term Review will be carried out by one-person team- the Evaluator. Please refer to the attached 15 pages Terms of Reference for additional information.

The Evaluator will be assisted by an interpreter for meetings/interviews with beneficiaries and community members. The Evaluator is required to have the following qualifications:

ESSENTIAL QUALIFICATIONS AND EXPERIENCE

  • A Master degree from an accredited educational institution in a relevant field;
  • Minimum of 5 years of work experience in conducting reviews/evaluations preferably in the field of low cost housing and low cost shelters for internally displaced or refugees;
  • Extensive experience in applying qualitative and quantitative evaluation methods;
  • Excellent written and oral communication skills in English

Description of Duties and Responsibilities

The applicants are required to submit a response no longer than 2 pages describing the proposed approach to the Mid-Term Review.

CONDITIONS OF SERVICE

●Provisional start of the assignment: 15April 2015;

●Maximum duration of the assignment: 12 working days plus 20 workings days for the review of the draft report by EC and UNRWA;

●The incumbent is expected to be based in Jordan.
