A Joint Evaluation Committee, chaired by DTMB Purchasing Operations, will evaluate proposals.

Oral Presentation: A Bidder may be requested to make an oral presentation. Oral presentations provide an opportunity for the Bidder to clarify their proposal. If required, Purchasing Operations will schedule the oral presentation.

Site Visit: The State may conduct a site visit to tour and inspect the Bidder’s facilities. Purchasing Operations will schedule these visits, if required.

3.023Price Evaluation

Only those proposals receiving a score of eighty-five (80) points or more of the total maximum possible score will be considered for award.

All price proposals will be opened. However, prices will only be evaluated from those Bidders meeting the minimum point threshold. Evaluation of price proposals includes consideration for a Qualified Disabled Veteran Preference. Public Act 431 of 1984, as amended, establishes a preference of up to 10% for businesses owned by qualified disabled veterans meeting the minimum point threshold for passing.

3.024Award Recommendation

The award recommendation will be made to the responsive and responsible Bidder who offers the best value to the State of Michigan. Best value will be determined by the Bidder meeting the minimum point threshold and offering the best combination of the factors stated in Section 3.022, and price, as demonstrated by its proposal
The solicitation Notice for the Fiber Optic Cable Enhancement project was received and/or downloaded by 143 companies through the Bid4Michigan system; of this total, 54 companies accessed the attachments, with two proposalsand one No-Bid response received.

A.Business Requirements

The selected vendorand their supplier shall be a State of Michigan licensed and/or registered company and have been actively engaged in supplying and installing similar type systems for a period of ten years.

Deliverables

  • This RFP requires the vendor and their supplier to provide names, addresses and project details of similar systems which they have installed.
  • A certified or authenticated financial statement dated within ninety (90) days (the most recently completed business quarter) prior to the opening of bids. The owner may require that any items on such statements be further verified.
  • A list of present contracts, including dollar values, percentage of completion and the names of all owners involved.
  • A statement regarding past, present or pending litigation with an owner.

Acceptance Criteria

High-level acceptance criteria for Document Deliverables and Software Deliverables are listed in Section 1.501.

All deliverables in the Business Requirements section above must be provided by the vendor. The criteria are that the vendor shall provide proof of their ability to successfully implement and complete projects similar to the work specified in this RFP and that the vendor demonstrates their financial responsibility and sustainability…

The vendor awarded the contract shall provide all materials, equipment, miscellaneous parts, labor, tools and test sets required to successfully complete this project according to the specifications and construction drawings.

  • Information Transport System Description
  1. Materials: All materials shall be new and unused. The vendor awarded the project must submit product specification sheets for the cable, patch panels, connectors, splice trays and closures for approval prior to use for construction. The optical cable will be single mode all-dielectric filled cable and single-armored jacketed. The fiber optic cable must adhere to NEC 770-50 for cable marking. Where applicable, material must be Underwriter Laboratories (UL) approved or UL listed.

2. All fiber strands must be usable fibers and meet manufacturer’s specifications…

Clarifications:

Clarification was also sought, and obtained, from Western Tel-Com to confirm that in the event of conflict between the materials list, proposal narrative and drawings; the work will be completed to the drawings as stated, with no increase in cost. (See attached).

Award recommendation is made to:

Western Tel-Com via a Contract Change Notice to Contract 071B8200297 adding this statement of work at this pricing, as the necessary funds and scope are on the existing contract. The Request for Proposal scope of work and pricing will be included in the executed change notice, reflecting an additional cost savings to the state.
