EVALUATION INSTRUMENT (MCPAI) FOR SCHOOL LIBRARY MEDIA COORDINATORS 2013-2014

As I explained in our August meetings, School Library Media Coordinators are using a new evaluation instrument this year. It is NOT online this year and is NOT in Powerschool/True North Logic.

This MCPAI instrument emphasizes student instruction, teacher leadership qualities, and school library effective practices.

According to the HR timeline /evaluation process calendar for instructional support positions distributed in August, the following steps need to be completed within the next six weeks (by November 15th)

SLMCs perform a self-assessment using the paper or electronic copy of the instrument rubric distributed at their August meeting. I will have an electronic copy of this rubric within a week and I will send it to everyone. THIS is NOT posted in Powerschool. This electronic file will be posted on the HR website, in the Administrator’s and Teacher’s web portal, and on the Media Services webpage.

SLMCs use this self-assessment and their evaluation comments from last year to create their PGP goals.

By November 15th, ALL school library media coordinators are to meet with their administrators/evaluators to discuss their PGP goals, make any changes as a result of this initial PGP review, and sign off on their PGP. Also, media coordinators and their evaluators should discuss the evaluation instrument rubric and “define” any terms that are not clear to either the media coordinator or the evaluator. I will be happy to further discuss / define any rubric item with either media coordinators or administrators. SLMCs address these goals as part of their reflective practice all year long.

PGP’s and the MCPAI rubric will be the topic of discussion for the September and October PLC’s for media coordinators.

The PGP process continues with a mid-year and end-of-year review and signatures.

In addition, ALL media coordinators will have formal teaching observations this year. A formal teaching observation involves a pre-Observation conference discussing the lesson that will be observed including the written lesson plan, observation of a lesson that is 45 minutes of instruction (this should NOT include checking out books in this 45 minutes), and a post-observation conference within 10 school days of the teaching observation.

Probationary and Provisional school library media coordinators (up to four years) will have THREE formal teaching observations EACH YEAR AND a peer evaluation (which I can conduct or another mentor trained teacher or media coordinator), and the PGP process. The second and third formal teaching observations do not need a pre and post observation conference, but should include full written lesson plans.

Probationary media coordinators new to WSFCS coming with career status from another county will have THREE formal teaching observations THIS YEAR AND a peer evaluation. If proficient on all standards at the end of this school year, they will gain Career / Permanent Status (or whatever our “term” is at that time).

School Library Media Coordinators who currently have Career Status will have a Summative Evaluation THIS year which includes ONE formal teaching observation, two other “informal” or non-teaching observations of at least 30-45 minutes in length (which could include check out, TV news broadcast, small or large group sessions, MTAC Committee, or collaboration/planning sessions with teachers), and the PGP process.

Monitored growth plans and Directed growth plans will be developed for SLMCs who do not achieve the ratings of “Developing” and/or “Proficient” on any of the five standards of the 2013 MCPAI instrument.

Also, if a Principal or Assistant Principal would like a one hour “training” on the instrument for Administrative Renewal Credit, please contact me and we can set up small group trainings or one-on-one. The instrument “ratings” of Developing, Proficient, Accomplished, and Distinguished are the same as on the current Teacher Evaluation Instrument.
