EVAAS GENERAL ASSEMBLY – FORMAL PAPER REFERENCE 01/2017

EVAAS QUALITY CHARTER – FORMAL LAUNCH, INCLUDING ADOPTION OF MODIFIED STANDARDS

Work on the EVAAS Quality Charter has been on-going for over 18 months. Members have been involved during this time, not only through the Working Group which has developed the Charter but also more generally during the various rounds of consultation.

The Quality Charter received overwhelming support at the 2016 EVAAS General Assembly and all members agreed to adopt the QC standards as part of their continuing membership of EVAAS in 2017. Since then, further consultation has been carried out – with EVAAS members, and also with the European Commission, Member States regulators and industry stakeholders (the latter through SAGAS). All feedback we have received has been positive and supportive.

The latest version of the Quality Charter (Version 0.7) is awaiting formal ratification from SAGAS members and will be available for all EVAAS members shortly. It includes some minor modifications to the ‘standards’ set out in Part 1 of the QC, as well as updated and extended guidance in Part 2.

We believe this version is now ready for formal launch amongst the EU AVSEC validator community. Therefore, we have also asked SAGAS to endorse our recommendation that the Quality Charter is distributed to validators via Member States regulators through their normal communication channels. EVAAS members will of course be able to access it via the members-only page of the EVAAS website.

Once launched, the Quality Charter will be reviewed periodically (at least quarterly) by the EVAAS Quality Working Group, and the guidance and best practices updated and amended accordingly.

Decision required

The EVAAS Board recommends adoption of the modified minimum quality standards set out in Part 1 of the Quality Charter, and to the Charter’s formal launch.
