Issues to be addressed

WHY OPTIMUM 2?OPTIMUM 2 aims at providing an effective approach for using Mobility Management[1] to tackle the accessibility and mobility problems caused by congestion in urban areas.
BackgroundCongestion in urban areas has a great impact on the quality of life in great parts of North West Europe. The problem occurs in nearly all urban areas and causes problems of: accessibility, mobility, environmental quality, economical development of these urban regions, and economical development of NWE as a whole. In addition, traffic is projected to grow from the present rate, worsening these problems.]These problems will be worsened by the expected growth of the present supply of traffic.
Therefore, we are in dire need of a successful approach to handle or at least alleviate this problem of congestion [is very much needed].
The need to encourage sustainable means of transport is acknowledged in order to reduce the avoidable use of cars for commuting, business and social-recreational purposes as much as possible. Mobility Management programmes is widely launched to address the problems described. Until now they have not brought the desired results.

This is largely because Mobility Management has neglected the people and the companies that are meant to use this way of travelling. The approach was supply-driven. The chosen solutions had not been tested to see if they would actually fulfil the needs and wishes of the users.

OPTIMUM 2 defines five key factors, or “pillars” as they are called in this project, as the most important issues to address within a Mobility Management approach.

From experiences of OPTIMUM1 (an Interreg IIc-project) and national and international platforms on Mobility Management, such as the European Platform on Mobility Management EPOMM, OPTIMUM 2 has put forward these five pillars as the key factors needed for successful implementation of Mobility Management. The experts of these platforms, as well as the Dutch and UK Ministries of Transport, acknowledge these five pillars as being the key factors for a successful approach
