C2 Action Group on Development ofinteroperable independent living solutions

The C2 Action Group is open to all European stakeholders that wish to contribute to the delivery ofthe C2Action Plan forDevelopment ofinteroperable independent living solutions, as part of the European Innovation Partnership on Active and Healthy Ageing (the EIP on AHA):Action Plan C2 Development of Interoperable and Independent Living Solutions

Definition of a Commitment and its criteria

All applications to join the C2 Action Group must include a commitment to support the delivery ofone or more of the key deliverables, or fill a gap that is identified in theC2Action Plan.

The ‘standard’ way for joining one of the existing Action Groups established under the EIP on AHA is by responding to an “invitation for commitment” launched by the European Commission.As at this stage no new invitation for commitments is foreseen in 2015, but only an update of the existing Action Plans,interested parties can join the Partnership and the C2 Action Group in particular,by becoming part of an existing commitment led by aC2Action Group member – thereby extending an existingcommitment. Such extensions can be made by either a single organisation or several organisations joining the same commitment together. In the latter case, it is sufficient that one of the organisations fills in the application form on behalf of all new organisations. You can view the existing commitments online.

Each extendedcommitment needs to continue to fulfil the following general criteria and EIP principles and contribute to the C2Action Plan.

The first, general part of the application focuses on these criteria.

  1. Engagement – underwriting the Partnership and its objectives and criteria, specifically:
(1)demonstrating a clear link towards the Partnership's headline target(HLY), as well as the three general objectives of the EIP[3]
(2)identifying key barriers and demonstrating its contribution to overcoming them
(3)fostering use of innovative solutions by clearly demonstrating the element of innovation in any of its forms (e.g. product, tools, services, process and social innovation)
  1. Inclusiveness and Partnership – widely involving all relevant actors and constituencies:
(1)identifying existing partnering stakeholders and areas of their ongoing cooperation in carrying out actions, as well as describing the complementarity among all parties
(2)identifying additional potential partners to cooperate in order to implement an action.
  1. Delivery – timely delivery of agreed outcomes/outputs, demonstrated by:
(1)clearly describing a level ofsubstantial contribution, direct or indirect, towards the overall target deliverable of the C2 Action Plan, includingexplanation of the geographical coverage and relative numerical coverage of the target population
(2)in case of indirect contribution, clearly describing the causal link with the respective target deliverable of the C2 Action Plan.
(3)identifying key milestones and indicators to measure progress of the commitment
(4)defininga precise timeline and schedule of the activities contributing to the implementation of the commitment.
  1. Critical mass – sufficient, concrete and measurable resources to carry out the actions of the commitment, such as:
(1)financial resources, e.g. funding for implementation of programmes;public sector budget dedicated to relevant activities such as coordinated or joined up public procurements;private sector budget for developing or commercialising their products or services, including at favourable conditions; availability/access to infrastructure or materials or research results (including waiving of IPR)
(2)human resources, e.g. a number of: person-hours of staff, users involved in associated deployment of services, person-hours offered towards technical assistance and training, volunteers engaged in the action
(3)know-how and in kind contributions
(4)other, e.g. organisation of meetings, engagement of relevant constituencies through networking, advocacy and leadership, pledges
  1. Advocacy – inspiration and political support for all participants including:
(1)motivating other relevant parties and/or constituencies to be involved in the action
(2)openness and disclosure of full information about the action and its results
(3)media campaigns and public presentation.

The applicant(s) have to indicate how they will directly contribute to the thematic areas and the deliverables of the C2 Action Plan, or how they will address a geographical or thematic gap identified in the C2 Action Plan. The applicant(s) are invited to elaborate on the relevance of their commitment to the Action Plan inthesecond part of theC2 Action Group membership application form.

Application process

Interested stakeholder(s)shouldcontact the member of the C2 Action Group that leads the commitment they would like to join. With the agreement and help of the commitment leader, the applicant(s) can submit their membership application via a word file () which is to be sent to the contact person of the PROEIPAHA project that supports the C2 Action Group, Evert-Jan Hoogerwerf ().

Joining theC2 Action Group

The submitted application will be assessed bythe coordination group of the C2 Action Group in terms of bringing a meaningful contribution to the delivery of the C2 Action Plan and in terms of meeting the EIP criterialisted above. The coordination group of the C2 Action Group will seek also the opinion of the leader of the commitment which is being extended by the addition of the applicant(s).

Applications which are favourably assessed will be invited to jointhe C2 Action Group.

Applying stakeholders, whose applicationsdo not meet all of the conditions listed above, will be invited to develop their applications further. If they wish so, support will be made available by the C2 Action Group to help them do this.
