Job Purpose

/ The overall duties of the Estates Manager are to assist the Director of Property and the Head of Estates to fulfill and promote the Property Department’s broad objectives.

Main Accountabilities and Responsibilities

/
  • GROSVENOR CASINOS BUSINESS RATES
Where appropriate appointing, or managing Grosvenor’s external Rating Adviser(s):
  • Keeping the Director of Property and the Head of Estates appraised of all matters affecting, or potentially affecting, business rates payable by Grosvenor Casinos Ltd and Grosvenor Casinos (GC) Ltd including, without limitation: Legislation, Valuation List, UBR, BID Levy, external factors, etc.
  • Actively progress all outstanding Valuation List Appeals and MCCs to achieve Best Settlement for both Grosvenor companies.
  • Complete rating returns for all Grosvenor casino properties
  • Analysis of new, current and old Rateable Value assessments for Grosvenor casino properties to provide timely advice and recommendations for Appeal of those assessments.
  • Make timely Rating Appeals in accordance with approved recommendations.
  • Actively pursue negotiations with VOA/Scottish Assessor, including reference to Valuation Tribunal/Scottish Lands Tribunal as necessary, to agree best reductions achievable in Rateable Values and rates payable.
  • Make recommendations for settlement of Appeals and conclude negotiations in line with approved recommendations.
  • Ensure refunds are made in timely fashion and advise as to accuracy of all refund calculations received from local rating authorities, assisting with collection as necessary.
  • Provide Budget RVs for proposed new casino acquisitions, make application for assessment upon completion of acquisition, recommend and make Appeals on such new assessments, as necessary.
  • Provide Budget Rates Payable based upon best information, or estimates, available.
  • Identify opportunities for making MCCs, make recommendations and pursue all approved action on all other rating matters pertaining to the Grosvenor casino estate from time to time.
  • BUSINESS RATES GENERALLY
Where appropriate appoint and manage Rank Group’s external rating advisers and provide advice as requested by the Director of Property or the Head of Estates.
  • GROSVENOR CASINOS LTD & GROSVENOR CASINOS (GC) LTD RENT REVIEWS & LEASE RENEWALS
Where appropriate appointing, or managing Grosvenor’s external Rent Review Adviser(s):
  • Provide Budget Rentals for Grosvenor’s properties as requested by the Director of Property or the Head of Estates from time to time, in respect of properties with forthcoming or outstanding rent reviews and lease renewals.
  • Provide recommendations and reports in respect of all Grosvenor casinos current and outstanding rent reviews and lease renewals and progress negotiations in a timely fashion in accordance with approved recommendations.
  • Provide update reports from time to time, and as requested by the Director of Property or the Head of Estates, in respect of all current and outstanding rent reviews and lease renewals.
  • Provide recommendations for service of Calderbank letters, or settlement by Third Party, or at Court, and pursue approved recommended action in a timely manner.
  • Make recommendations and pursue all approved action on all other rent review or lease renewal matters pertaining to the Grosvenor casinos estate from time to time.
  • RENT REVIEWS & LEASE RENEWALS GENERALLY
  • Monitor, notify and make recommendations in respect of all rent reviews and lease expiries, whether past, present or forthcoming .
  • Provide advice as requested by Director of Property or the Head of Estates.

OTHER RESPONSIBILITIES to include:

  • PROPERTY MANAGEMENT
  • All Aspects of day to day estate management including dealings with Landlords, Tenants and issues arising from vacant properties as required by the Director of Property of the Head of Estates.
  • Monitor, notify, liaise and make recommendations in respect of all break notices, rent reviews, lease expiries, temporary planning consent renewals and any other time dependant options affecting property assets.
  • Deal with all Dilapidations notices and Schedules, including appointment of specialist advisors where approved by the Director of Property, and provide advice and recommendations for best course of action to achieve best outcome for Rank and its subsidiaries.
  • LETTINGS & DISPOSALS
  • Instructing and managing external surveyors to achieve results and best terms achievable for the letting/re-letting or disposal of properties, including assessment of financial standing and agreement of terms for guarantee or other forms of security deemed necessary and appropriate, and appointment of and liaison with lawyers, as required from time to time by the Director of Property.
  • INSURANCE
  • Assisting the Head of Estates to verify that cover provided by Landlords for annual building insurance renewal, including any apportionments applied where part of a multi-let premises, is assessed in accordance with Lease provisions and upon accurate insurance valuations and at reasonable market premiums.
  • SERVICE CHARGE
  • Assisting the Head of Estates to validate that apportionments and charges made by Landlords are in accordance with Lease provisions and the RICS Code of Practice and that all items are properly and reasonably charged or budgeted
  • VALUATIONS
  • Carry out, or assist the Head of Estates or Director of Property to carry out; with or without external valuation specialists, OMR or OMV valuations, as required.
  • PROPERTY DATABASE
  • Use and ensure the computerised property database is maintained and updated to reflect current position.
  • BUDGETS, FORECASTS and FRS12 PROVISIONS
  • Provide input to the preparation, update and submission of Budgets and Forecasts as requested by the Director of Property or the Head of Estates.
  • EXTERNAL SURVEYORS & CONSULTANTS
  • Appoint and manage external surveyors and consultants as requested or approved beforehand by the Director of Property or the Head of Estates, in pursuance of Property Department objectives.
  • INTERNAL COMMUNICATION
  • Co-ordinate, liaise with, provide advice, instructions or recommendations to, or communicate with other Rank employees, departments or trading divisions, as necessary, for the proper and effective execution of your responsibilities.
  • GENERAL
  • To assist, provide advice or progress any other matters relating to the Group’s property portfolio, or in connection with any Corporate Project in relation to property matters, as and when requested by the Director of Property in furtherance of the Property Department’s broad objectives set out above.
