5102 – Consolidated Specific Changes

1. Personnel logging into the Web-Enabled Safety System (WESS) to report private motor vehicle and government motor vehicle mishaps (excluding

Tactical and recreational vehicles)in the Motor Vehicle Reporting System (MVRS) will notice a few changes. Essentially, these changes mirror the functionality of the Shore/Ground module but are customized to meet the requirements of MVRS. These revisions are in response to the needs identified by the Navy and Marine Corps enterprise. The following items are just a few highlights of the MVRS Module:

A. The page-to-page performance to fill out a mishap report is

significantly faster, with users able to navigate to the next page

with minimal time lag.

B. The Initial Notification, Mishap Reporting, and Hazard Reporting modules under the Motor Vehicle tab of Mishap/Hazard Reporting are now located in the Sparc workspace.

C. The new reports are broken down into six pages consisting of

general information, involved vehicles, involved properties, involved

personnel, factors, and recommendations.

D. Involved property will be submitted using the involved property's Equipment Identification Code (EIC) to provide consistent, reliable method of tracking specific property involved in a mishap.

E. COI related notifications as well as collection of Involved Property are now included inMVRS, while the routing capability has been removed from the system.

5102 – Consolidated Specific Changes

Enhancements

1. Personnel logging into the Web-Enabled Safety System (WESS) to report Explosives (on-duty) Mishaps and Hazards will notice a few changes. These revisions are in response to the needs identified by the Navy and Marine Corps enterprise and are outlined as follows:

A. Explosives Mishaps and Hazards are now reported via Shore/Ground and/or Afloat Mishap reporting module as appropriate. These modules are located in the Sparc workspace under the Shore/Ground or Afloat tabs. Aviation explosives related reports (where the explosive is the causal factor) that are reportable in accordance with 5102.1 will now be submitted via the Shore/Ground module in addition to 3750.6s requirements.

(1) The new reports are now broken down into six pages consisting of general information, involved commands, involved property, involved personnel, and factors and recommendations. This greatly reduces the time required and number of pages to be navigated to complete mishap and hazard reporting.

(2) The page-to-page performance to fill out a mishap report is significantly faster. Users are able to navigate to the next page with minimal time lag.

(3) Mishap causal factors were changed to incorporate the Human Factors and Analysis Classification System (HFACS). Use of DOD HFACS provides an enhanced method of analyzing, tracking, and trending the human element in mishaps.

(4) There are now separate areas for event description, causal factor narratives and recommendations.

(5) Damaged property will be submitted using the involved property's Equipment Identification code (EIC) for launch/firing devices and non-ordnance items to provide consistent, reliable method of tracking specific property involved in a mishap. Simply begin typing in the noun name of the damaged property and select the most appropriate entry from the drop down menu. Explosive items will be submitted using NALC/DODIC or explosive names for bulk/batch items.

Bug Fixes

  1. Corrected selection for date of death for a second person being applied to the first person in Shore/Ground (artf341628).
  2. Corrected the rank/rank validation in DJRS incorrectly displaying warnings for certain valid Branch/Grade/Rate combinations (artf358325).

DJRS - Dive/Jump Reporting Specific Changes

Enhancements

A. Diving mishaps/hazards are now reported via the shore/ground mishap reporting module. This module is located in the sparc workspace under the shore/ground tab.
