DRAFT Minutes of Essington Parish Council meeting held on Monday 13th November 2017 at 7-00pm

The Chairman Councillor David Clifft opened the meeting and welcomed Members & visitors

The Chairman commented on the arrangements for Councillor Bryn Whitehouse on the 29th November 2017.

Councillor June Smallman proposed and Councillor Maureen Billingsley seconded that the minutes were a true record
4. Matters Arising (from last meetings minutes)
EP742 Councillor Steel commented that he had asked for a breakdown of a 14 day notice account, the clerk confirmed that it was in his
pack of papers on the desk.
5. County Councillors Report
County Councillor Kath Perry commented on the last meeting when Highways Manager Mark Keeling was present, many items of
concern were raised at the meeting and Councillor Kath Perry reported on the following:
A460 – corner of Bognop Road – blocked gully flooding issues – job raised for works to be carried out 2114402, this job has now been
Escalated and further updates will be available soon.
Bursnip Road junction Hobnock Road – blocked gullies – job raised for works 2124638-2009039 -2080967
Bursnip Road junction Sneyd Lane – overgrown hedge/trees blocking forward visibility of the traffic signals – landowner to be contacted
to cut back growth or the local office will arrange for the work to be done on safety grounds – updates pending
Bursnip Road Opposite The Old Mitre Pub – weeds treated on the footpath but the rear slabbed area needs more extensive work, slabs to
be removed and area tarmacked, however at present no current resources available.
Kitchen Lane junction – Gullies require cleaning on Upper Sneyd Road o/s 65, 57 and down to Nr.1 Kitchen Lane, there are no gullies on
the right hand side of the junction but some water is holding within a small depression, job number 2126135 raised to address this issue.
High Hill o/s The Sidings job nr. 2118280 raised to carry out works. The surface crazing/stress on the junction of Wolverhampton Road
Has been noted but require investigation by engineers.
Broad Lane – footway depression o/s 47-49 & 58-60 will carry out a site visit as soon as possible however there is a outstanding CCTV
job nr. 2009581. The chicane requiring adjustment to the give way marking has been agreed, work to be arranged as soon as possible and
before the end of this financial year.
Wolverhampton Road o/s nr. 31 & opposite gully blocked work to be raised 2126136 also o/s 24 job nr.2119477. Speeding issues will be
Monitored although non reported problems.
Brownshore Lane – significant tree maintenance works now completed.
Hawthorne Road – Footway resurfacing – structural maintenance is planned for action next financial year, however this is dependant on
funding allocation.
Cannock Road Westcroft – 108 & 174 no update – no works done
Bognop Road – O/S Windmill Farm – large pothole in a dangerous position - no update.
Note from Highways – Additional funding this year has help to reduce the amount of potholes, and cleanse additional gullies
across Staffordshire. In South staffs priority has been given to roadway defects, however this is now moving to footway defects. There are
315 gullies awaiting action in Essington.
County Councillor Bernard William commented that parked vehicles prevent gully emptying and road sweeping in all areas. The gritting
Programme has be compiled with main roads & bus taking priority.
Councillor Ken Pace commented that the school bus was 30 minutes late this morning with many children walking back home. The bus
continues to pick up outside the Minerva instead of using the layby adjacent to the church, with children having to run across the road to
get on the bus.

6. ESSINGTON COMMUNITY CENTRE PROPOSED REFURBISHMENT – Phase 11
The Chairman commented that the carpark is now complete and the roof work will be under taken in early January.

Councillor Chris Steel queried a cheque raised for the interim audit on 2017/18, he also queried the annual return for 2016/17, the clerk confirmed that an individual has raised queries on the accounts which had prevented them being finalised, therefore no
invoice had been received to date.
The payments made & cheques raised were proposed by Councillor Bob Bradburn seconded by Councillor Denise James and carried, Councillor Chris Steel voted against the proposal.
A statement of Income & Expenditure up to 31st October 2017 was presented; this was proposed by Councillor Peter Lever seconded by Councillor June Smallman and carried. Councillor Chris Steel voted against the proposal.
A statement of Income & Expenditure for the Community Centre Refurbishment up to 31st October 2017 was presented; this was proposed by Councillor Beryl Tarbuck seconded by Councillor Ken Pace and carried, Councillor Chris Steel voted against the proposal.
A statement of Income & Expenditure for the Tearoom up to 31st October 2017 was present, this was proposed by
Councillor Mandy Cole seconded by Councillor Maureen Billingsley and carried. Councillor Chris Steel voted against the proposal.
A statement outlining the Council’s pension policy for staff members was proposed by Councillor Chris Steel seconded by Councillor Mandy Cole and carried.
10. SNEYD LANE FLOODING – Councillor Mandy Cole commented that no work has been carried out and in trying to get the work commenced was informed that the funding for the work is yet to be agreed, Members discussed the ongoing problem and agreed to ask the officer to meet with Council.
11. WESTCROFT – as discussed in item 5. Councillor Chris Steel commented on the fingerpost which has bee ordered. Councillor June Smallman commented on the phone box and it’s present state, the clerk will report & ask for it to be cleaned up.
12. UPPER SNEYD ROAD – as discussed in item 5, the clerk will forward the reference number for the works to Councillor Denise James.
13. BROAD LANE _ BURSNIP ROAD – as discussed in item 5.Councillor Beryl Tarbuck that hopefully something would be done now. Councillor Mavis North(Vice-Chairman)commented about the motorway bridge.
SSC THE GOOD LIFE – The Chairman commented that he had spoken to Maggie Quinn and there will be a meeting in January.
13. PUBLIC OPEN SPACE SJ96760348 –nothing to report
14. CCTV in ESSINGTON -.The Chairman commented on the questionnaire going out to all residents in the New Year.
15. DISTRICT COUNCILLORS REPORT - Councillors David Clifft & Peter Lever commented on the Community Lottery and Members discussed its merits.
