POSITION SUMMARY:

This position is one of senior supervisory and administrative assignment with the Bucks County Children and Youth Social Services Agency and reports directly to the Agency C&Y Admin. The major responsibility is to implement quality assurance and continuous quality improvement activities as well as assist in defining and implementing a consistent standard of quality child welfare social work practice for all Agency professionals. Evaluation, monitoring, and recommendations for revision of Agency practice are included in the responsibilities of this position. Professional duties also include representing the Agency on County and State committees. This position supervises a Program Specialist; IT related staff, Casework Supervisor and a Computer Operator.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Monitors and evaluates all phases of Agency services for conformance to Agency practice standards and effectiveness
  • Acts as Continuous Quality Improvement administrator: evaluates compliance with State mandates and regulations, reviews quality of C&Y service delivery, analyzes service outcomes by contracted providers
  • Assists C&Y Admin and Assistant Admin in reviewing, evaluating, modifying, and implementing policies and practices to be consistent with changes in laws and regulations and the needs of the community.
  • Makes recommendations to the C&Y Admin regarding the need for modification of service and programs to meet practice standards, monitors and analyzes Agency data to assess for trends, and implements additions and modifications to address the aforementioned.
  • Acts as Administrative Lead for Agency Information Technology including Child Welfare Information System (CWIS) design, testing and development, point of contact with State, County & IT Consultants, oversees IT needs, issues, inventory ensures that the Agency Policy and Procedure manual is maintained in an up-to-date status that reflects the most current guidance and direction to staff.
  • Provides information as requested by the C&Y Admin and Assistant Admin to take an active leadership role in the writing of the Agency’s Annual Plan and Needs Based Budget.
  • Participates in preparation of Agency grant proposals as needed.
  • Reviews and evaluates program description material provided by current and potential purchased care providers to determine the appropriateness of developing contracts with individual providers
  • Represents the Agency on various County and State committees and with community organizations as assigned.
  • Oversees Merit Hiring process. Makes recommendations regarding staffing needs and assists the C&Y Admin and Assistant Admin in interviewing potential employees as appropriate. Ensures compliance with State and County personnel policies.
  • Oversees Record Administration and Child Protective Services Law Compliance; ensures State regulatory compliance
  • Acts as Court Liaison for all court activity.
  • Meets as scheduled with the C&Y Admin and Assistant Adminfor supervision and review of responsibilities and performance.
  • Requires staff attendance at monthly staff meetings.
  • Assures client confidentiality.
  • Participates regularly in training to Volunteers and Foster Parents. Regularly attends MDT meetings; attends Advisory Board meetings as requested. Provides other community training as needed.
  • Represents the Agency to staff, community, government, service providers, and other Children and Youth agencies with consistent professional demeanor.
  • Maintains close communication with the C&Y Admin and Assistant Admin, informing them of all unusual and extraordinary incidents with cases and staff.
  • Submits weekly schedules to Assistant Admin and informs her of changes, is punctual and accountable in reporting to work.
  • Performs related work as required.

QUALIFICATIONS REQUIRED:

  • Four (4) years of experience in public or private social work including two (2) years in a public welfare program, two (2) of which must have been in a supervisory capacity; and a bachelor's degree which includes or is supplemented by twelve (12) college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences; or Any equivalent combination of experience and training which includes twelve (12) college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences.
  • Knowledge of current case management and social work principles, practices and methodologies.
  • Knowledge of individual and group behavior and the interrelationship between social, economic, psychological and general physiological factors.
  • Knowledge of current social, economic and health problems and available resources.
  • Knowledge of principles and methods of program interpretation and community organization.
  • Knowledge of principles of supervision, organization and administration and of methods and techniques of staff training.
  • Ability to plan, organize, direct and coordinate a social services program.
  • Ability to provide technical direction, supervision and coordination of work of profession and paraprofessional personnel.
  • Ability to analyze and evaluate case records.
  • Ability to orient and instruct subordinates on laws, regulations, rules, policies and procedures.
  • Ability to establish and maintain effective working relationships with those receiving program services, agency staff, community organizations, provider agencies and general public.
  • Ability to make clear and pertinent statements, both orally and in writing.
