Salary and Conditions:
The commencing salary is $128,395(Professional Officer Level 5 Manager). Superannuation and leave loading will be in addition to the basic salary. Salary packaging options are available.

INTERVIEW

REFEREES

DECISION
Following the referee checks the selection panel will make a final recommendation on whom to appoint based on the merit of the written application, the performance at interview and the referees’ comments. This is forwarded to the Executive Director of Schools for approval.
Once approved, the successful applicant will be telephoned and a verbal offer made, with a written Letter of Appointment to follow. Unsuccessful applicants are notified by email.

CONTEXT
The COSHC Manager works within the Financial and Administrative Services area and manages the Catholic Out of School Hours Care (COSHC) services across the Parramatta Diocese system of schools.
Financial and Administrative Services delivers a range of services and high level advice and proactivity in the area of Finance, Office Administration, Commercial Services, Facilities and Payroll.
ACCOUNTABILITIES
This position supports the system strategic intents of improving learning outcomes for all students and promoting a professional and rewarding working life for teachers and staff.
Key accountabilities are:
- Manage the COSHC programs across the Diocese of Parramatta to ensure high quality sustainable services for before and after school care and vacation care, operating within the requirements of Catholic Education Office (CEO) and relative funding and regulatory bodies.
- Develop appropriate and affordable strategies to staff COSHC services with good quality reliable and suitably qualified / trained staff to deliver consistently high levels of care.
- Manage COSHC budgets and finances so that fees are realistic and affordable for our families and collected on time and all expenditure is appropriate, with clear checks and balances to minimise both wastage and impulsive purchases of goods/resources and with the objective that the total of COSHC services operate on a break-even basis annually.
- Work collaboratively with CEO and COSHC colleagues to ensure all COSHC services comply with the Education and Care Services National Regulations and the National Quality Framework (NQF) in an effective and affordable manner and all services achieve acceptable levels of NQF assessment.

FUNCTIONS
- Foster Gospel values and act according to Catholic ethos.
- Manage and promote the diocesan network of COSHC services including staffing, programming finance and fees, licensing , reporting and funding requirements and dissemination of information.
- Review the strategic plan (as developed in June 2012) annually, and develop a sound annual plan, for the delivery of sustainable COSHC services across the Diocese of Parramatta, in conjunction with Director Financial and Administrative Services.
- Establish effective community development processes to support children and families in the Parramatta Diocese to enhance identified social outcomes.
- Coordinate and support learning, religious education, regulatory requirements, staff services technology, funding and financial matters, facilities, purchasing and other support services to underpin the COSHC operations.
- Ensure practices comply with Education and Care Services National Regulations and NQF.
- Manage COSHC staff in an effective manner and within approved staffing budgets and ratios.
- Develop appropriate staff training and coaching programs to soundly equip COSHC staff in providing services which differentiate and identify our COSHC centres as caring, nurturing and as working in partnership with parish, school and parents in accordance with our Catholic ethos.
- Develop and closely monitor COSHC cost centre budgets in accordance with CEO guidelines.
- Monitor timely payment of fees ensuring adherence to procedures and prompt corrective action at all services.
- Secure new and additional grants/subsidies/sponsorships for COSHC from external sources including educational, government, community, industry and business organisations.
- Develop and review at least annually the policies and procedures relevant to COSHC services
- Foster strong relationship management with service partners (including Parish Priests, parents and carers, COSHCsupervisors and staff, school principals,school staff, suppliers).
- RepresentCEO on, and liaise with, the government-funded peak industry body ‘Network of Community Activities’ to monitor and respond to federal and state policies relating to OSHC
- Liaise with peak bodies and government departments concerned with welfare and service delivery for primary school aged children.
- Maintain all necessary centrally held records and documentation relevant to COSHC.
- Maintain knowledge and understanding of the system of schools priorities and strategic intent
- Undertake development and review processes.
- Complete other duties as required by the Director Financial and Administrative Services and the Executive Director of Schools.
