NCLB 2010-2011 Funding Requirement

SUBJECT: Annual Survey of Children in Local Residential Facilities for the Neglected or Delinquent (SC9000)

The purpose of this letter is to notify local education agencies (LEAs) that currently provide education or educational support services to children who live in residential facilities for the neglected or delinquent of an important upcoming data submission deadline.

The Annual Survey of Children in Local Residential Facilities for the Neglected or Delinquent (SC9000) has been made available in eGrants as of Thursday, October 22, 2009. In order to be eligible to receive a portion of Title I, Part A, and/or Title I, Part D, Subpart 2, grant funding for the 2010-2011 school year for students from this target population, applicable LEAs must complete and submit the SC9000 by 5:00 p.m. Central Time, Friday, December 4, 2009.

Applicable LEAs

Applicable LEAs are those that currently provide education or educational support services to children who live in residential facilities for the neglected or delinquent.

No action is required of LEAs that belong to any of the following categories:

·  LEAs that serve no students who live in a residential facility for the neglected or delinquent

·  LEAs that do not have a residential facility for the neglected or delinquent located within their boundaries

·  LEAs that are open-enrollment charter schools that either do not operate a residential facility for the neglected or delinquent or do not provide educational services to students who live in such a facility

Accessing the SC9000

The SC9000 is an eGrants Special Collections report that the LEAs will access through their TEA SE logon at https://seguin.tea.state.tx.us/apps/logon.asp:

1.  From the Application List, select eGrants

2.  Open the dropdown list titled “Available Grant Programs in eGrants.”

3.  From the dropdown list, select the entry titled “2010-2011 NCLB Consolidated Federal Grant Application.”

4.  Open form description, “2010-2011 SC9000 Annual Survey of Children in Local Facilities for the Neglected/Delinquent”

Based on information the LEA submitted last year, the SC9000 may include prepopulated fields or outdated information, such as the name of a residential facility that has closed or which the LEA no longer serves. To update facility information in the SC9000, add the name of a new residential facility, or change data in prepopulated fields, the LEA must e-mail staff members of the Division of Formula Funding at the following e-mail address: .

Completing the SC9000

To complete the SC9000, the LEA must contact the administrator(s) of the residential facility(ies) where the students they serve reside. LEAs must collect the following information:

·  Is the facility categorized as neglected or delinquent?

A neglected facility is a public or private residential facility (i.e., one where children are under 24-hour care) operated primarily for the care of children who have been committed to, or voluntarily placed in, the facility because of abandonment, neglect, or death of parents.

A delinquent facility is a public or private residential facility (i.e., one where children are under 24-hour care) operated primarily for the care of children who have been adjudicated delinquent or are in need of supervision.

·  What is the legal/administrative basis of the residential facility?

·  How many children meeting the following criteria resided in the facility for at least one day during the month of October 2009?

o  Children ages 5 to 17

o  Children who were not under the conservatorship of the Texas Department of Family and Protective Services

After entering all requested, current information into the SC9000, the LEA must verify auditable documentation that supports the neglected or delinquent residential facility’s October 2009 caseload data. This verification is required of the LEA before the LEA certifies and submits the SC9000.

The submittal deadline for the SC9000 is 5:00 p.m., Friday, December 4, 2009. LEAs that fail to meet this deadline will not be eligible for a portion of their Title I, Part A, or Title I, Part D, Subpart 2, funds for school year 2010-2011 for the eligible students they serve.
