VILLAGE BOARD MEETING MINUTES

Monday, March 19, 2018

1 & 2. 7 PMPresident Vern Seifert called the meeting to order and roll call was taken as follows:

3. Additions/Deletions: Amendment of the TIF # 3 boundaries

4.Clerk Report: Motion by Damon E.,2nd byKevin G. to approve the Clerk’s report for the

February 5, 2018 Board meeting minutes; carried.

5. Treasurer’s Report: Motion by David B., 2nd by Kevin G., to approve the Treasurer’s Report as given; carried.

6.PUBLIC COMMENTS: 1)Pepin-Buffalo County Judge Candidate ,Tom Clark, introduced himself to the Board. 2) Citizen question on the speed of trains moving through the Village.

7.Police Report: Chief Jesse Van Alstinewas not present. The monthly Police report was handed out as usual.

8.Ambulance Report: No report.

9.Fire Department Report:No report.

10.Attorney’s Report: Jon Seifert, no report.

11.PACC Report: No report.

12. Ordinance Committee Report: No report.

13.Street Committee:No report.

14.TIF Report: Discussion on the placement of a street light on an existing pole near the 7th Street condos, should work out well. Placement of a street light on Don Drive is still undecided by the Board.

15.Planning Commission Report: No Planning Commission report. Vern S. discussed concerns regarding setbacks for the construction of decks in residential properties. This will be referred to the Planning and Ordinance Committees for consideration.

16.Personnel Committee Report: No report.

17.Finance Committee Report. No report.

20.Bio Solids Contract: Vern will review the contract from Bio Solids. If all is in order, he was authorized to sign as needed.

21.Water/Sewer/Streets: 1.) Davy Engineering held bid opening for the lining of 2 blocks of sewer mains on Pine and 1 block of sewer main on Lake Street. The low bid amount from Terra Engineering and Construction Corporation was $42,380.00. Davy Engineering cost estimate of $24,010.00 for a total estimated cost of $66,390.00. A motion was made by Damon E., 2nd by Carrie A. to award the sewer bid to Terra Engineering and Construction in the amount of $42,380.00 and Davy Engineering in the amount of $24,010.00, carried. 2.) Bruce Quinton, Pepin Area Schools Administrator, was present to discuss changing Pine Street between 5th and 6th Streets to a one way access as parking is an issue. If changed to a one way access, angle parking could be added on the East side of the street and felt it would be safer. Discussion was held, the request is to be referred to the Street Committee for consideration.

3.) Hwy 35 parking lanes: Davy Engineering has asked if the Village wants to stockpile the milled asphalt from the Hwy project. Discussion held, yes, Mike S. was instructed to find a place and stockpile the material. 4.) Pepin County Hwy Dept. Commissioner would like to meet with the Village Street Committee to discuss any projects for 2018. 5.) The Pepin County Hwy Dept. has offered to do an inspection of the Village’s signs to determine if there needs to be replacement of signs. The offer will be referred to the Street Department for consideration. 6.) The sewer camera has been ordered. When the invoice is paid, reimbursement will be requested from the USDA as an approved WWTP contract Grant funds expenditure.

22.HBC Internet update: No update.

23.Premier Resort Area Tax report: Discussion held on holding a public informational meeting for questions regarding the implementation of a Premier Resort Area Tax which will be on the Referendum Ballot at the April 3, 2018 Spring election. Discussion held, the meeting will be held on March 26th at 7:00 PM in the Village of Pepin Community Room.

24.Verizon Wireless Tower update: No update.

25.Open Book with the Assessor will be held on May 7th from 4:00 to 6:00 PM and Board of Review will be held on May 22nd from 6:00 to 8:00PM. Both meetings will be held in the Village of Pepin Community Room.

26.Vouchers: A motion was made by Damon E., 2nd by Carrie A., to approve the vouchers as presented; carried.

27.April 9, 2018 will be the next regular meeting.

28. No other action taken, motion by Kevin G., 2nd by Damon E., to adjourn the meeting; carried, meeting adjourned.
