We currently have an opening for a Regional Health and Safety Manager, based out of our Peekskill, NY facility and covering our power plants in New York and Connecticut.

Job Summary:

Evaluate, develop, implement and revise Wheelabrator’s health & safety programs and procedures to ensure a safe workplace for all employees, contractors, and visitors. Provide health & safety training and technical support to Wheelabrator facilities throughout the United States and abroad. This job will focus primarily on new employee orientation on-boarding, developing and implementing training, conducting drills, conducting health and safety audits, leading incident investigations, Loss Prevention interface with property insurance carrier, contractor administration, Regional Maintenance H&S Support, and administering the Company’s Safety On Purpose and PS Actions programs.

Essential Duties and Responsibilities:

  • Supervise and motivate the Occupational Health and Safety OHS Managers at each plant within the region. Develop and maintain core job skills within the region. Stay informed of issues that are occurring at each facility affecting or potentially affecting environmental performance with communication from the Environmental Managers. Approve employee training requests, time off and travel & expense statements. Conduct annual performance reviews. Ensure adequate coverage, if needed, for absences
  • Develops health & safety training programs for Wheelabrator facilities throughout the United States and abroad. Arranges, coordinates and performs health and safety training, including new employee (on-boarding) orientation and on-going training programs.
  • Evaluates, develops, implements and revises company-wide safety management and hazard elimination/prevention programs and procedures to ensure a safe workplace for all employees, contractors, and visitors, including administration of the Company’s current Safety On Purpose and PS Actions programs.
  • Evaluates, develops, implements and revises company-wide policies and procedures necessary to meet occupational health and safety regulatory requirements (e.g., electrical safety program for company in support for NFPA 70E).
  • Provides technical advice and guidance for resolution of safety related issues for Wheelabrator facilities throughout the United States and abroad. Documents the answers in the Company’s shared knowledge archives.
  • Serve as main point of interaction between the OHS Program and the Regional Vice Presidents. This includes regular communication regarding safety issues, and support of Regional projects and initiatives.
  • Coach, mentor, and facilitate facility safety committees.
  • Develop outage/contractor inspections program and perform at plants periodically.
  • Periodically participate in plant inspections.
  • Interaction with insurance carriers on loss prevention, impairment programs, and emerging issues.
  • Engineering control evaluations - conducts periodic inspections of lab hoods, welding canopies, etc. and documents the findings.
  • Assists in enforcement of health and safety policies and procedures.
  • Participates in monthly, quarterly, and annual health and safety reporting.
  • On call (via cell phone) and responds to serious incidents.
  • Leads incident investigation evidence gathering team, performs evidence collection and stakeholder meetings.
  • Provides database and reporting technical assistance to facilities (e. g., AIMs, CYCLE, and EHS Database).
  • Maintains database information and develops reports to the field (e.g., trending information, Hazard Alerts).
  • Performs facility health and safety audits, enter findings, and tracks them to closure.
  • Oversees the planning and/or evaluation of emergency evacuation and Confined Space drills. Assists in annual fire department/emergency service invitations and the approval of drills.
  • Represents Company at meetings with regulatory agencies.
  • Contractor administration, including management of incidents, contractor safety requirements, and contractor orientation.
  • Health and safety interface with engineering for new plant design, construction, and acquisition. Participates in Due Diligence activities.
  • Promotes OSHA Voluntary Protection Plan (VPP) initiatives and provides VPP support to facilities.
  • Performs other duties, as assigned.

Education/Experience:

  • Bachelors degree or equivalent education required, preferably in Occupational, Health and Safety or related field of study
  • Minimum of 6 years successful experience (10 years or more preferred) directly supporting occupational health and safety management programs while providing training and development of all necessary health and safety curriculums, preferably in an electric power-generating environment
  • Minimum of 6 years experience in developing and providing health and safety training
  • Thorough knowledge of OSHA regulations, with specific health & safety compliance program experience in electric power generating facilities
  • Knowledge of power plant construction, operations and maintenance activities
  • Sufficient knowledge, experience and understanding of occupational health and safety requirements to develop policies, programs, and procedures
  • Experience developing health & safety policies programs and procedures
  • Working knowledge of OSHA’s Voluntary Protection Program (VPP) and the process for achieving Star status. OSHA VPP experience preferred
  • Thorough understanding of hazard recognition and engineering controls
  • Hands-on experience developing job hazard analysis
  • Experience performing incident investigation and root cause analysis determination
  • Experience with behavior based safety programs
  • Experience performing safe job observations
  • Experience directly supporting and providing health & safety program oversight in an industrial environment and/or a Waste-to-Energy facility is strongly preferred

Certificates, Licenses, Registrations or Other Requirements:

  • Certified Safety Professional (CSP) preferred
  • Licenses as required by Local, State, Federal, Environmental and/or Health/Safety Regulatory agencies

  • Access confined spaces and pressure vessels through standard 12” by 16” access ways
  • Work in confined spaces and pressure vessels that have minimal head room and work space on a periodic basis
  • Work in areas under adverse conditions that may require the donning and use of personal protective equipment including, but not limited to, negative pressure respirator, positive pressure respirator, and self-contained breathing apparatus (SCBA) with steel or composite bottle
