ENVIRONMENTAL PROTECTION ACT (EPA) ZONES - STREET CLEANSING
- EPA Zone 1 – High intensity area - town centres
- EPA Zone 3 – Medium intensity area - residential areas
- EPA Zone 4 – Low intensity area - rural villages
- EPA Zone 7 – Low intensity area - rural roads/main roads
The Landscape Group specification:
Grade A Standard – shall mean the absence of litter, debris, loose chippings, excreta, accident debris, leaf fall, other rubbish and animal carcasses or remains or any other material fouling street surfaces. Achievable in town centres/high intensity areas.
Grade B Standard – shall mean the area is predominately free of litter, debris, detritus, loose chippings, excreta, accident debris, leaf fall, other rubbish and animal remains or any other material fouling street surfaces apart from small items (Minimum contract standard).
Grade C Standard – means widespread distribution of litter, debris, loose chippings, excreta, accident debris, leaf fall, other rubbish and animal carcasses or remains or any other material fouling streets surfaces with minor accumulations.
Grade D Standard – means heavy distribution of litter, debris, loose chippings, excreta, accident debris, leaf fall, other rubbish and animal remains or any other material fouling street surfaces with large accumulations.
Moss is not part of the contract specification
Significantly muddy roads should be reported to Somerset County Council
If litter is dropped on privately owned land, it is either the owner or occupier who is held responsible for clearing this litter away.

Businesses – EPA 1990
Under sections 93 and 94 of the Environmental Protection Act 1990, businesses are required to clear litter left by customers for a certain distance often within 100 metres of the premises.

Somerset Waste Partnership
Refuse and recycling crews should ensure there are no spillages as a result of their operations, and to clear any litter or spillage they create, and any spillage in the immediate vicinity of the collection point. The crews are not contracted to litter pick waste blown down the road, for example on stormy days.
Whilst the collection vehicle is in motion (guideline, if travelling over approximately 50 metres) the flaps on the side of the vehicles should be closed if there is any danger of spillage while moving. The crews should avoid overloading their vehicle.
Householder’s duty of care

Householders must ensure that household waste is properly disposed of by a registered waste carrier such as the local authority waste and recycling collection arrangements or by a business that has a trade waste licence.
Where a waste collection authority has a duty to arrange for the collection of household waste from residential premises, the authority may, require the occupier to place the waste for collection in receptacles of a kind and number specified.
Bulky waste collections
Somerset Waste Partnership operates a bulky waste collection service for household items.
Please view MDC website for up to date charges and collection days;
The service allowsthe collection offridges/freezers, cookers, tables, chairs, three-piece suites, beds, wardrobes and other similar items.
Items such as rubble/radiators/kitchen cupboards are classified as builder's waste and will therefore not be collected.
All Bulky waste collections should be left outside the property from the night before as collections commence from 7:30am. Unfortunately, we are unable to provide an estimated time of collection however if the items are placed outside we do not require the resident to be at home.
If there are steps or access issues to the property a risk assessment will be carried out when attempting tocollect. If the risk assessment deems the collectionto be dangerous, collection will not be carried out

Enter the postcode of the area in the Postcode field at the top of the home page – then press the arrow

This is the Online Mapping page. This page provides details of relevant services for that property such as waste and recycling.
Step 5
Click on the heading ‘My Maps’ above the address detail
Step 6
A map showing the property will be displayed on the right hand side of the screen and on the left hand side of the screen will be different sub heading for services.
Step 7
Click on the heading waste and recycling. This will show sub categories for waste collection rounds and street cleansing
Step 8
Click on the Street Cleansing box which will show a pink line and a tick in the box
Step 9
This will now show on the right hand side a map with pink lines indicating the Street Cleansing areas.
Step 10
If you hover over the map an arrow will appear.
Click on any pink line this will display a table of descriptive text

Notes
