1. Environmental Management: Does the contractor establish and maintain an environmental management program that incorporates environmental compliance and management initiatives into all aspects of this PWS?

1. Does the contractor ensure that all of its activities comply with all applicable Federal environmental regulations and instructions, country-specific Final Governing Standards (FGS), local command requirements, and applicable environmental SOPs?

1. Does the contractor Environmental Master Plan (EMP) consider all operational activities performed pursuant to this PWS, identify environmental requirements, develop a strategy for compliance, and assign responsibilities for execution?

1. Does the EMP include but is not limited to a Pollution Prevention, Hazardous Waste Management, HAZMAT Storage, and Spill Prevention Control and Countermeasure Plan?

1. Did the contractor appoint an environmental coordinator who serves as a liaison to the host installation in support of environmental quality control?

1. Did the contractor establish and maintain a comprehensive environmental training program and maintain training and/or certification records as required?

1. Did the contractor identify, document, and is prepared to respond to, in a timely manner, environmental problems, violations, or emergencies, and report these to the host installation as required and assist in the preparation of the Environmental Program Requirements Report?

1. Does the contractor prepare or assist in preparation of permits, compliance agreements, and consent orders, sign applications, reports, and certifications as the operator and generator and ensure operational and administrative compliance with permits issued by Government agencies?

1. Does the contractor maintain environmental records and allow the Government immediate access upon request?

1. Do the contractor records include, but are not limited to, inspection and monitoring records and reports, data, logs, analytical results, and information provided for or required by permit, law, or regulation?

1. Does the contractor assist in responding to findings and recommendations provided in any surveyor report issued by DoD agencies or other Federal, host nation, or local command to correct any violation or alleged violation of environmental laws and regulations?

1. Does the contractor notify the PCO/ACO within one hour of discovery of reportable hazardous material spill(s), unauthorized discharge(s), or permit violation(s)?

1. Did the contractor establish an internal system, accessible to the PCO/ACO, of monitoring non-reportable spills to determine patterns, perform trend analysis, and develop corrective measures?

1. Does the contractor conduct and document an annual internal environmental compliance assessment?

1. Does the contractor provide the results of this internal audit to the PCO/ACO to include corrective actions taken to resolve deficiencies?

1. Does the contractor provide quarterly status updates of any open environmental deficiencies identified resulting from the internal audit?

1. Ozone Depleting Chemicals (ODC): Does the contractor use or procure any CL I ODC as listed in Section 602(a) of the Clean Air Act, except for Halon extinguishers in combat vehicles?

1. Does the contractor seek an approved substitute or use an alternate technological procedure if any reference requires the use of an ODC?

1. Does the contractor notify the PCO/ACO, and receive in writing a waiver prior to procurement of any ODC if a suitable non-ODC substitute or alternate technological procedure cannot be found?

1. Hazardous Materials: Does the contractor establish and implement a hazardous materials management program?

Does the contractor maintain a current inventory of hazardous materials to comply with the Community (Host Nation/Installation) notifications required by Executive Order 12856 and Emergency Planning and Community Right-to-Know Act, and the OSHA Hazard Communication requirements (20 CFR Part 1910.1200)?

1. Does the contractor provide an electronic copy (in Microsoft Excel) of the hazardous materials inventory by location as outlined in the PWS?

1. Does the contractor make available at each location a Hazardous Material/Hazardous Waste inventory, listing each item stored in that area?

1. Does the contractor make available at each location a log indicating the amount of materials received and amount of waste turned in to the Hazardous Waste Storage Facility?

1. Does the contractor provide the Government a waste information document specifying quantities and types of waste to be generated during operations and amounts generated annually?

1. Does the contractor use and apply best management practices to reduce risk to human health and the environment from hazardous materials?

1. Does the contractor apply best management practices, improved procurement practices, and inventory control to prevent waste generation through material spoilage, shelf-life expiration, or improper inventory control?

1. Does the contractor recycle and reuse material to the fullest extent within the limitation of the local environment and support operations as they can be accomplished?

1. Does the contractor provide spill control/recovery and cleanup, maintain adequate quantities of containment material, spill kits, and other supplies as necessary?

1. Does the contractor support operations when necessary to transport hazardous materials over public highways and on-site areas accessible to the general public IAW DoD Military Standard Transportation and Movement Procedures and host nation requirements?
