Background
BRR was established in June 2005 to oversee reconstruction in the regions affected by the earthquake and tsunami disasters in Aceh and North Sumatera. BRR has been substantially supported by UNDP in order to effectively and accountably fulfill its mandate as well as capacity development through technical and operational assistance to BRR (TA to BRR). The first phase of the project was successfully completed by the end of April 2008, thus the second phase was approved by MDF and began in May 2008. The strategic approach of the project is defined as providing value-added services to BRR in predefined areas to successfully plan and implement reconstruction efforts in an accountable and transparent mannerism. To this effect, the project provides support services such as procurement and contract management, financial management as well as specialized human resources. UNDP also provides quality assurance through a result-based management system.
As of April the 16th, 2009; BRR concluded its duty in Aceh and Nias Islands, however reconstruction and rehabilitation activities will continue until the end of FY 2009. In accordance with the Presidential Decree 47/2005 and Presidential Decree 3/2009, BAPPENAS on behalf of the Central Government will coordinate remaining reconstruction and rehabilitation activities. BAPPENAS’ s primary role is as follows:
  • Ensure the reconstruction phase transitions smoothly into the ongoing development programmes in Aceh and Nais
  • Finalise the process of AP3D (Assets, Programme, Funding, Human Resources and Documentation) linked to the rehabilitation and reconstruction at the central and local government level.
  • Ensure local government and partners have sufficient capacity to operate and maintain assets generated by the reconstruction and rehabilitation programme.
  • Develop appropriate frameworks to manage future disasters and ensure they are integrated into local government development programmes.
Regardless, with the exit of BRR on the 16th April 2009, this project is transferred to BAPPENAS. In accordance with the Presidential Regulation no. 3/2009, technical assistance is therefore required to ensure that during this critical transition period from BRR to central government agencies and provincial and district government, momentum is appropriately monitored and interaction with all stakeholders is maintained.
To support Bappenas mandate for rehabilitation and reconstruction and sustainable development in Aceh and Nias Islands in accordance with the Presidential Regulation no. 3/2008, the identified needs to coordinate the completion of rehabilitation and reconstruction and sustainable development in Aceh and Nias during the Fiscal Year of 2009 are:
a)Provide support services to the Secretariat to the Steering Committee of BKRA/N until the end of FY 2009
b)Provide support services to Bappenas’s coordination role and transparency in decision making, to strengthen participation of CBOs, NGOs, the private sector, local government, donors and other stakeholders in planning, implementing and monitoring of reconstruction activities
The Secretariat to the Steering Committee of BKRA/N is established by the BAPPENAS’s Ministerial Decree no. Kep. 32/MPPN/HK/03/2009 to assist the Steering Team member comprises the Minister of BAPPENAS, Minister of Finance and Minister of Home Affairs to provide policy direction and supervision to the completion of rehabilitation and reconstruction in Aceh and Nias Islands.
The Position
Junior Assistant for EconomicRecovery Coordination will report to the consultant supporting the Coordinator of Economic Recovery. The post holderwill assist in collecting and compiling data, documenting progress of implementation, consultation meeting arrangement and various tasks to ascertain coordination between the key stakeholders for economic recovery planning and monitoring.
Duties and Responsibilities
Functions / Key Results Expected
The Junior Assistant is responsible to ensure the quality of support services to the strategic direction of Economic Recovery, under overall supervision and guidance of the consultant supporting the coordinator of Economic Recovery.The junior assistant will perform with the following expected results:
  • Provide assistance to develop monitoring plan, consultation and coordination meeting
  • Provide relevant data and prevailing policy/regulationfor the planning coordination and monitoring the progress of implementation portfolio of the economic recovery
  • Provide assistance for documenting best practices and lesson learned for knowledge preservation
Impact of Results
The post holder will play critical role to maximize the performance of the consultant supporting the coordinator of Economic Recoveryto the completion of rehabilitation and reconstruction in Aceh and Nias Islands.

  • Sufficient knowledge of economic and linkage to livelihood recovery framework, and employment opportunity issues

  • Ability to work individually and in team to prepare reports, relevant documentation and basic archive
  • Understanding basic principle in project planning and budgeting

Required Skills and Experience
Education:
Universitydegree ineconomics, planning, and other relevant social sciences.
Experience:
  • 3-6 years of experience in the field of development assistance, or working for public organizations, particularly with Acehand Nias post disaster recovery would be a significant asset.
  • Demonstrated personal commitment and positive approachto hard working environment and complexities
Language requirements:
  • Demonstrated fluency in English with good verbal and written communication and drafting skills.
  • Demonstrated strong written and spoken command of Indonesian language.
