Trustees’ Report

Year Ended 30 June 2012

This has been another successful year for the companions, staff and volunteers of Emmaus Glasgow.

The initiative of leasing flats for use as satellite accommodation continues to be a very positive experience for the Companions. One of our Companions has now taken over the tenancy of one of the flats on his own after gaining full custody of his son.He has gained employment and the future for him and his son looks very promising.

We will continue to develop and adapt the strategy of our satellite accommodation to suit individual support needs.

The three retail shops continue to receive donations of furniture and other goods and there continues to be an excellent response to the advertising campaign which is now also on social media. Companions and staff have been working hard to maintain the standards achieved during our Revolve accreditation process. The gardening service has become more established over the past year and continues to be popular.

On the financial side we continued to receive a reasonable level of housing benefit this year and have the revenue from our shops which has led to decent trading surplus, before a depreciation charge. Our successful trading last year enabled us to complete the purchase of our new heating system and still leave a small surplus.

There are now 30 communities in the UK and two more in the pipeline providing over 700 companion places. We continue to pay dues to Emmaus Europe and Emmaus International and we are proud to belong to an organisation that is bringing hope to people all over the world. We have been helping Emmaus North East to get ready to open by giving some practical advice and sharing what we have learned over the years.

The Trustees, who are also Directors of Emmaus Glasgow for the purposes of the Companies Act, have pleasure in submitting their Annual Report for the year ended 30th June 2016.

Structure, Governance and Management

Emmaus Glasgow is a company limited by guarantee and a charity registered in Scotland. Annual returns are made to the Office of the Scottish Charity Regulator, and Emmaus Glasgow is recognised as a charity by HM Revenue and Customs for the purposes of Section 505 of the Income & Corporation Taxes Act 1988. Its governing instruments are its Memorandum and Articles of Association.

We are fortunate in having Trustees from a diverse range of backgrounds, many of whom have had extensive careers in industry, commerce, the professions and public administration. In most cases new Trustees have been recruited from a network of contacts of those who have shown interest in the work of the charity.

The Management Board is augmented by having a few additional members who provide extra support and advice to our business, but who elect not to become Directors/Trustees for personal or professional reasons.

Strategic Planning

The Trustees hold an annual ‘Away-Day’ to review the overall direction and progress of the organisation, its activities and operations. This year, as the majority of Trustees are new or recent appointments to the board, we invited Adrian Wiltshire and Duncan Gall to deliver a presentation on how to understand the wider Emmaus community; take ownership and implement the Strategic Plan; develop knowledge, relationships and team-building within the group.

Management

The high level business of the charity is conducted at the Board Meetings, which are held every six weeks.

The agenda for these meetings takes account of the regular review of our operations against the plan, and includes examination of the management accounts and other data of the current operations. The routine agenda is augmented by a rolling program of special topics that are reviewed annually so that the whole range of activities gets reviewed over the course of the year.

Staffing

Gary McHaffie continues in the role of General Manager and is supported by Margaret Ann McCann, Senior Support Worker, Robbie Miller, Support Worker and Dean Anderson, Support Worker. The administration team consists of Norma McKenzie. Christina Hughes is the Finance Officer and Celia McIntosh takes the lead in our retail operations. Brenda Black (Dietitian) continues to provide much welcomed advice to companions and staff.

Wider networks

Although Emmaus Glasgow is an autonomous organisation, it is also part of the network of other Emmaus Communities in the UK, and also a member of Emmaus International. The Emmaus UK office gives valuable assistance to us from time to time.

Regular meetings are held among the Emmaus Chairs, the General Managers and the Community Leaders. These provide a good support network and forum for exchanging ideas and best practice.

External monitoring

The operation of Emmaus Glasgow comes under the review of the Care Inspectorate, which conducts periodic reviews of our operations. Emmaus Glasgow welcomes these reviews as it helps us in our quest for continual improvement.

Principal Risks and Uncertainties

The principal risk to Emmaus Glasgow is how any changes to Housing Benefit would affect our income. We have been inviting MSP’s and MP’s to visit the Community to see our work first hand. Alison Thewlis MP for Glasgow Central, who came to visit us last month, spoke about this in parliament and stated the importance of supported accommodation services like ourselves and how they should be protected from any proposed changes.We have other visits planned in the next few weeks.

Achievements and Performance 2015/16

Companions

The Emmaus Community continues to be very busy with all Companions, Staff and Volunteers working very hard. The Community continued to operate at full strength over the past year with additional support being provided by our Companions in covering a number of the routine operational roles. This has helped their development and improved the efficiency of the Community.

The Strategic Plan proposed the development of additional supported accommodation in the form of two satellite flats in the first year of the plan. Now that the second flat has been allocated to a former Companion we will be identifying an additional one in the Spring of 2017.

Recent successes include: Another former Companion, Dean Anderson, becoming a Support Worker. Robbie Miller achieving his SVQ Level 3 award in Health & Social Care; and Margaret Ann McCann achieving Level 4 in Health & Social Care.

Morale within the Community remains high and there we continue to use a referral process for applicants. A slow but steady turnover of Companions means that there are always new challenges to be faced.

Income

As the shop in Cathcart Road was proving successful, last year we took advantage of the opportunity to move to larger premises further along the street and at a lower rent. The shop in Ellesmere Street continues to do well and Celia McIntosh continues to manage the very successful shop in Dumbarton Road.

The income continues to be steady; with an increase in customers due to the success of radio advertising, and the sales from the three shops, our Gardening Services and internet sites are making a significant contribution to our operations.

Expenditure

The cost base of our operations is under constant review, to find ways of becoming more efficient and cost effective. Most of this work is led by the staff.

Local Community

Although the local community has depleted due to the demolition of housing, the spread of information of the existence of Emmaus Glasgow has meant that customers are prepared to travel to Ellesmere Street.

The Wider Society in Glasgow

The Emmaus model of supporting homeless people is still one of the most cost-effective to wider society. A number of academic studies have shown that the costs of supporting homeless people by the various agencies involved is far greater than the housing benefit that Emmaus Glasgow receives for each Companion.

The process of involving Companions in the Community activities engenders a greater commitment from the individual Companions. This benefits their development and commitment to helping each other and the Community, with less cost to other agencies and the wider society.

This experience helps Companions move on in life from their homelessness.

The availability of low cost household goods from the Emmaus' shops helps other low-income families cope with the financial pressures of modern living.

Environment

Care of the environment continues to be a key goal of society, and the recycling business of the Emmaus model fits perfectly into this objective.

With three vans out collecting surplus goods for resale or refurbishment in our shops a positive contribution is made to reducing waste going into landfill sites.

We have started the process of becoming carbon neutral by joining Trees for the Future.

Financial Overview

The total income of £572,264shows a slight decrease of 2% on last year’s figures.

The total expenditure for the year was £615,524, which is an increase of 7% on last year’s figures,reflecting additional one-off expenditure this year.

Reserves Policy

Emmaus Glasgow aims to have a general reserve of £125,000, which equates to approximately 3 months full running costs. We now have this amount in reserve.

Future Plans

Work will continue in driving down costs where possible to increase the cost effectiveness of our operations.

Fundraising initiatives have been very successful and help build the financial reserves needed for sound development in the future.

Further development of our Dumbarton Road shop has begun. The opening of this will help to provide more income if changes to housing benefits do have an adverse effect.

Policy for Remuneration of Key Management Personnel

When setting salaries for Key Management Staff, Trustees benchmark against other voluntary organisations. We also compare remuneration with Emmaus Communities across the UK.

Directors’ Responsibilities

Company law requires the Directors to prepare financial statements for each year which give a true and fair view of the state of affairs of the company and the profit and loss of the company for that period. In preparing those financial statements the Directors are required to:

Select suitable accounting policies and apply them consistently

Make judgments and estimates that are reasonable and prudent

State whether applicable accounting policies have been followed, subject to any material departures disclosed and explained in the financial statements; and prepare the financial statements on a going concern basis unless it is inappropriate to presume the company will continue in business.

The Directors are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the company and enable them to ensure that the financial statements comply with the Companies Act 2006.

They are also responsible for safeguarding the assets of the company and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

This report has been prepared in accordance with the special provisions of Statutory Instrument 2008/409 under the Companies Act 2006 relating to small companies.

Independent auditor’s report to the trustees and members of Emmaus Glasgow

We have audited the financial statements of Emmaus Glasgow for the year ended 30 June 2016 which comprise the Statement of Financial Activities, the Balance Sheet and the related notes. The financial reporting framework that has been applied in their preparation is applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).

This report is made solely to the charity’s trustees and members as a body in accordance with Chapter 3 of Part 16 of the Companies Act 2006 and the Charities and Trustees Investment (Scotland) Act 2005. Our audit work has been undertaken so that we might state to the charity’s members those matters we are required to state to them in an auditor’s report and for no other purpose. To the fullest extent permitted by law, we do not accept or assume responsibility to anyone other than the charity and the charity’s members as a body for our audit work, for this report, or for the opinions we have formed.

Respective responsibilities of trustees and auditor

As explained more fully in the Directors’ Responsibilities Statement set out on page 7, the trustees (who are also the directors of the charitable company for the purposes of company law) are responsible for the preparation of the financial statements and for being satisfied that they give a true and fair view.

We have been appointed as auditor under section 44(1)(c) of the Charities and Trustee Investment (Scotland) Act 2005 and under the Companies Act 2006 and report in accordance with regulations made under those Acts.

Our responsibility is to audit and express an opinion on the financial statements in accordance with applicable law and International Standards on Auditing (UK and Ireland). Those standards require us to comply with the Auditing Practices Board’s (APB’s) Ethical Standards for Auditors.

Opinion on the financial statements

In our opinion the financial statements:

  • give a true and fair view of the state of the charitable company’s affairs as at 30 June 2016 and of its incoming resources and application of resources, including its income and expenditure, for the year then ended;
  • have been properly prepared in accordance with United Kingdom Generally Accepted Accounting Practice; and
  • have been prepared in accordance with the requirements of the Companies Act 2006, the Charities and Trustee Investment (Scotland) Act 2005 and regulation 8 of the Charities Accounts (Scotland) Regulations 2006 (as amended).

Opinion on the other matter prescribed by the Companies Act 2006

In our opinion the information given in the Trustees’ Annual Report for the financial year for which the financial statements are prepared is consistent with the financial statements.

Matters on which we are required to report by exception

We have nothing to report in respect of the following matters where the Companies Act 2006 and the Charities Accounts (Scotland) Regulations 2006 (as amended) requires us to report to you if, in our opinion:

  • the charitable company has not kept proper and adequate accounting records or returns adequate for our audit have not been received from branches not visited by us; or
  • the financial statements are not in agreement with the accounting records and returns; or
  • certain disclosures of trustees’ remuneration specified by law are not made; or
  • we have not received all the information and explanations we require for our audit; or
  • the trustees were not entitled to prepare the financial statements in accordance with the small companies regime and take advantage of the small companies exemption in preparing the Trustees’ Report.
