Presidentially-appointed, Senate-confirmed Assistant Secretary of Labor for Employment and Training, U.S. Department of Labor 2001-2008
- Created and implemented regional economic development initiatives in 39 regions across the nation, using talent development strategies to drive competitive advantage in transformational economies.
- Crafted and helped gain passage of five legislative initiatives, including the Job Creation and Worker Assistance Act of 2002, the Trade Act of 2002, the SUTA Dumping Prevention Act of 2004, the Older Americans Act Amendments of 2006, and the YouthBuild Transfer Act. Crafted the Administration’s principles for statutory reform of the Workforce Investment Act and the Trade Adjustment Assistance Act.
- Re-engineered foreign labor certification programs for temporary agricultural, non-agricultural, and skilled workers and permanent employment-based visas, and eliminated the 365,000 case backlog in the permanent program.
- Managed and re-positioned the $10 billion annual investment in workforce development programs from a social services model to an economic development driver.
- Created and successfully led Presidential initiatives to align education, economic development, and workforce development investments and to increase the capacity of the nation’s community college system.
- Designed and implemented the High Growth Job Training Initiative and the Community College Initiative (now Community-based Job Training Grants) to position community colleges as premier providers of post-secondary education aligned to business and industry skill needs.
- Re-engineered business processes, producing increased results in all ETA-administered programs including trade adjustment assistance, the national registered apprenticeship system, unemployment insurance, and workforce investment.
- Designed and implemented the Innovation University for professional development of agency employees.

As executive director and chief operating officer of the trade association, represented the governors’ appointees responsible for employment and workforce development policy and practice before the Executive Branch and the Congress. Grew the private non-profit to include a $1 million/year Center for Employment Security Education and Research.
