Phase 35 RFP – Questions and Answers
- How does the Phase 35 EFSP award compare to the amount awarded in Phase 34?
- Why are funds awarded to agencies more than half way through the spending period and not at the start of the spending period?
Given that the funding release from the National Board can be provided after the program period start date, expenditures can be retroactive to the start date of Phase 35.
EFSP National Board provides funding to awarded agencies in two separate payments.
- Can previous year’s applications be viewed on the website?
- Under the Food and Shelter Application, can an agency apply for only one of these categories?
- Can “delivery expenses” be claimed?
-Delivery charges can be covered with EFSP if they are clearly outlined on the receipt/invoice, and if the agency has a cancelled check.
-Delivery charges that are NOT listed on an invoice can be covered with a mileage log – an example would be an agency that has employees or volunteers that deliver food in their own vehicle or a company truck. Gas CANNOT be covered – only a mileage log will be accepted; current rate is $0.54 cents per mile.
-If the agency rents a van for delivery purposes, the rental charge (only) can be covered with a copy of the rental agreement/invoice and canceled check.
