Instructions to Bidders

Please read the instructions given below carefully before submitting your offer:

1. This is only a tender inquiry, not an order.
2. Please submit your quotation/offer on the forms enclosed herein and return in the attached envelope duly sealed.
3. Please quote rate as per “Priced bid” Format and for units mentioned. Your offer should be very clear to compare it with other offers.
4. Please submit your DD for EMD Amount from a Nationalised/ Schedule Bank (Other than Cooperative banks)/ quotation/offer on the Unpriced/Priced Bid formats enclosed herein and return in the attached envelopes duly sealed
5. Quotation typewritten or written in ink must be legible and or without any cuttings. If at all any changes are made by cutting or striking the main quote the same must be duly signed and stamped to avoid rejection of offer. Bidder is also advised to ensure that all pages of the bid document are complete in all respect as stipulated in the bid and attached. Omission/ non-inclusion of any or part of bid document is liable to make the bid rejected.
6. No prices should be quoted in the JDE format of the un-priced/Technical bid. Only description of applicable extras elements (% of unit rate or an add-on amount per unit rate of taxes, duties and other elements etc.), if applicable extra on the basic quoted rates, should be quoted in the un-priced/Technical bid in the space provided giving clearly the Description (name) of the extra element and the unit rate for each of the item. In case no extra elements are applicable/chargeable write clearly “No extra elements shall be applicable/ chargeable on basic prices .

Bidder is required to make a special note that disclosing the applicability of the statutory Taxes/Statutory elements i.e. Service Tax/ Sales Tax etc. and quoting accordingly shall entirely be the responsibility of the bidder and it is desirable that statutory elements are shown/quoted as per statutes. In the event of bidder not specifying any applicable extras elements as % of unit rate or an add-on amount per unit rate of taxes duties and others etc.in the bid, it shall be taken that the quoted rates are inclusive of all Extras elements and the liability of paying all statutory payments shall be of the bidder only. In such case, HPCL shall not pay extra/ separately on this account to the bidder subsequently. HPCL reserves the right to seek any clarifications from the bidders in this regard.

20. The tender is to be submitted in two bids, 4 envelopes as below. All the pages of the tender are to be duly signed and stamped.

The EMD instrument shall be submitted in the separate envelop provided, sealed and marked "EMD Envelope” apart from the Unpriced/Priced Bid Envelops.

INVITING Quotations/Tender for

Tender Title: ROU AMC for MDPL, Ajmer

MDPL is having various cased crossings (National Highway crossings) in State of Rajasthan & Haryana. It has been observed that lots of developmental activities are taking place in National Highway. NH /CPWD is coming with many projects for widening of the highway. In such case we need to protect our Pipeline line by the way of widening the casing of the pipeline.

The Crossing permission agreement, which we have executed with the concerned authorities were prepared by the concerned authority of the crossings and are one sided in nature. (The clauses are made in such a way that it binds us to take precautionary measures while the NH widening the roads.)

Following is a list of various crossings which will soon be requiring the extension of the casings.

Other than the above crossings we have received letter from the CPWD-Behror that they are planning to extend five roads and have asked us to take necessary precautionary measures. While we are finding out further details of their extension of the road, it appears that the casing extensions may be required in this region also.

It is proposed to have an Annual Rate Contract for taking up the Casing crossing extension of the cased crossings. This rate contract will be valid for 2 years. The quantities will be executed on as and when required basis. The balance quantities will lapse after the end of second year. This Rate contract will be valid for the state of Rajasthan & Haryana.

Therefore this limited tender is being floated for finalizing the Rate contract for the

cased crossing extension job.

1.Scope of the Job

Introduction

HPCL is having 1050 KM long Mundra Delhi Pipeline for transporting petroleum products. This pipe line passes through 3 states viz. Gujarat, Rajasthan and Haryana. This Pipeline is having many cased crossing in it route.

In order to extend these crossings, wherever it is required, in the state of Rajasthan & Haryana, this tender has been floated. This tender is floated to finalize the contractor for the extension of the various existing Cased crossings on the Route of MDPL and all its associated jobs. The details of all the jobs are covered under the Scope of the Job. Utmost care of the safety has to be taken during executing the job as this has to be done in the running line full of the petroleum products. These jobs have to carried out on as & when required basis. This AMC will be valid for 2 years. Following points may be noted.

1.This Tender is for the extension of cased crossings and its associated jobs in the state of Rajasthan & Haryana

2.A tentative list of the crossings is attached with the tender. However the job can be anywhere on the route of the MPDL line. The casing could be Highway or Railway as the case may be.

3.The quantities will be executed as and when required basis. Balance quantities will lapse after the completion 2 years.

4.PAYMENT WILL BE MADE ONLY TO THE EXECUTED QUANTITIES.

Brief scope of the job to carried out by contractor

Safety

Contractor to ensure utmost care for the safety during the execution of the jobs as the work has to be done for the casing extension of the main line. Highly Inflammable products flow in the main Line. Contractor to arrange Personal Protective Equipment for all its workers. Contractor to arrange 2 nos of DCP type Fire extinguishers of 10 KG capacity each during the execution of the job. Contractor shall abide by all the statutory rules and regulations.

1.2 Casing extension work shall include but not limited to the following

1.Checking for the casing & carrier pipe shorting. If shorting is found then it has to be rectified as per the enclosed procedure.

2.Mechanised or Manual Excavation to remove the earth & expose the existing 18" / 16" pipe.

3.Supporting the pipe over sand filled gunny bags and wooden supports.

4.Shifting of the vent & drain Pipes.

5.Shifting of the TLP Box.

6.Shifting of the warning boards.

7.Checking & repair of the 3 LPE coating of the carrier pipe by Holiday Detector.
