NOTICE INVITING TENDER

Name of works :- Invitation of Bids for Construction of Lift-Well and Supply & Installation of Lift at the India House in the Embassy of India Complex, Kathmandu, Nepal

Sealed Tenders are invited from reputed Contractors based in Nepal and/ or India, for civil & electrical works required for construction for lift-well and supply, installation & mandatory maintenance of all lift materials including all allied works. The Bidders having seven years experience of executing similar type of works in Govt. Departments, local bodies, large reputed institutions, etc. are requested to inspect the site and submit sealed tender in the requisite Tender documents. Detailed scope of the work, terms & conditions, BOQ, etc., can be downloaded interested eligible bidders from the website of Embassy of India, Kathmandu at www.indianembassy.org.np or from www.eprocure.gov.in. or may be purchased personally during office hours on all working days from 10 A.M. to 5.00 p.m. in India, from the office of the Architect Mr Akshaya K. Jain, in New Delhi at C-6/6098, Vasant Kunj, New Delhi - 110070, (+91-11-26136098, 26132304, 41601615), or at Kathmandu, from his Site Office at Embassy of India, Kapurdhara Marg, Kathmandu (+977-9841820956 Mr Raju Chacko), upon payment of non-refundable INR 1500/- in the form of a demand draft payable at New Delhi, in favour of “Mr Akshaya K. Jain”, the project Architect. The bidders who downloaded tender documents from the website shall have to submit the tender cost in the form of DD/ pay order payable at New Delhi in favour of “Mr Akshaya K. Jain”, along with the Technical Bid.

The bidders are requested to get themselves well acquainted with the site conditions and the scope of work before submitting their tender. The site can be inspected on any working day (Monday to Friday) between 10.00 AM to 4.00 PM from 24.2.2014. to 20.3.2014.

The sealed tenders complete in all respect should be separately submitted for the Technical Bid & Financial Bid in the name of Second Secretary & Head of Chancery, Embassy of India, Kathmandu with the name of works super scribed over the envelope.

Last date for submission of sealed tender complete in all respect in the Tender Box placed near Main Gate of Indian Embassy is 26.3.2014. At 15.00 Hours. The same shall be opened in presence of bidders at 15.30 Hours the same day.

Embassy of India reserves the right to reject any or all the tenders without assigning any reason.

Invitation of Bids for Construction of Lift-Well and Supply & Installation of Lift at the India House in the Embassy of India Complex, Kathmandu, Nepal

GENERAL INFORMATION

The Head of Chancery, Embassy of India, Kathmandu, for and on behalf of the President of India, invites sealed lump-sum tenders for Construction of Lift-Well and Supply & Installation of Lift at the India House in the Embassy of India Complex at 336, Kapurdhara Marg, Kathmandu.

Accordingly, proposals are invited from reputed Contractors based in Nepal and/ or India, for civil & electrical works required for construction for lift-well and supply, installation & mandatory maintenance of all lift materials including all allied works. The Contractors should have at least seven years experience in execution of lift works in India and/ or Nepal. They should have satisfactorily completed three similar works costing not less than Indian Rupees 1.2 Million each or completed two similar works costing not less than Indian Rupees 1.5 Million each or one similar work costing not less than Indian Rupees 2.4 million during the last seven years ending March 2012. They should also have had average financial annual turnover of Indian Rupees 0.9 million in similar works during the last three financial years.

TENDER PROCEDURE

1.  The Bidders should submit the proposals in two parts :

a.  Technical Bid in a sealed envelope

b.  Financial Bid in a sealed envelope

2.  Technical Bid should contain all such details as mentioned in the bid document.

3.  Financial Bid should contain the financial bid for the construction of lift-well and supply & installation & mandatory maintenance of all lift materials including all allied works, including transportation costs, all admissible taxes & levies, etc.

4.  These two Bids should be submitted in separate sealed and superscribed envelopes.

5.  Both the sealed envelopes should then be sealed in a third outer envelope marked as ‘TENDER FOR CONSTRUCTION OF LIFT-WELL AND SUPPLY & INSTALLATION OF LIFT AT THE INDIA HOUSE IN THE EMBASSY OF INDIA COMPLEX AT KATHMANDU, NEPAL’. The Firm should also superscribe on the top of the outer envelope the name, address & contact details of the Firm.

6.  A complete set of Bid documents may be purchased personally by interested eligible Bidders during office hours on all working days from 10 AM to 5 PM in India, from the office of the project Architects, M/s Akshaya Jain & Associates, in New Delhi at C-6/6098, Vasant Kunj, New Delhi - 110070, (+91-11-26136098, 26132304, 41601615), or in Kathmandu, from their Site Office at Embassy of India, Kapurdhara Marg, Kathmandu (+977-9841820956 Mr Raju Chacko), or from the Head of Chancery, Embassy of India, Kathmandu, upon payment of non-refundable INR 1500/- in the form of a demand draft payable at New Delhi, in favor of “M/s Akshaya Jain & Associates”.

7.  All tenders should be addressed and submitted to the Head of Chancery, Embassy of India, 336, Kapurdhara Marg, Kathmandu, Nepal.

8.  The last date of submission of bid is 26.3.2014 upto 1500 hrs. The date of submission shall be final and no requests for extension in the date will be entertained. Tender can be submitted by hand or by post. If the tender is sent by post, the Embassy will not be responsible for delay/ loss in postal transit.

9.  The Technical Bid shall be opened in the office of the Head of Chancery, Embassy of India, Kathmandu, on 26.3.2014 at 1530 hrs before the duly constituted committee. The bidder or his authorized representative may remain present during the opening of such bid.

10.  On the date of opening, only the envelope containing the Technical Bid will be opened. Financial Bid shall be opened subsequently only of those tenderers, whose technical bid qualifies as per the norms prescribed in the tender document. The date and time of opening of Financial Bid shall be separately informed to the qualified tenderers.

11.  Tenders received after due date & time shall not be accepted.

12.  The Embassy of India reserves the right to reject any/ all tenders, wholly or in part, without assigning any reason whatsoever.

2.  Mode of Submission of Tenders

The Tender for the work shall be submitted by the Tenderer in a sealed envelope marked as ‘TENDER FOR CONSTRUCTION OF LIFT-WELL AND SUPPLY & INSTALLATION OF LIFT AT THE INDIA HOUSE IN THE EMBASSY OF INDIA COMPLEX AT KATHMANDU, NEPAL’. The Tenderer should also superscribe on top of the envelope the name, address & contact details of his Firm.

This sealed envelope shall contain the tender bid in two separately sealed & superscribed covers, namely ‘Technical Bid’ and ‘Financial Bid’, alongwith the name of the Firm on each envelope.

A.  Cover No. 1 – Technical Bid, shall contain :

a.  Covering letter

b.  Demand Draft towards “Earnest Money Deposit”

c.  Unconditional acceptance to the Tender conditions in its entirety, as per the “Acceptance Letter”

d.  Requisite documents for pre-qualification

B.  Cover No. 2 – Financial Bid, shall contain :

a.  Tender Document, containing Conditions, Specifications, Schedule of Quantities (rates & amounts duly filled-in) and each page of the document duly signed & stamped by the Tenderer

b.  Tender Drawings, duly signed and stamped by the Tenderer

At the stipulated time of opening of the Tender, “Cover No. 1” shall only be opened. The offers from those Tenderers who are unable to unconditionally accept the Tender conditions and who fail to deposit the required Earnest Money will be rejected.

Tenderers, who unconditionally accept the Tender conditions, deposit the required Earnest Money and fulfill the pre-qualification requirement, shall only be considered for the work and “Cover No. 2” containing the Tender quotation for the work from such Tenderers only shall be opened, the date & time for which shall be intimated to the qualified Tenderers subsequently.

Once the Tenderer has given an unconditional acceptance to the Tender conditions in its entirety, he is not permitted to put any remark(s)/ condition(s) (except unconditional rebate in price, if any) in/ alongwith the Tender enclosed in “Cover No. 2”.

In case the above-mentioned condition is found violated after opening “Cover No. 2”, the Tender shall be summarily rejected and the Employer, without prejudice to any other right or remedy, shall forfeit the full said Earnest Money absolutely.

The Tenderer should return the Original Tender Documents, even if not quoting for the job.

3.  Earnest Money Deposit

The Tender shall be accompanied by the Earnest Money Deposit (E.M.D.) of an amount of INR 53000/- (Indian Rupees Fifty three thousand only), submitted in the form of a Bank Guarantee , in the name of ‘The Head of Chancery, Embassy of India, Kathmandu’, The E.M.D. shall be valid for a minimum period of 180 (one hundred and eighty) days from the date of submission of Tender.

The Tender, not accompanied by the requisite E.M.D., will be summarily rejected. For the selected Contractor, on acceptance of his Tender, the E.M.D. will be converted into a part of the Security Deposit. The accepted Tenderer shall have to extend the validity period for above bank guarantee upto the defect liability period or submit the demand draft/ pay order for above equivalent amount against EMD in favour of The Embassy of India, Kathmandu, Nepal payable at Kathmandu. No interest shall be paid on the said deposit.

The Employer shall without prejudice or any other right or remedy, be at liberty to forfeit the whole of the Earnest Money Deposit if the Contractor fails to commence the work specified in the NIT (along with the changes in the scope, if any), in the prescribed time or abandon the work before the completion.

4.  The Employer reserves the right to accept/ reject any or all the Tenders without assigning any reason and does not bind itself to accept the lowest tender.
