Caring for the Children We Share

Effective schools are a result of students, families, and school staff working together

to share the responsibility for the children’s learning.

At the Title I Annual Meetings held on September 12, 2017 & September 19, 2017, families and staff worked together to review / revise the goals and activities for the Elmer Wolfe Elementary School-wide Title I Compact Those who were not able to attend were offered materials to provide feedback about the Title I School-Wide Title I Compact.

This partnership agreement encourages the children we share to become lifelong learners and responsible citizens.

Compact Legislation

Section 1118(d) (Parental Involvement) of Elementary and Secondary Education Act,

"Shared Responsibilities for High Student Performance":

"...Each school served under [Title 1, Part A] shall jointly develop with parents for all children served... a school-parent compact that outlines how parents, the entire school staff, and students will share the responsibility for improved student achievement and the means by which the school and parents will build and develop a partnership

School Responsibilities

The Elmer Wolfe Elementary School will:

  1. Provide high quality curriculum and instruction in a supportive and

effective learning environment that enable students to meet the State’s

student academic achievement standard as follows:

  • Respect and value the uniqueness of each student.
  • Recognize student achievement and improvement.
  • Provide information to parents and students about academic progress andbehavior.
  • Teachers will continuously set learning goals for all students.
  • Title I may offer supplemental instruction and/or extended day services to all students who need those services in order to be successful.
  1. Hold parent-teacher conferences (at least annually in elementary schools).

3. Provide parents with frequent reports on their children’s progress.

Specifically, the school will provide quarterly interim reports (PreK – 2nd grade) and quarterly

progress reports (all grades) as follows:

June 14, 2018

  • All parents of grade 3-12 students may login and view information pertaining to their students via the Home Access Center For additional information go to the CCPS website at and click the Home Access Center Link.
  • Parents of grade PreK – 2nd grade will receive interim reports .These will be sent home via your child.
  1. Provide parents reasonable access to staff.

Parents can reach staff members by:

  • School telephone (410-751-3307) between 8:45a.m. and 4:15p.m.
  • E-mail (each staff member’s address is listed on the school’s website( )
  • Scheduling a parent-teacher conference.

5. Provide parents opportunities to volunteer and participate in their

child’s classroom, and to observe classroom activities, as follows:

  • Parents will be encouraged to volunteer at school after completing Carroll County

Public Schools volunteer training.

  • Carroll County Public Schools has an open door policy for families. Families are

welcome in the school.

Parent / Family Responsibilities

As a FAMILY, we will:

Make sure my child attends school regularly.
Make sure my child goes to bed at a reasonable time.
Make sure my child eats nutritious meals and snacks.
Limit the amount of screen time for my child (TV, video games, computer games, etc.) and encourage my child to be physically active.
Communicate regularly with my child’s teacher and attend parent-teacher conferences.
Provide positive encouragement to my child and express the importance of education.

As a STUDENT, I will:

Follow classroom rules.
Pay attention in class
STAR Behaviors- Showing respect, Taking pride in schoolwork and behavior, Acting responsibly, and Ready to learn.
