Call to Order:

James Mosley, chairman, called the meeting to order at 10:05 am.

Approval of Minutes:

A motion (I) was made by Edward Hord, seconded by Robert Yeatman, and unanimously carried to approve the November 14, 2002 minutes as written.

Parking Passes:

Board members were reminded that they received their 2003 parking authorization cards at last month’s meeting and will be required to use them for access to the parking garage at next month’s meeting.

Application Review Committee:

Martin Walker reported that the Application Review Committee met at 9:00 at 500 N. Calvert Street to review a portion of the applications that were received. It was determined that a number of applications were complete, and licenses could be issued when the process is ready to begin.

Study Group:

The Study Group met on November 22, 2002 and is scheduled to meet again after today’s meeting.

Report on Proposed Legislation:

Nancy Erwin spoke to the Board on current legislation. They were advised that at this point we are uncertain as to the status of legislation that has been submitted, and what will happen when the current Governor turns legislation over to the new Governor-elect. Legislation that has been proposed by the Board may have to be amended to reflect the Board’s current thinking. Additional information on legislation will be made available as it becomes known.

Jonathan Krasnoff, counsel, also addressed the Board regarding proposed legislation changes. He presented to the Board a handout regarding deleting “refinishers” from the most recent version of the proposed legislation. This would create a specific exemption to any licensing requirement for businesses and individuals engaged in refinishing only. It would also establish the definition of “refinisher”. Rudy Gondeck, chief inspector, indicated his opinions. After a lengthy discussion, it was decided that Mr. Kraznoff will work with Mr. Gondeck to further discuss this issue and establish a definition of refinishers and make other proposals as appropriate.

The next meeting is scheduled for January 7, 2002 at 10:00 a.m. in the 2nd Floor Conference Room, 500 N. Calvert Street, Baltimore.

There being no further business, a motion (II) was made by Mr. Yeatman , seconded by Mr. Warfield, and unanimously carried to adjourn the meeting at 10:45 am.
