I am writing this proposal to request for your assistance in obtaining the fund to purchase 2 electronics systems for our free trade school in Vietnam.

My name is Damin Hoang and I am originally from Vietnam. I came to the United States of America in April of 1975 as a refugee and became a US Citizen since 1982. I used to work for several electronic companies in Irvine, Garden Grove as a technician prior to becoming an Engineer then onto a Sr. Development Engineer while attending West Coast University for a BS in Information System, a BS in EE and my highest education was a Master in Business Administration from The University of Redlands. My last employment was with The Boeing Company in Anaheim California where I served as an Engineer/Scientist level V for the Standard Missile 3 and Ground-based Missile Defense from 1997 to 2007.

I decided to take an early retirement from Boeing to serve the poor in Vietnam since 2007. While in Vietnam, I had the opportunity to observe and to determine what I think can best raise the Vietnamese people out of poverty. A trade school is one of many opportunities and since several electronics manufacturing are opening up in Vietnam, this will be the best choice in my opinion.

The next few pages are my write up of the plan with its current status and some of the cost that I collected from an electronic retailed store. It is still lack of information or data in some areas. However, this is the best that I can present to you at this time.

Electronics Vocational School Project

1.  Vision

The Diocese of Qui Nhon envisions a free trade school that can provide several vocations such as motorcycle mechanics, home electrical technicians, electronics assemblers, inspectors and technicians to qualified poor students whose families can’t afford to send them to colleges after high school.

2.  Plan

  1. Land

The Diocese of Qui Nhon already has made an estate of 170 meters square facing Tran Hung Dao and Le Thanh Ton Streets available for this potential trade school and shall be utilized as follow:

  1. First story shall be rented to other businesses such as law firms, gift shops and cafeteria to generate income to maintain its facility.
  2. Second floor shall be used as living area for volunteer teachers.
  3. Third and fourth floors shall be used as classrooms and laboratories as applicable.
  1. Raise Funds

This is a combined effort of the Dioceses of Qui Nhon and KonTum. I, Damin Hoang, as a volunteer, is partaking the responsibility of trying to raise money for the electronics equipments.

1)  Building

Is defined as a facility with 4 stories and several classrooms using conventional construction material suitable for the tropical weather such Vietnam and is expected to start in June of 2008 and complete in June 2009.

2)  Electronics Laboratory Equipments

In order to effectively train the students for an electronics career, the required training periods vary from 3 months for an assembler to 9 months for an electronics technicians (4 hours a day and 6 days a week) and the minimal lab equipment as followed:


3)  Office Equipments

This is a join effort from all to provide a minimum of 2 desktop computers, 2 desks and chairs, one printer, one scanner, one photocopier, a telephone and internet protocol to serve as a reception area and to create/provide document needed.

  1. Build-up Phases

1)  Permits granted by the authority

The Diocese of Qui Nhon has submitted its request for this potential trade school to start since the beginning of 2008 and is expecting approval in June of 2008.

2)  Start and finish construction

It is expected to start in June of 2008 and complete in June of 2009 since the permit is about to be granted.

3)  Laboratory Equipment Build-up

Equipments shall be purchased as soon as we receive monetary supports from donors like you. These equipments can be purchased separately and built up as a system as we go along.

1)  Advertising to attract potential students

  1. Fliers, banners and bulletins shall be used to gain the public awareness of this free trade school. Television and Radio advertising are preferred but costly and thus shall not be utilized, in this case.
  2. Letters of introduction to Intel, IBM, Motorola, General Motor Corporations shall be utilized as a mean to create opportunities for our potential students to gain employments after the training period. We will work on field trips and on-the-job training after a certain period with qualified students if approved by the corporations.
  3. Although it is hard to forecast the numbers of participants, we anticipate very high participations from Qui Nhon as well as surrounding areas such as An Son, An Khe, Phu Bon, Pleiku and KonTum. At the beginning, we expect to train 80 students to become highly effective assemblers who can read blueprints and perform wave soldering, inspectors that can read instructions and make decision on the fly before stamping the product and technicians who can test and repair electronics equipment to reduce scraps and increase profit for the company in 9 months.

2)  Entrance tests

  1. Entrance test shall be used as a mean to determine the level of understanding of a student in mathematics, algebra and some basic physics. This is not to discourage the students but rather a way to determine where to start training the student at their level.
  2. How to determine whether the student is qualified for free room and board (To Be Decided By Qui Nhon and KonTum Dioceses)

To be worked out by the Dioceses and potential students.

3.  Conclusion

With the trend of manufacturing being open from Intel, IBM, Motorola and General Motors in Vietnam will require lots of positions to be filled and with your help, we’ll succeed in establishing our proposed trade school to provide proper skills and knowledge to the poor students prior to becoming employed by high-tech manufacturing. The poor students will gain employment with decent salary to move themselves out of poverty, while corporations will enjoy the high return on investment due to low or no scrap product.
