5/16 / Do I need to fill out the ‘Health and Safety’ Screener form? / NO – the ‘Health and Safety Screener’ form is for your reference only. The only form you need to fill out and submit is the ‘ELC EHS Provider Application – May 2016’ form, along with the last 12 months of your licensing inspection reports
5/16 / What does it mean when it says ‘What is your current Network Status? Promising or Emerging? What was your previous Network Status? Promising or Emerging / Strong Minds is a voluntary quality improvement system that promotes high quality in early care and education programs. 5/16 / What happens if my zip code is not showing / If your zip code is not showing, you are still welcome to apply. The ELCPBC is also seeking potential applicants for possible future partnerships in all areas of West Palm Beach, Boynton Beach, Lake Worth, and South Bay.
5/17 / I have several staff members that will be attending the CDA class offered by Early Head Start. On the application you ask the question concerning the education of the staff members.
Should I indicate on the application that those staff members are currently signed with your organizationto take the CDA class?? / Yes – they should note those registered
5/17 / Can I have more than one Network Statuses in Strong Minds? / NO, you can only have one status at a time. You can only receive one of the following status at a given time:
Emerging
Promising
In network Tier 1
In network Tier 2
When programs enter the system, they received a status level at that time. Since Strong Minds that time, most, if not all programs have been reassessed and either received a new network status, or maintained the same network status.
5/18 / I received my ASQ training with Family Central or another agency. How do I complete the question on ASQ training? / You would answer this question as ‘NO’. You may note if you’ve received training from Family Central or another agency.
5/18 / Licensing Reports / We are expecting that providers send all Licensing reports. We are consulting with Licensing on the dates and number of inspections that Providers have received.
5/19 / Dot I need to complete and submit a new application in order to correct my Strong Minds network Status in the application? / Yes, you need to complete and submit a new application. We are not accepting corrections to anyof the questions via email.
5/23 / Do I submit all pages of the Licensing reports or only the front page showing “satisfactory” / You may provider the yellow page of the inspection report or all pages of the computer generated report
5/24 / What are the ratios for FCCHs and Centers? / The ratios for Centers are: 1 teacher for 4 children with maximum group size 8
The ratios for FCCHs are: 1 teacher for 6 children with no more of 2 children under the age of 2 years of age
5/24 / Would you provide questions for the interview ahead of time? / No, we would not be asking for any information that you need to prepare. This would be a conversation about your program.
5/24 / Can you explain scoring? / Each question will receive a weighed score of 5 to 10 points based on the answer.
5/24 / What is the reimbursement rate? / $40 per child per day
5/24 / What if I completed ASQ training with another provider? / Please include a note on your application as to when and with whom.

5/24 / Will you be doing open provider applications every year? / No, we want to create consistency so we would only be releasing spaces if a contract is closed.
5/25 / What’s my Program Name? / Your Program Name is the name of your FCCH or Center
5/24 / Does a scoring rubric for the applications exist? / Yes a scoring rubric has been created for the application and will be used to score all applications.
5/24 / What is the makeup of the review committee? / The review committee is made up of the Early Head Start Child Care Partnership Director, the EHS Health and Disabilities Coordinator, the EHS Quality Assurance Specialist and two external members, one individual from the Children's Forum and one individual from Prime Time Palm Beach County.
The Children's Forum currently serves as the assessment agency and Registry administrator for the Strong Minds quality improvement system. In the past the agency has worked with Head Start in Florida, collecting data and providing guidance for the state.
Prime Time has served as the leading intermediary agency for afterschool programs in the county since 2000. They provide quality improvement supports, community outreach and professional development opportunities. Many of their staff come to Prime Time with former field experience as directors and educators themselves and because of their many years working in the county, they understand the work providers do each day to serve children and families.
5/24 / How should I prepare for the phone interview? / The interview will include questions that as the owner, director or leader of your program, you will already know-there is no need to gather data ahead of time. Simply plan to be as available as possible during the interview dates so the staff can connect with you.
5/24 / Who will be present for the walk-through? / Walk-throughs will be completed by Early Head Start staff working in teams of two to three.
6/7 / How many providers will the ELC be looking forward to contract with? Is it everyone on the list? / The list currently on the website reflects the providers that are eligible for review/scoring. The ELC is not looking at contracting with all the providers on the current list. The ELC will be contracting with between 12 and 20 providers, depending on the capacity and readiness of each location.
