2.Approve Summary of the meeting held on 27 September 2012.

3.Matters arising from the Summary.

  • Internal policy meeting at MDDC – CTC are to prepare a business case and report back to MDDC in January 2013. This is not a fixed deadline but will be used to further assess progress and need. Other issues are being discussed, such a plastic dome over the MUGA in Tiverton. Discussions on the exact location of new tennis courts, including DCC land, Meadow Lane and the CCA, and the development land to the west of Cullompton.
  • Short discussion on the preferred routes for the routing of the Distributor Road.
  • Meadow Lane for Housing – a feeling that, given that the area west of Cullompton is for 1400ish houses, there may be little to gain by developing a dozen or so on Meadow Lane and so it could, in theory, be used entirely for recreation.
  • Anything built within the flood plain area of Meadow Lane will require Planning Permission and an Environment Agency flood assessment although the phase II of the skate park is within permitted development rights. ML site has a natural fall toward the leat. SD will attempt to arrange a site visit with the Environment Agency at the site and will distribute the results of his initial contact with them.
  • MUGA on the former school swimming pool site – Still a possibility and will depend on whether or not half the site is developed for housing. SD will ask the question concerning whether or not these houses on ML will be built and will depend on the business case for using the entire site for leisure.
  • Gordon Guest is working on the Viridor bid for the Phase II of the skate park and will meet with AG and the CESC next week. He is also obtaining quotes from suppliers and surfacing contractors. Viridor require a 12% up-front cost in administration fees before releasing any money and this needs to be fully resolved – AD and Gordon Guest will liaise in detail together with CESC, with lessons learned to go forward to the proposed Viridor bid for the enhancement of the Upcott Field play area.
  • Preference for seating at CESC is for it to be on tarmac or concrete – this is a detail that is unnecessary at present until the Viridor is complete.
