1.0 DOE Safety and Health Training Reciprocity Program (DOE P 364.1, April 2014)
1.1 Provide technical support for the implementation and expansion of the Department of Energy (DOE) Safety and Health Training Reciprocity Program as described in DOE P 364.1 of April 2014.
/ Reduce redundant training, improve training quality, improve project mobilization, and improve worker safety.
Significant cost avoidance is achieved at locations where workers move in and out of contractor organizations. Currently, 74 courses have been granted reciprocity at 18 different locations. / 1.1.1 FY18 Training Working Group (TWG) work session will include complex-wide, focused status on the reciprocity process.

1.1.2 Engage TWG members in reciprocity: 15 course certifications during FY18
1.2 Provide training subject matter expertise and endorsement in support of standardized DOE course materials and implementation / Enterprise-wide course materials that are endorsed by EFCOG training and subject matter experts. Predeveloped and approved training materials with complex-wide transferability. / 1.2.1 FY18 TWG work session will
include complex-wide focused status s.
1.2.2 Stand up ten standardized NTC Courses in FY-18
1.3 Provide technical support for the development and deployment of a DOE enterprise-wide learning management system (LMS). / Allows verification of an individual’s completed training, regardless of DOE site affiliation.
Supports DOE directly by developing tools that facilitate data exchange required for reciprocity and alignment of DOE safety training with entire complex, including the National Labor Training organizations. A similar system is in use by the nuclear energy utility programs. / 1.3.1 System requirements definition completed in FY16, with DOE enterprise decisions for an LMS completed in FY17. TWG evaluation continuing in FY18.
1.3.2 FY18 TWG continues to include demonstration and presentations, with opportunity for member input concerning LMS implementations.
2.0 Provide technical support to implementation and deployment of complex-wide course sharing.
2.1 Technical support for the expansion or DOE Course and Related Data System (CARDS) database that allows for ready access to government-owned training materials developed under DOE contract for use by different DOE training providers.
Technical support includes participating in development of requirements for the software programs and promoting course content sharing by all DOE contractors. Software design will incorporate metrics to determine use, identify redundancy, and grade individual courses. The grading system will also provide additional user indicators of the best-value-added training material available in the complex. / CARDS will allow for ready access to government-owned training materials developed under DOE contract for use by different DOE training providers.
Return on investment (ROI) for courses will involve a multiyear payback and likely will occur several times for a given course.
CARDS was launched with selected EFCOG participants in May 2016. / 2.1.1 FY17 TWG work session to provide end-user feedback on initial launch of complex-wide CARDS and provide path forward input.
Additionally, participants will complete registration and be instructed on how to upload courses.
2.1.2 Expand use of CARDS by 100 course uploads.
3.0 Provide DOE and associated facilities with access to a network of training subject matter experts
3.1 Provide technical support to the other EFCOG working groups in their efforts to meet DOE training needs. / Support development and delivery of core training materials in areas such as cadmium awareness, chromium awareness, lead awareness, hearing conservation, asbestos awareness and others.
Products developed will improve training efficiency, effectiveness, and training consistency within the contractor organizations. / 3.1.1 FY18 TWG work session to provide

3.2 The TWG and its members will serve as a point of contact to coordinate support from the NTC team or other DOE contractor training organizations. / This support will avoid or reduce training development and maintenance costs. / 3.2.1 Conduct regular TWG member
conference calls to facilitate
crosscutting and cross savings
efforts.
3.3 The TWG will evaluate mechanisms for providing training support to small DOE sites, such as Legacy Management Program Sites, which typically do not have training organizations or resources locally. / Facilitate And Support Incorporation Of Training Improvements, Technologies And Mechanisms To Share Course Materials, Instructional Capabilities, Lessons Learned, And Technical Know-How Across DOE Organizations And Contractors / 3.3.1 Integrate representatives into the
TWG steering committee to
encourage small-site participation.
3.4 As requested by DOE Offices and with the approval of the Federal Liaison, support the development of guidance, regulatory clarification, and tools to improve worker training across the complex. / Enhances communication and support to DOE organization representatives.
Assists the department in evaluating training direction and policy as they apply to DOE contractors.
Allows contractors to provide value-added change for both the DOE and the contractor community. This supports the REVCOM system, as well. / 3.4.1 FY18 TWG work session

3.5 Identify and engage labor representatives/ liaisons for selected TWG work activities with the approval of the Federal Liaison. / Improves communications with worker and labor representatives for training activities that impact worker safety and health training or the results of safety and health monitoring. Also improves implementation of 10 CFR 851, Worker Safety and Health Training Program. / 3.5.1 Identify and invite key labor
personnel to participate in the
FY17TWG work session.
3.5.2 Attend and collaborate on Labor TWG projects
4.0 Perform TWG management functions
4.1 Conduct normal EFCOG Working Group management functions, including
- two semiannual operational meetings of the TWG
- periodically scheduled conference calls to manage and coordinate operational tasks and focus area
- overall management of EFCOG TWG
The face-to-face meetings will be conducted in concert with other already-planned conferences/meetings to the extent possible to minimize travel and other costs. / 4.1.1 Regular conference calls and written communications
4.2 Meetings and conference calls with the DOE Liaison will occur on an as-needed basis to ensure that each task is proceeding successfully toward resolution and to allow course correction as needed. / It is anticipated that metrics will track cost avoidances associated with sharing and reuse of training materials, reciprocity, and development of DOE core training. / 4.2.1. Metric will be developed for use by the contractor community to measure the impacts of TWG initiatives.
4.3 It is anticipated that new tasks will be added and ad hoc tasks may be added as emerging issues are recommended by the TWG or requested by the DOE Liaison. These tasks will be discussed with the DOE Liaison and agreed to before they are begun.
The TWG may identify items that no longer apply and should be deleted from the Annual Plan. These will be removed with concurrence of the DOE Federal Liaison. / TBD based on emergent tasks. / 4.3.1 The EFCOG Annual Report will contain a final year-end report from the TWG that describes the accomplishments, cost avoidances, and changes to the Annual Working Plan that may have occurred because of emerging issues.
