Article 1: SAC Meetings
A minimum of four (4) School Advisory Council (SAC) meetings will be held annually. Additional meetings will be scheduled as needed.
- Meetings will be held as advertised 2 weeks in advance and will not exceed 2 hours in length.
- The time and location of SAC meetings will be placed on the master calendar in the School Board office seven (7) days prior to the date of the meeting. Any agenda items requiring a vote by the Council will be designated on the agenda. No vote on any items will take place without at least three (3) days’ notice.
- Fifty-one percent of the SAC shall be considered a quorum. A quorum must be present for a meeting to be counted as one of the four required meetings. No vote can take place if a quorum is not present.
Article II: Composition and Selection of Council
- District policy, outlined in the Okaloosa District Schools Procedure Manual for School Improvement and Educational Accountability, will be adhered to regarding composition of membership.
- Council members shall include the school principal and an appropriately balanced number of teachers, educational support employees, parents and business or community representatives. Fifty-one (51) percent of members must be persons who are not employed by the Okaloosa County School District. SAC membership shall be no less than seventeen (17) and no more than twenty-nine (29).
- The principal shall serve as a member of the SAC, but shall not serve as the chairperson.
- The SAC, at the first meeting of the year, will elect the SAC chairperson.
- Minutes of each SAC meeting will be recorded. A designated member of the SAC will serve as the recorder.
- SAC members who have two (2) unexcused absences will be replaced.
- If, after the initial School Board approval, membership of the SAC falls below 17, alternates will fill vacancies*
*Nominees not initially elected to serve as SAC members will be placed on a reserve list to be used as alternate m embers for the Council in the event a SAC member can’t serve until their term expires. Alternates will be selected based on the number of votes that they received in the general election. The person who has the largest number of votes will be given priority consideration for Council membership.
Article III: Election of SAC Membership
- SAC members will be nominated and elected by the first week of October.
- Their respective peer group will elect SAC members for three (3) year terms. Consecutive terms may be served if the member is reelected. Business and community members who wish to serve on SAC will be presented by the school principal for approval.
- The SAC shall abide by the rules of the Florida “Sunshine Law”. Minutes of each meeting will be sent to the school Improvement Office as well as being posted in the front office of the school and will be made available upon request.
- District staff who serves as resource/contact persons shall be nonvoting ex-officio members of the SAC.
- The names of the SAC committee members will be posted in the front office of the school.
Article IV: Amendments to Operational Procedures
- Amendments must be presented to the Agenda Committee before they can be placed on the SAC Agenda.
- Only amendments that are on the SAC agenda may be presented for a vote.
Article V: Financials
- All funds will be spent in accordance with Okaloosa County School District policies and guidelines.
