ITEM 1:Opening of the Meeting and Approval of the Agenda
1.1The meeting started at 10:13am
1.2Members approved the agenda with addition of three items under Agenda Item 5: Aid Disbursement Table, Celebrations for the 50 Years of Tanzania Independence and Highlights on Zanzibar.
ITEM 2: Round Table for Information Sharing
2.1SIDA:
2.1.1SIDA Country Strategy
2.1.1.1Still waiting for instructions on further steps regarding the Country Strategy for 2012-2016 after which an Education Strategy would be drafted.
2.1.1.2It had not yet been confirmed whether Education would be part of the Country strategy but is highly anticipated.
2.1.2Additional Education Officers
2.1.2.1A new Senior Programme Officer will join the Sida Education teamto work specifically on Research in Higher Education.
2.1.3Action Research on Local Schools Development
2.1.3.1Currently supporting an action research on Local Schools Development in collaboration with the University of Dodoma and Stockholm Universitywith the aim of finding out about and contributing to current Models of school development.
2.1.4UWEZO Project:
2.1.4.1SIDA will lead UWEZO co funders (CIDA and DFID) ina briefing session by TWAWEZAon the TENMET /UWEZO relationships at a meeting on 15th June 2011.CIDA will also attend the session.
ACTION
2.1.4.2SIDA to write a shortnote on the way forward with regardsto UWEZO (the home and the legal relationship with TENMET).
2.2UNESCO:
2.2.1Literacy Survey and EFA End Decade Assessment
2.2.1.1A two days and a half workshop on M&E was held with participants from the different Departments within the Education Sector Ministries, Departments, Allied Institutions and Agencies- Zanzibar and Mainland Tanzania.
2.2.1.2Amongst other things the programme focused on M&E definitions and on the upcoming Literacy Survey and EFA End of Decade Assessment.
2.2.1.3The participants requested for a list of recommendations to be forwarded to senior management as part of the workshop report.
2.2.2Micro Science Kits
2.2.2.1Supported MOEVT with Micro Science Kits worth 1 million USD to cover 180 Ward Secondary Schools. The piloting of the Kits will be done in 9 regions covering 20 schools per district.
2.2.2.2Training of Trainers had already been done and training of 280 teachers would begin week starting 20th June 2011 and piloting of the Kits was expected to begin next school term starting July 2011
2.2.2.3A baseline study was conducted in the schoolsby The Dar es Salaam University College of Education (DUCE), and the process of acquiring the Kits involved sensitization of key actors in the Education Sector and ensuring that the Kits are based on the current curriculum.
2.2.3UN Adolescent Initiative Task Force
2.2.3.1A UN Adolescent Initiative Task Force was put in place early 2010 to address issues that marginalize adolescent girls.
2.2.3.2A situation analysis had been conducted to help with identification of interventions. A draft report is available and would be shared beginning of July 2011.
ACTIONS
2.2.4Circulate M&E, Literacy Survey and EFA End Decade Assessment workshop reports
2.2.5Share the Micro Science Kits Baseline study report with members.
2.2.6Share Adolescent Girls SITAN report when available.
2.3USAID:
2.3.121st Century Project
2.3.1.1Initial planning meetings have beenheld with GoT people beginning of June in Zanzibar and Mtwara on next steps in implementing the 21stCentury Basic Education Project.
2.3.1.2Full information regarding progress on the project would be shared when available.
2.3.2SWASH fund competition.
2.3.2.1USAID/Washington announced a two part worldwide competition for water funds, where concept notes are submitted and then full applications are requested fromsuccessful applicants.
2.3.2.2The ultimate decision on winners would be done by USAID Washington but USAID/Tanzania would make a recommendation on the winning applicant(s).
2.3.2.3A technical evaluation committee (TEC) meeting would be held to review the full applications at the end of July 2011.
2.3.3Funding for PASHA
2.3.3.1The processof funding PASHA was ongoing.
ACTION:
2.3.4DPs who are working in school WASH to indicateinterest to participate in the TEC meeting (limit of 2 non-USAID TEC members).
2.4UNICEF:
2.4.1Inspectorate EMIS
2.4.1.1A Consultant to establish Inspectorate EMISis in place. The consultant will develop the platform and an IT specialist to be brought on Board will link the platform with main database
2.4.1.2A consultative meeting would be held with the M&E TWG to report on the new developments.
2.4.2Education Sector Annual Education Network Meeting
2.4.2.1The Education Sector Annual Education Network Meeting that would include: The Ministers, Directors, Regional and District Education Officers, is scheduled to be held in Morogoro for 4 days from 10th of July and one of the main issues under discussion would be on falling quality in education.
2.4.2.2There is need to communicate with high level government officials to establish the possibility for DPs participation.
2.4.3INSET Modules
2.4.3.1A Kit of the INSET modules was given to the DPG- Education Chair at the launch of the INSET programme in February 2011.
2.4.4TRCs Guidelines
2.4.4.1TOR/Guidelines for TRCs have not yet been located and are not readily available at National, Regional or District levels.
2.4.4.2Advised to check for studies done under District Based Support to Primary Education(DBSPE).
ACTIONS:
2.4.5UNICEF to send Agenda of the Education Network to the Chair and Secretariat for sharing with DPs.
2.4.6The ED DPG Chair to write a letter to the MOEVT PS on whether DPs could attend the Annual Education Network Meeting.
2.4.7Chair to write a letter to inquire on the status of TRCs and how their presence fit in the overall Policy Structure.
2.5DFID
2.5.1BGV Workshop
2.5.1.1The Gender Based Violence-(GBV) Workshop being organized by DFID in collaboration with Save The Children would be held on 16th and 17th June 2011
2.5.1.2A Mapping of CSOs engagement in the area of GBV would be done and a report produced.
2.5.2Review of Girls Scholarship Programme
2.5.2.1TOR for a review of the scholarship programme for Secondary Schools was circulated to a few members for input. The study is expected to start by the end of August 2011.
2.5.3DFID’s Four Year Programme
2.5.4The DFID four year programme had been completed with Overall support to GBS having dropped from 100million Pounds for FY 2009/10 to 80million Pounds for FY 2010/11. A total of 30 million Pounds had been earmarked for Education Sector Budget Support.
ACTIONS
2.5.5Share workshop report on GBV.
2.5.6Share report of CSOs engaged in GBV.
2.6CIDA
2.6.1Workshop on TVET Policy
2.6.1.1Attended workshop on TVET Policy where WB and ILO also participated- The workshop was organized by Technical and Vocational Education Department. Conclusion on the first day indicated lack of direct link between TVET Policy and Education and Training Policy- ETP. Further follow up with support from ILO who are funding the process under JP10 is needed.
2.6.2Debriefing workshop on language of Instruction.
2.6.2.1Attended debriefing workshop on language of Instruction organized by the WB. A summary of the workshop has been circulated to members.
2.6.3Girls Science Camp in Dar es Salaam
2.6.3.1Attended a Girls Science Camp in Chanika area, Temeke district, Dar es Salaam that involved Girls and teachers from the three Dar es Salaam municipals- Ilala, Temeke and Kinondoni.
2.6.3.2Informed that similar camps were also taking place in Zanzibar in collaboration with FAWE. It was also noted that there are other camps such as those organized by Jane Goodall Institute- Roots and Shoots Youth Camp and that there is need to coordinate existing camps with those organized by the Government.
2.6.4TENMET
2.6.4.1Reported that TENMETheld their Annual general meeting end of May, and agreed to hold another Extra –Ordinary AGM to elect a new Board before end September 2011.
2.6.5HR SITAN
2.6.5.1The consultants working on the Human Resources SITAN are progressing well and the Canadian consultant is in the country.
2.6.6Missions:
2.6.7CIDA will get High Level Canadian Government officials during the week of 20th June.The main focus of their mission is to learn more about CIDAs engagement in Tanzania, especially with respect to General Budget Support and Sector Budget Support financing modalities in as a means to establish their validity as CIDA’s funding modalities to the Tanzanian Government.Meetings will be held in Dar es Salaam with Permanent Secretaries of MOFEA, Education and Health. The team will also visit districts and dinner invitations will be sent to HOCs.
ACTION
2.6.8CIDA to coordinate information on existing youth/student camps to assist the GoT to link the Girls Camps with existing ones.
ITEM 3:Review and approval of the ED DPG Minutes of 18th May 2011
3.1Reviewed and approved the minutes of the ED DPG meeting held on May 18th 2011.
ITEM 4:Matters Arising from ED DPG Meeting of 18th May 2011
The Matters Arising from the ED DPG meeting held on 18th May 2011 are attached as Annex II. However the following issues were brought forward for discussion.
4.1Coordination of ICT Initiatives
4.1.1SIDA to coordinate the various initiatives on ICT and to link with MOEVT on how these initiatives relate to the implementation of the 2010/11 Milestone on ICT.
ACTIONS
4.1.2SIDA to continue gathering information on ICT initiatives and produce a report to be shared with members
4.1.3SIDA to explore the possibility of organizing an awareness raising workshop with Education stakeholders in September 2011.
4.2Coordination of HIV and AIDS Education projects.
ACTION
4.2.1USAID to discuss with the CCI Focal Person (CIDA) on how to follow up and compile a report on the various HIV and AIDS initiatives/projects within the education sector.
4.3Secure copies of the INSET Modules for sharing with members
ACTION
4.3.1ED DPG Chair to write a letter to the Director of Teacher Education to request for copies of the INSET Modules for members who are working within the sector on teacher related activities.
4.4Annual Education Network Meeting
ACTION
4.4.1UNICEF to send copy of the agenda /proposal for the Annual Education Network meeting to the Chair
4.4.2ED DPG Chair to write a letter to the Permanent Secretary to request for space for DPs participation in the Education Network meeting.
4.5ESDC Extra Ordinary Meeting
ACTION
4.5.1Secretariat to follow up on whether the ESDC Extra Ordinary meeting would take place on 21st June 2011 as planned and inform members.
4.6DP comments on the ETP
ACTION
4.6.1ED DPG Chair to send DP comments on the ETP by 16th June 2011.
ITEM 5:Update on Education Sector Dialogue
5.1Technical Working Groups
5.1.1Informed that TWG meetings had not been held during the period following last ESDC meeting held on 17th May 2011.
ACTIONS
5.1.2TWG Focal Persons to follow up with Chairs on progress of activities within the 2010/11 Milestones whose deadline is on 30th June 2011 and 30th August 2011.
5.1.3Secretariat to circulate the updated Milestones Matrix which includes deadlines for each activity.
5.2ESDC Task Force and ESDC Meetings
5.2.1Informed that an ESDC Consultative meeting had been planned for 21st June 2011 however it had not yet been confirmed whether the meeting would take place.
5.2.2Following the last ESDC meeting held on 17th May 2011 where TOR for the study on downward trend in NER, PEDP Impact Evaluation and TVETDP were approved the ED DPG had received letters from MOEVT on request for funding.
5.2.3DFID, CIDA and SIDA had expressed interest to support the PEDP Impact Evaluation study and the study on downward trend in NER while SIDA and CIDA had expressed interest in supporting development of the TVET Development Programme.
5.2.4A meeting of the agencies supporting MOEVT on the studies and the TVETDP would be held on 16th June 2011 and thereafter MOEVT would be informed in writing on way forward towards the support.
5.3Joint Education Sector Review (including Field Visits)
5.3.1Informed that following the postponement of the 2011 Field Visits dates, MOEVT had not yet confirmed new dates
5.3.2The TOR for the JESR were being reviewed in light of recommendations given by stakeholders including those from DPs.
5.3.3DPs had, in particular, suggested a review of the effectiveness of Thematic Papers and the possibility of replacing the papers with such things as presentations from the Department Directors or on studies in progress including the HR SITAN, TVETDP, PEDP, TBT, AEDP, UWEZO and Form Four Exam Results.
ACTIONS:
5.3.4Secretariat to inform members of new dates for the Field Monitoring Visits
5.3.5Secretariat to circulate a note to ask members to submit any recommendations for studies which could be considered for thematic presentations at the 2011 JESR.
5.4Meetings with PS/Minister
5.4.1Informed that a meeting with the PS had not yet been held and that a follow up meeting would be organised in view of the next ESDC meeting to be held on 28th July 2011.
5.5GBS Review (including CWG2 and PAF 2011)
5.5.1CWG2 and PAF 2011
5.5.1.1Informed that DPs were working with the GoT to establish the actual way in which the achievement of release of Capitation Grants to secondary schools would be measured.
5.5.1.2Informed that from the measurements provided by the GoT it seemed that the GoT had already achieved release of full Capitation Grants to secondary schools however, there were still questions on how the calculations had been done.
5.5.1.3The outcome indicators for this year’s PAF were on PSLE which had been achieved; Form Four Results which was not achieved and Higher Education Enrolment whose data was not yet available.
5.5.2GBS Evaluation
5.5.2.1Informed that a GBS Evaluation was being conducted by DPs who support the GoT through GBS and that DPs had been requested to submit various documents dating back to 2006.
5.5.2.2Informed that the ED DPG Secretariat had started compiling documents and a table of Agencies Aid Disbursement Modality had been sent to members.
5.5.2.3Agreed to inform the Evaluation Team to use data from the Aid Management Platform (AMP) instead of compiling data from Agencies.
5.650 Years of Tanzania Independence
5.6.1Informed that DPs suggestions of events for the Independence Celebrations had been submitted to MOEVT and that after discussion with MOEVT, recommendations had been submitted to the National Planning Committee.
5.6.2No official request for funding had been received by the DPG.
5.7Highlights on Zanzibar
5.7.1Informed that a Zanzibar sub group meeting had been held on 15th June 2011, one hour before the ED DPG meeting.
5.7.2Minutes of the Meeting were being compiled by the ED DPG Secretariat and would be shared by the Zanzibar members and the ED DPG Executive Committee.
5.7.3Informed that the DPG Main had written a letter to the Zanzibar Government informing of the structure on ZNZ dialogue, and that a one year Pilot would start June 2011 on the current recommended Focal Persons/Agencies.
5.7.4Within the ZNZ Education Sector, an agreement had been reached for Zanzibar Education Sector meeting to be held quarterly and the first meeting was held on 14th March 2011 while the next one would be held in July 2011.
5.7.5A Zanzibar Education Network (ZEN) was being created spearheaded by UNICEF and Save the Children and would combine both DPs and NSAs.
ITEM 6:Discussions of the ED DPG TOR
6.1Informed that a summary of main points regarding ED DPG Leadership had been circulated to members for input and comments.
6.2The summary included roles and responsibilities of the Chair and the Deputy Chair.
6.3Informed that there was no indication from past DPG documentation that the UN would serve as the Secretariat while Bilateral Agencies would serve as the Chair.
6.4The ToR for selection of the Deputy Chair required that an announcement was made 6 months prior to the starting date hence the announcement for the group’s next Deputy Chair would need to be made in June 2011.
ACTION
6.5Members to review the ED DPG Leadership ideas and issues summarised and send their comments and inputs to the Secretariat/Chair.
ITEM 7:UN presentation of the UNDAP Annual Work Plan
7.1Presented the UNDAP Education Annual Work Plan highlighting on the 8 Outcomes and their Outputs
7.2The elaborate plan was circulated to members via email and a summary of the Outcomes and Outputs is attached as Annex I.
ITEM 8:Emerging Issues and AOB
8.1There were no issues raised under Item 8.
