EXECUTIVE SUMMARY

In pursuit of the goals set in the Makerere University Strategic Plan 2008/2009-2018/2019, the University initiated actions aimed at transforming itself into a research-led institution. The formation of Colleges is one of the major reforms in the governance, financial and administrative structures of the University, aimed at making it more efficient and more responsive to national and global demands.

The University Council approved the College Statute in January 2005 as a guide to units in the formation of Colleges. In a further step to actualize this dream, the Makerere University Senate approved the formation of the College of Education and External Studies (CEES) at its meeting held on 4th November 2010. The proposed College comprises of the current School of Education (SoE) and current Institute of Adult and Continuing Education (IACE).

This merger seeks to enhance the University’s ability to produce professional educators at all levels of the education continuum as well as professional community workers. By increasing access to quality learning opportunities in varied modes for her core clientele, the CEES hopes to contribute significantly to the fulfillment of the University’s strategic goals by reforming the administrative structures of the merged units, thus improving the quality of teaching and learning, research and knowledge transfer partnerships. The merger will entail further harmonizing of programmes thus creating synergies, while eliminating duplication of efforts.

The College of Education and External Studies (CEES) will be made up of the following three schools:

  • The School of Education (SoE),
  • The School of Distance and Lifelong Learning (SoDLL), and
  • The East African School of Higher Education Studies and Development (EASHESD).

The SoE shall initially comprise of three departments; the SoDLL two departments, and EASHESD will have Sections dealing with specific graduate programmes and related activities. The reformed departments led by Chairs, will focus on administering and delivering academic programmes at both undergraduate and graduate levels.

In addition, one Institute for Educational Research has been proposed to cater for the research arm of the College, while two proposed Centres (The Centre for Lifelong Learning (CLL) and The Centre for Teaching and Learning Support (CTLS)) will serve as bases for knowledge and technology transfer partnerships.

The College will be managed by an administrative team led by a College Principal and Deputy Principal.

1.0INTRODUCTION

The plan to establish a College of Education and External Studies (CEES) has been under consideration for the last five years or so. This came about following the realization that both the School of Education (SoE) and the Institute of Adult and Continuing Education (IACE) shared common goals of addressing national and international development challenges through individual and community education interventions. The two units identified similarities in their mandates in relation to addressing these national priorities and global commitments of Uganda. The massification of education evidenced by Universal Primary and Secondary Education (UPE and USE); the emphasis on science, technology and vocational education as drivers for the national development; international commitments to Education-for-All (EFA) and the Millennium Development Goals (MDGs); all placed responsibility at the doors of the two units whose unique delivery modes and partnership with other units across the University put them in a unique position to address these challenges in innovative ways. It is envisaged that the combined population of over 10,000 students benefiting from the programmes of this College will enhance viability and visibility. A reduction in leadership positions from 15 to 10, coupled with changed mandates should improve efficiency and effectiveness. It is also hoped that synergies created by the merger and the collaboration across Colleges that the programmes offered through CEES entails, will continue to produce multidisciplinary graduates who stand better chances in the world of work. The merger also enhances opportunities for multidisciplinary research and other multidisciplinary outputs of benefit to the wider community. Through its proposed Centre for Teaching and Learning Support (CTLS), as custodian of delivery methods, the CEES hopes to buttress the University’s strategic emphasis on flexible, learner-centred, technology-enhanced approaches to teaching and learning.

In 2007, the School of Education submitted a proposal for the formation of a college that would include the IACE. Although that particular proposal was not approved, this proposal has now resulted from broad consultations between the two units and among its members. We therefore believe that this merger is a step in the right direction.

1.1Current Curricula

The School of Education currently offers the following programmes at undergraduate level: the Bachelor of Arts with Education (three years) and the Bachelor of Science with Education (three years); and the following graduate programmes: the Post-Graduate Diploma in Education (one year); Post-Graduate Diploma in Higher Education (one year); the Master of Education in Language and Literature Education (two years); the Master of Education in Social Sciences and Arts Education (two years); the Master of Education in Curriculum Studies (two years); the Master of Education in Science Education (two years); the Master of Arts in Educational Policy and Planning (two years); the Masters of Arts in Higher Education (two years); and PhD in the above disciplines (two to four years).

On the other hand, the Institute of Adult and Continuing Education currently offers the following undergraduate programmes: the Bachelor of Commerce External (four years); the Bachelor of Science External (four years); the Bachelor of Education External (three years); the Bachelor of Adult and Community Education (three years); the Diploma in Project Planning and Management (two years); the Diploma in Youth in Development Work External (two years); and Master of Adult & Community Education (two years) as the only graduate programme currently.

1.2Mission

The College of Education and External Studies (CEES) exists to build professionalism in teaching and management of education at all levels and to increase access to quality adult, community, and distance education opportunities, research and services responsive to national and global needs.

1.3Mandate

The mandate of the College of Education and External Studies is to prepare educators, community workers, administrators, inspectors of schools, curriculum designers and community outreach implementers to work at all levels and forms of the education system. It also focuses on the provision of adult, continuing, community, distance education and e-learning. The College is a centre of excellence in the development, research and application of professional educational approaches in response to national and global needs.

Note

For the University to achieve its strategic goal of increasing enrolment by employing alternative delivery modes, it is vital that the existing distance education programmes and the yet-to-be-launched programmes have academic staff in the Department of Open and Distance Learning to coordinate them. Besides teaching on the distance learning programmes in their specific areas of training, academic staff in the DODL will be expected to:

a)Anchor the discipline of Open and Distance Learning by conducting research and providing training and outreach services for practitioners in this field.

b)Provide on-going professional support to all staff of the University engaged in servicing distance learning programmes and projects.

c)Engage in the development of distance learning materials in the areas of their specialty.

d)Engage in providing support services to all students registered on distance learning programmes of MakerereUniversity

So as to optimally attain the above outcomes, each distance learning programme requires a Coordinator and Assistant Coordinators in its various fields of specialization. For instance, for the BCom External programme to operate efficiently, we need a BCom External Programme Coordinator and an Assistant Programme Coordinator for each of the four areas of specialization: Finance and Banking, Accounting, Marketing, and Insurance. Similarly, for BSc External, we need a BSc External Programme Coordinator and an Assistant for each of the Science disciplines on offer.

For parity of standards and to cater for personal growth of the staff deployed in the DODL, the staff will be expected to handle at least 20% of the teaching load on distance education programmes under the supervision of the mandated units of the University.

Due to the roles and responsibilities of this Department that go beyond traditional academic roles, this Department will in addition have the following staff to specifically ensure professional development and design of distance and open learning materials in the different media (print, radio, TV, web based…):

4.0PROPOSED CENTRES FOR THE COLLEGE OF EDUCATION AND EXTERNAL STUDIES

The College of Education and External Studies (CEES) shall have two centres that will act as the College base for service and knowledge-transfer partnerships. The Centre of Lifelong Learning (CLL) will start off with short courses currently being offered through the Department of Community Education and Extramural Studies (CEEMS). The Centre for Teaching and Learning Support (CTLS) will start off with the existing activities in the E-Learning Unit, the units responsible for pedagogy training in the School of Education, the AVU ODeL Centre, Child Study Centre, Makerere University Primary School, and Makerere College School. Given the proposed nature of their services, College Centres shall be largely self-financing. EachCentre will be headed by a Coordinator who shall be accountable to the College Principal.
