What is Ector County Hospital District Assistance Program (ECHDA)?

Ector County Hospital District was created in November of 1989. It is the responsibility of the District to provide acceptable level of healthcare services for eligible citizens of the District. Such services shall be provided by the required provider, Medical Center Hospital, of Odessa, Texas. Eligibility is based on resources and income (the program follows State of Texas poverty guidelines).

Who Can Apply fo ECHDA?

  • Legal residents of the United States of America with established residency in Ector County
  • People who are not eligible for Medicaid
  • People who do not have health insurance

How do I apply for ECHDA?

  • You must complete the program application
  • You can request a program application with a staff member of our Patient Access Department (Admissions/Registration)
  • You can contact RCA Resource Corporation of America (432) 640-1040 or Call our ECHDA Department at (432-640-1053) to request an application
  • You can visit our office, located at 425 N. Sam Houston Ave. Odessa, Texas 79761, pick up a program application, complete it, gather the required documents listed on the application, and interview with an ECHDA Counselor
  • Provide proof of residency, income, resources as per program requirements

What type of medical services does ECHDA cover?

  • Medical Center Hospital Health System visits and admissions (approved under our program: some exemptions do apply)
  • Prescriptions covered by our program (for eligible patients) limit x3 scripts per month
  • Doctor visits to providers approved under our program (limitations apply): 1 family practice doctor visit per month and 1 specialist doctor visit per month

  • MCH Pro Care providers (by referral)
  • Visits to Specialists approved under the program
  • Those patients who qualify for HOSPITAL ONLY are responsible for 10% of the total cost acrued during your hospital visit (s)

What does ECHDA cost?

  • Under ECHDA, you are responsible for a $10.00 co-payment for services received (for eligible patients)
  • For prescriptions approved under the program, and for eligible patients, you are responsible for a $9.00 co-pay per script and $20.00 co-pay for non formulary scripts.
  • You are reponsible to pay in full for medical services or tests received and not covered under the ECHDA program
  • You are responsible to pay in full for services received by providers who do not participate in the ECHDA program

Does ECHDA count as health insurance?
No, this is an indigent program for uninsured patients
