EDUCATIONAL CREDIT MANAGEMENT CORPORATION - OVERVIEW

Educational Credit Management Corporation (ECMC) is a nonprofit 501(c)(3) company that provides services in support of higher education finance. Currently, ECMC serves as a national Federal Family Education Loan (FFEL) Program guaranty agency, insuring a $10 billion student loan portfolio that spans 38 states and the District of Columbia. ECMC works with schools and lenders to lower student loan default rates, increase college access, and promote financial literacy. ECMC maintains an extensive delinquency aversion and default prevention program as well as a post-default collections program to assist borrowers in all aspects of their student loan repayment. In addition to its guaranty agency responsibilities, ECMC also services bankruptcies for both the FFEL and Direct Loan Programs. Through servicing a currently outstanding $1.4 billion student loan bankruptcy portfolio, ECMC has returned $1.5 billion in recoveries to the U.S. Treasury. Through ECMC Foundation’s programs, low-income, first-generation college-bound students are assisted in furthering their education goals. ECMC is based in Oakdale, Minnesota.

ECMC has been providing sustaining resources and services to support the U.S. Department of Education (ED) requirements for management, technology, integration, analysis and services for specialized loan servicing, hardware and software, communications and Internet capability. These resources and services include operations, customer support, implementation, maintenance, liaison, and related technical assistance to support ED student loan accounts. ECMC has the staffing, expertise and resources available to fulfill the requirements under its GSA Schedule 520 awards.

ECMC’s organizational capabilities consist of management and technical expertise in the highly regulated government student loan program. ECMC administers the FFEL Program on behalf of the U.S. Secretary of Education, and as such partners with lenders, schools, and students to ensure compliance. At the end of 2008, ECMC’s outstanding guarantee portfolio was $10.5 billion, with nearly $2.0 billion in Virginia and Oregon, where ECMC is the designated guaranty agency. As a national bankruptcy processor of an outstanding bankruptcy portfolio of $1.4 billion, ECMC also maintains inactive loan portfolios, conducts Administrative Wage Garnishment hearings, and operates bankruptcy-processing services to 25 guaranty agencies and the ED. ECMC’s customized servicing system designed specifically for bankruptcy processing, technically-trained specialized staff, and extensive legal network and expertise allow ECMC to operate at a 95 percent margin and return over $1.5 billion in recoveries to ED.

Additionally, and in support of our business enterprise, ECMC has extensive experience in all aspects of operational activities, including: administrative, technological, business process improvement, financial reporting and contract performance matters. To further promote a project management culture and enterprise perspective throughout the organization, ECMC has established a Program Management Office (PMO) function to lead our annual strategic and tactical planning processes. The PMO ensures all investments and initiatives are aligned with ECMC’s goals, strategies and objectives.
