Tornado Drills

When ALL REQUIRED DRILLS have been conducted, maintain the original or copy of the drillrecord IN YOUR FILES ONLY, for a period not less than 5 years for future referenceand for verification by the Kansas State Fire Marshal.

Doors

o Inspect, repair, and maintain doors to ensure that:

o Automatic or self closing devices are properly installed and functioning. Hazardous area doors are self closing.

o Smoke doors and doors opening into the corridor close properly and resist the passage of smoke. Non-rated gaskets, such as weather stripping, are not an acceptable method to correct door gaps.

o Doors close and latch into the frame (positive latching hardware). Door latches and opens with one motion.

o Doors are unobstructed and not blocked in any manner. Hold-open devices that release when the door is pushed or pulled are permitted. Door stops, chocks, tie-backs or other devices that require manual unlatching or release are not permitted.

o Smoke barrier doors that swing in the same direction may be required to have a coordinator to ensure doors close properly which allows one door to close first preventing the doors from hitting.

o Manually operated flush bolts or surface bolts on exit doors are not permitted.

o All closet doors must be able to be opened from the inside.

o Bathroom doors must be able to be unlocked from the outside with an opening device. That device must be accessible to staff and located near the door.

o Monitor doors with magnetic locks or delayed egress locks to ensure that:

Doors release appropriately.

o No more than one delayed egress device in the path of travel.

o Doors shall unlock upon activation of sprinkler system, smoke detection system, and upon building loss of power.

o Doors may not relock if the fire alarm system is placed in silent mode. The doors shall not relock without the system being reset.

o Doors with a delayed lock shall have a sign posted on the door and within 12 inches of the releasing device stating “PUSH UNTIL ALARM SOUNDS DOOR CAN BE OPENED IN 15 SEC”

o Doors with a magnetic lock shall have a key pad or key lock at the door and the method of getting out of the building shall be automatically provided to all visitors, and staff.

Electrical

o Inspect and monitor facility to ensure that power strips with surge protectors are used appropriately.

o No high current draw devices can be plugged into a power strip. No refrigerators may be plugged into power strips. Appliances that produce heat or are used for cooling cannot be plugged into a power strip.

o Equipment such as televisions, DVD players, and clocks, may be plugged into a power strip with surge protection as long as the amperage capacity of the power strip is not exceeded.

o Power strips are not allowed to be plugged into another power strip.

o Power strips should be secured to prevent tripping.

o Power strips shall be plugged directly into an electrical outlet.

o When children under 6 yrs. of age, unused electrical receptacles shall be provided with protective covers.

o Any heaters shall be separated or screened to protect children from the hot surface.

o Maintain three foot clearance around all electrical panels.

o Ensure that all electrical equipment is in good repair and that all electrical cords and plugs have no frayed or exposed wires. Extension cords cannot be used as permanent wiring.

o Ensure that all electrical outlets, light switches, and junction boxes have appropriate cover plates.

o Multi-plugs adapters are prohibited.

Emergency Lighting

o Conduct a functional test on all battery operated emergency lighting system at 30-day intervals for not less than 30 seconds.

o Conduct an annual test on every required battery-powered emergency lighting system for not less than 1.5 hours.

o Ensure that equipment is fully operational for the duration of the test. Written records of visual inspections and tests shall be kept by the facility.

o Documentation shall include the location of each individual unit, date tested, initials of individuals conducting the test, and the test results.

o Monitor emergency lighting to ensure that the lighting is equipped with two sources of light either by having two fixtures or one light fixture with two light bulbs.

o Ensure that rooms over 1,000 square feet in area have illuminated exit signs and that the signs are on emergency power.

Exits

o Monitor facility to ensure that:

o Exit doors are readily distinguishable from the wall such that the doors are easily recognizable as doors. Doors shall not be disguised to blend in with the interior.

o Exit and directional signs display the correct egress pathway or direction of travel with continuous illumination and are also served by the emergency lighting system

o Exit access is arranged so that exits are readily accessible at all times and that the means of egress is continuously maintained free of all obstructions or impediments to full instant use.

o Ensure the entire means of egress is illuminated at minimum of one foot candle of illumination at floor level (to include the exit access, exit, and exit discharge)

o Exterior exit doors shall lead directly to the exit discharge or the public way.

o Every occupied room other than the bathroom must have at least one window or outside door for emergency rescue. Window shall open easily from the inside without tools, and sill of window shall be no more than 44 inches above the floor, with a minimum clear opening of 821 square inches. EXCEPTION: NOT REQUIRED IN FULLY SPRINKLED BUILDINGS.

o If a window leads into a window well it shall provide a minimum opening of 9 square feet, with a minimum on each side of 36 inches.

CONDUCTING FIRE & EVACUATION DRILLS

IN KANSAS SCHOOLS

(Required by Kansas Fire Prevention Code KSA 31-133(5) KSA 31-133(8) AND KAR 22-18-2)

PURPOSE: To practice the safe and swift removal of all students and staff. Students should be instructed

to walk and behave appropriately. (Each school has latitude in determining specifics for their fire drills.)

PREPARATION FOR FIRE DRILLS OR BUILDING EVACUATION (91-101/31-3.2.2)

?A separate record shall be kept for each separate building used for student occupancy.

?Fill in the boxes at the top of the page with School District, USD #, Building Name, City, Telephone.

?Exits shall be unlocked and unobstructed whenever the building is occupied.

?In case of fire or smoke, EVACUATE THE BUILDING, and contact the local fire department immediately.

?Facility staff shall be assigned specific responsibilities for notification and evacuation of the building.

?A minimum of two different routes to take in the event one path is obstructed and a diagram showing both routes shall be

posted in each classroom. We recommend occasionally using the secondary evacuation routes.

?Designate a safe area far enough from the building (50 feet minimum) to avoid the danger from fire, fire department

operations and equipment, or from falling debris or explosion. If it is necessary to cross roads, facility staff or adult

volunteers shall be provided to stop vehicle traffic.

?At assemblies, athletic and social events of over 300 occupants, special attention shall be given to seating and exit routes,

tornado refuge area, and will be announced prior to the beginning of the event or printed in event programs.

DRILLS - BUILDING EVACUATION (KAR 22-18-2(a), 91-101/31-3)

?After the alarm has sounded, students should proceed in an organized manner to the nearest exit as quickly as possible

using one of the two evacuation routes designated for their location. Staff shall account for students upon reaching the

safe area.

?Monitors shall verify that occupants have evacuated. Restrooms and other closed areas must be checked by sight and

voice. (Mobility impaired students or staff shall be moved to areas of refuge with staff in attendance until a real

emergency is determined and evacuation is necessary; and kitchen staff only may be given notice of a fire drill and

adjust their procedures and work accordingly.)

TIME/FREQUENCY OF DRILLS (KAR 22-18-2(a)& (b) 91-101/31-1.3.3, 91-101/31-3.1)

?Drills shall be unannounced to simulate an actual fire.

?Drills shall be conducted at different times of the day, during different activities, during class changes.

?The Kansas State Fire Marshal RECOMMENDS one fire drill and one tornado drill held during the first two weeks

of a school term to familiarize students and staff with procedures and refuge locations.

?A minimum of one fire drill held each month during school hours other than morning or afternoon dismissal.

?A minimum of three tornado drills will be conducted each school year.

EQUIPMENT REQUIRED

?Drills shall be initiated by use of the regular fire alarm system components.

?All fire alarm equipment shall be checked a minimum of once annually.

?The Kansas State Fire Marshal recommends using a different manual fire alarm pull station each month.

AFTER THE FIRE DRILL (KAR 22-18-2(a))

?If the facility is delinquent on drills, inspectors may request a drill at the time of inspection.

?Any fire alarm equipment found inoperable during drills shall be repaired IMMEDIATELY!

?Please consult the Kansas Buildings Fire Safety Handbook for further information and requirements.

?Fire safety inspectors will be spot checking the previous years drill records to verify correctness andcompleteness as they inspect your facility.
