ECI Youth Services, Inc. Basketball Tournament Rules of Play

Except where modified, National Federation of State High School Associations rules shall govern play.

1)TIMING FACTORS

Game Length: Grade 6 & Under:12 minute halvesOvertime Period(s):3 minute periods

Grade 7 – 8:14 minute halvesOvertime Period(s):4 minute periods

Grade 9 – 12:16 minute halvesOvertime Period(s):4 minute periods

19 & Over:20 minute halvesOvertime Period(s):4 minute periods

All divisions are stop time. Spring Preview and Dakota Hoopfest are 18 minute halves.

Half Time:A minimum of three minutes and a maximum of five minutes

Time Outs:Each team is awarded three one-minute time outs per game, with one additional time outfor each overtime period. Unused time outs do not carry over to the overtime period(s).

Warm-up Time: A minimum of five minutes will be allowed for warming up.

Mercy Rule: Once a team is leading by 20 points anytime in a game, running time begins. If the lead goes below 10 points,stop time will resume.

2)The home team is listed in the upper bracket of each game.Each team is responsible to provide a designated representative to assist in keeping the scorebook or running the game clock. This must be an adult who will conduct themselves in a professional manner. The team representative will receive a team pass for the duration of the tournament.

3) Teams must have five players to start a game. Because of the format, we are operating on a very tight timeschedule. Therefore, game time is forfeit time. The ECI Site Supervisor will make the final decision on gameforfeitures. The Site Supervisor will assess each individual situation on its own merit prior to declaring a forfeit. If a team forfeits two games in a single tournament, they will be disqualified from play for the remainder of the tournament.

4)No roster additions will be permitted after the team has begun play of its first tournament game.

5) If a three-point line exists, it will be used in all grades.

6)The shot clock will be used for grades 7-12 if it is available on all courts. No shot clock will be used for grades 6 and under.

7) Should teams have like jersey colors; the home team is responsible for providing and wearing scrimmage vestsor alternate jerseys. Always bring your extra set of jerseys.

8) The roster limit is 15 players. Please see page 2 for additional roster information

9) Unsportsmanlike conduct by players, coaches, parents or fans will not be tolerated and will be penalizedaccordingly.

10) Bonus shots will be awarded on the seventh team foul and the double bonus will be shot on the tenth team foulper half. Technical foul (two shots) must be shot by a player on the offended team.

11)Two (2) direct technical fouls during a game on any player, coach, or team representative will result in their disqualification for the next game of the tournament.

12) A team may not full court press if they are ahead by 20 points or more at any time during the game.

13)Tie-Break: 2 Teams: A tie will be broken by the result of Head-to-Head competition.

3+ Teams: Ties will be broken usingPoints Against.

14) Inclement Weather: If hazardous weather conditions exist, call the ECI office at 701-672-1420 or Travis Kraft at 701-388-0330. If your game is not cancelled andyou do not show up for your scheduled game, you will incur a forfeit.

EQUIPMENT AND GAME ADMINISTRATION

Players

Players must be enrolled in the grade in which they are participating. However, it is permissible to play up. For

example, a 7th grader may play on an 8th grade team, but an 8th grader may not play on a 7th grade team. Boys

must play on boys’ teams and girls must play on girls’ teams.Players must be prepared to prove age/grade if challenged.

Team Rosters

There is a hard copy roster form that can beprinted off of the ECI website or edited and emailed to . Teams must submit a copy of their roster at team check-in. The roster onsite isthe official roster. The signed Coaches’ Code of Conduct must accompany the roster.

Basketballs

The 4th-6th grade boys’ teams and all girls teams will use the best available women's size (28.5) basketball, and

7th-12th grade boys’ teams will use the official men's size basketball. The referee will select the best ball available

for each game.

Uniforms

Jersey tops must be of similar color and it is recommended that they are numbered on the front and back. It is recommended that numbers be at least four inches high and be any combination of 0 or 00, 1-5, 10-15, 20-25, 30-

35, 40-45 and 50-55. Teams should always bring their light and dark colored jerseys.

First Aid

Each team is required to provide their own first aid supplies, water bottles, tape, etc. ECI provides an on-site trainer.

Ejection Policy

Any coach, player or spectator ejected from a contest will be disqualified from participation in that game and thenext game. They will be allowed to participate after their disqualification has expired. However, if the ejection was due to “flagrant unsportsmanlike conduct” they will be disqualified for the remainder of the event.Examples of “flagrant unsportsmanlike conduct” include but are not limited to cheating, fighting, repeated abuseof the officials, threats to the officials, use of profane language, etc.

Eligibility Protests

All protests must be filed in writing accompanied by a $100.00 protest fee (refundable if protestis upheld) with the Tournament Director PRIOR to protested game. If protest is valid, theprotested team forfeits all previous games. Tournament Director’s ruling on protests is final.If eligibility is protested, team must present proof of eligibility. Acceptable proofs of age are clean photocopies of birthcertificates, adoption papers, immigration papers or school documentation. Proof of grade is aclean copy of any report card of the current calendar year.

ECI Refund Policy

• If a team drops out of an event prior to the entry deadline, a full refund will be issued.

• Teams dropping out of an event after the entry deadline will NOT receive a refund.

• If an event should have to be cancelled due to unforeseen circumstances (i.e. weather, loss of electricity, etc.) aprorated portion of your entry fee will be returned based on the number of games played.

• If an event is cancelled, with no games played, due to any of the above reasons, teams can elect a 75% refund of their entry fee or have 100% of their entry fee applied to a future ECI event.

USSSA Membership/Insurance

We will sanction each tournament through USSSA, which means that we are providing insurance for all teams, fans, and players. If your team is already registered with USSSA (it costs $25 to register a team), or is interested in getting registered (registration and insurance for one team for the year is less than $100), please provide us your number and/or ask questions. If not, leave it blank on your team entry form and we will purchase a membership for you, and insurance for this event for you. Should a player or spectator be injured during the tourney, please let us know and we will file an insurance claim. Upon registering your team, we will provide you with your USSSA registration number for use at future tournaments.

ECI Non-Discrimination Clause

ECI does not discriminate on the basis of age, gender, race, color, ethnicity, national origin, religion, sexual orientation, or handicapped status for employment or provision of services.
