1Approval of agenda

The agenda was approved with the following additions:

2Minutes from previous meeting

The minutes from previous meeting were approved with the following comments:

The process Obtain upfront meter reading was discussed and Kees noted that this process actually is a part of the Determine meter reading process from EMD. The Obtain upfront meter reading was replaced by the Determine meter reading process.

The conclusion from previous meeting was re-discussed and it was agreed that this is an additional upfront process of the EMD collect meter read process.

  • In the sixth bullet point on page 1 the word stateswas replaced by states.

General corrections for all documents:

5Final review of requirements for publication after November meeting 2011

The requirements for Query metering point characteristics were reviewed. As homework CuS will do updates and verification by mail and thereafter publish the documents at the ebIX® web-site.

A review of Customer move, both move in and move out, was started and a new UseCase diagram for Customer move in was proposed. However there were several unclear issues and the discussion will have to be continued at the next CuS meeting in the beginning of 2012.

A principle was used during the discussion where a move out (not the CuS process, but the actual move out) will trigger a emptying of all attributes (boxes) in the Metering Point DB for the relevant MP. Contrary the Move In will be used to fill in the empty elements.

Principle 3: Move leads to emptying of several boxes at the same time .

Kees will come up with a proposal for text for the above principles for the minutes.

Kees asked if the complete MD model version 2011.A should be published including the unapproved Business Requirements Views. The answer was YES.

7Question from Belgium

Belgium had asked for clarification on the message structure on page 9 in the Business Requirements for Notify Metering Point (MP) characteristics. Belgium is wondering why only “Estimated annual volume” can be part of the “Volume Information”? In Belgium, they have monthly read customers, so they esteem that “Estimated monthly volume” (EMV) should also be a possible element that can be communicated in the message.

The question from Belgium was briefly discussed. It seems from some mail exchange related to the question that the estimated monthly volumes used in Belgium are connected to the reconciliation process and not master data. For the time being we do nothing in the Notify or response MP characteristics.

10.1Correction of the ebIX profile

In the description of Balance Responsible, in the Harmonised Role model, there is an extra “that” in the 3rd paragraph between signifies and quantity.

Kees corrects MD model and HG will be informed at next meeting.

10.2Harmonised role model and definition of accounting point

There has been longer discussions between ENTSO-E and ebIX® related to the definition of the domains Metering point and Accounting point (earlier Local metering point), which has delayed the publication of an updated role model. The latest proposal for definitions was reviewed:

Metering pointAn entity where energy products are measured or computed.

Accounting pointAn entity for which commercial business processes are defined such as balance responsibility and balance supply

Additional information:

These entities are usually defined in a contract.

This is a type of metering point.

The definitions have, among others been discussed and agreed between ebIX® (Vlatka, Kees and Marc), EFET (Liam) and ENTSO-E (Konstantin, Maurizio, Herwig, Cecilia…).

The HG proposal final agreement is:

1)Validation of the new definition in the Harmonization Group: deadline 20th of September 2011. Validation can be carried out by e-mail and if necessary by a telephone conference call which I will organize if necessary.

2)Validation of the definition by the 3 organisations ebIX, EFET and ENTSO-E between the 21th of September and the 21th of October 2011. If all organisations agree to this definition than the new version of the Harmonized Role Model can be published mid November 2011 (after approval by the ENTSO-E Market Committee)

The CuS WG agreed to the definition.
