David Adams, a licensed professional engineer in 10 states, is a partner and senior vice president with Sanborn Head. Mr. Adams leads the firm’s solid waste client service area. He has been involved with permitting, design, and operations for landfill gas-to-energy projects, gas collection system evaluations, and other solid waste and air quality consulting services.
David has a B.S. in mechanical engineering from the University of Vermont and an M.S. in civil engineering from Colorado State University.

Paula Clark is the director of the Division of Materials Management of the Maine Department of Environmental Protection. She is responsible for oversight and direction of programs related to both solid and hazardous waste management. These include: solid and hazardous waste licensing, compliance and enforcement; RCRA authorization; residuals management; composting; beneficial use; product stewardship; municipal recycling and data collection; and, State Solid Waste and Materials Management Plan updates and implementation. She has worked in various capacities on waste management issues for over 30 years. Paula holds degrees from the State University of New York and the University of Maine.

Mark Dennen is a Supervising Environmental Scientist at RIDEM’s Office of Waste Management. He is a Certified Professional Geologist with a B.S. from Bridgewater State and Master’s Degree from the University of Oklahoma in Geology. Following his work as a consultant, he began working at the Rhode Island Department of Environmental Management for 28 years. He is responsible for oversight of Solid, Hazardous and Medical Waste in addition to inactive landfill closure and disaster debris response planning. His most recent publication was on Disaster Debris Management and appeared in the January 2013 Edition of The Professional Geologist. Outside of work, he teaches martial arts, Zen meditation, outdoor ministry and emergency first aid.

Dennis Fekert has been working in the Solid Waste Industry since 1993 when he started out as a “lumper” on rear load residential routes while attending graduate school at Stony Brook University in Long Island, NY. Upon graduation he moved to Vermont, and was employed at All Cycle, Inc. and Earthwise Sanitation before joining the Vermont Department of Environmental Conservation’s Solid Waste Management Program in 2001. He currently is the chief of certification and is primarily engaged in the certification of solid waste management facilities.

John Fischer is Branch Chief for Commercial Waste Reduction and Waste Planning at the Massachusetts Department of Environmental Protection (MassDEP). In this position, he coordinates MassDEP’s programs to advance waste reduction, recycling, and composting by businesses and institutions in Massachusetts. John also oversees development and implementation of Massachusetts’ Solid Waste Master Plan, solid waste and recycling data, the Solid Waste Advisory Committee, and disaster debris planning.
