PROPOSAL to EMOA 2017 AGM for CONSTITUTION CHANGE

Background

British Orienteering has developed an O-Safe policy, which sets out a framework to meet our commitment to good practice and the safeguarding and welfare of children and at-risk adults within orienteering and orienteering-related activities.

In Issue 1.0 of the O-Safe policy (dated October 2016 on the cover and 1/12/2016 on the change sheet), Appendix B details three clauses which should be included in the constitutions of all associations and clubs affiliated to British Orienteering, in order to ensure that safeguarding is embedded throughout the sport.

This proposal covers the changes to the EMOA Constitution which are required to comply with Issue 1.0 of the O-Safe policy.

Note that, as explained in Mike Hamilton’s October 2016 e-News, the clauses in Issue 1.0 Appendix B supersede similar clauses which had been published in previous versions of O-Safe.

Constitution Change

DELETE existing clause 2.3 (which states: “The Association will also adhere to and support current policies of the British Orienteering Federation.”)

ADD new section 11.

11 BRITISH ORIENTEERING POLICIES

11.1 The Association agrees to adopt the up to date British Orienteering Policies, Procedures, Rules and Regulations as published on the British Orienteering website.

11.2 All individuals involved in orienteering through the Association, in any capacity, are deemed to have assented to and abide by and adhere to the British Orienteering Policies, Procedures, Rules and Regulations as published on the British Orienteering website.

11.3 Both the Association and its members agree to abide by the final outcome of any disciplinary and appeal proceedings.
