Role: East Coast & Hertfordshire Control Room Consortium (ECHCRC) Programme Support Officer (PSO)

Rank/Grade: Up to Grade 6 (aligned to Humberside Grade 6)

Location: To be determined on appointment

Responsible to: ECHCRC Board

Role Purpose:

The East Coast and Hertfordshire Control Room Collaboration (ECHCRC) programme will deliver a large, complex technology programme with a value of approximately £7.2m. The programme manager will oversee the successful delivery of the programme and will be supported by the tactical leads that represent each of the participating Fire and Rescue Services.

The programme involves parallel projects which will cover software development, the procurement and installation of IT infrastructure systems, where necessary business process re-engineering and integration with each of the services operational requirements. During the programme life cycle, the programme Support Officer (PSO)through the programme management office (PMO) will provide administrative support to the programme manager in the delivery of the solution and will have direct links to the individual project managers. The programme manager will be responsible for the programme management office (PMO).

  1. Principal Responsibilities:

Programme Management Support

To effectively provide the functions of the PMO and through this function support the PM with the following to complete the programme of work:

a) Identifying the programme’s individual component projects and estimate the resources required to deliver the programme.

b) Identifying the connections and dependencies among the individual projects.

c) Collating the data and produce a master programme plan.

d) Within the plan defining the planned outcomes for each component project, the resources required and the work schedule items.

e) Continuously monitoring these elements throughout the programme life cycle.

During the programme life cycle be responsible for monitoring and controlling work efforts, while ensuring that the output of each component project satisfies its specified requirements.

Continuously interact with stakeholders to review objectives and coordinate resources across the individual component projects.

Be responsible for continually communicating relevant information, monitoring systems integration activities, negotiating deviations in plans and adjusting resources as needed.

Administrative Support

Provide administrative support to the Programme Manager

Provide administrative support to the Project Managers

Set up and maintain project files

Maintain the collaborative SharePoint site

Advise on the best utilisation of the collaborative SharePoint site

Provide administration for programme and project meetings

Distribute minutes, agendas and other information as required

Establish document control procedures

Perform the role of configuration librarian

Prince2 responsibilities

Provide expertise in the planning and control software used

Compile and distribute project management products

Administer Change Control

Provide specialist knowledge (e.g. estimating, risk management) tool expertise (eg risk analysis, planning and control tools) techniques and standards

Advise on the preparation of plans and updating plans with actual progress

Ensure that the components of the programme support infrastructure are regularly reviewed and updated

Monitor compliance with agreed programme strategies and procedures

Develop and promote the use of common process and technologies

Identify items requiring action and escalating them to the PM
