Overall Assessment of Progress (using the Results Framework)

This tool is an overall summarization framework that would give an overview of progress at project, national, and regional levelsto document “how well” the program has done towards achieving the Intermediate Results, Strategic Objectives, Cross-cutting Objective and Goal over a six-month and then annual period. Data in this table will be a synthesis of all the different measuring tools and qualitative impressions from partners at national and regional levels.

GOAL / INDICATORS / Data source
Integrated Water Resource Management
Poor rural communities in arid and semi-arid zones reduce their vulnerability to water-related shocks and improve their quality of life through Integrated Water Resource Management in Ethiopia, Kenya, TanzaniaUganda / Communities and local governments engaged in IWRM transformation processes which result in improved services with strong governance structures and attention to environmental risks in a program implementing powerful systems of learning that continuously feed back into improved impact
Resulting in:
Transformation of physical and human environments and managed by the people
Full access to reliable safe water;
Sufficient water to contribute significantly to a range of livelihood uses;
Total sanitation achieved;
Significantly improved food security and health. /
  • Findings from package of tools developed (tools 1 to 10 detailed below) fed back primarily through the six-monthly reporting process (tool 1) and in partnership meetings
  • Quantitative data focused on SO2 (number of beneficiaries and cost) –tool 9
  • Community views on achievements tool 2 and 3
  • Extent of learning to improve support provided and partnership tool 7 and 8
  • Strengths and sustainability of community structures supported tool 4
  • Self assessment and assessment of support to local government tool 5
  • Basin IWRM road-map tool 6
  • Baselines and evaluations –tool 10

Learning, Knowledge Management & Dissemination
Capacity of implementing agencies & key stakeholders is increased through learning, knowledge management & dissemination within and beyond the initiative /
  • Systems for learning and knowledge management established at all levels based on a range of methods and evidence that lessons are fed back into practice
  • The setting up, application and review of processes that generate a depth of understanding and ensure transparency
/
  • Annual analysisat country and regional level using learning survey (tool 7) reported on in the annual reports
  • Annual and regional partnership assessment annually using partnership tool 8
  • Ongoing feedback from community monitoring processes established tool 2 personal and community stories tool 3

IR1.2 Enhanced capacity, policy and practice in government IWRM interventions with a focus on local government
  • Data from local government IWRM self assessments in terms of strategy, assignment (budget, technical assistance, materials), monitoring processes and evidence of increased transparency and inclusiveness in decision making
  • Where higher levels of influence are being addressed, e.g. regionally and nationally, the same tools can be adapted to regional or national analysis
IR1.3 Increased influence to multiply the scope and scale of the initiative through cost effective implementation and with co-financing and investment strategies
  • GWI cost per person for WASH and IWRM transformations and total cost per person for WASH and IWRM transformation
  • Data on additional financial resources linked to GWI
IR1.4 Gender equity & diversity issues are being addressed in IWRM at community and local government levels
Evidence of greater inclusion of different interest groups and explicit targeting of the extremely vulnerable, e.g. the poorest, the disabled and those living with HIV/AIDS /
  • IR1.1 Community snap-shots tool 4, sample of communities in a rota basis, findings included in annual report
  • IR1.2 Local government IWRM assessments tool 5 and basin map tool6, all districts and the basin annually, findings included in annual report and data on local government budget/expenditure, staffing and plans in numbers table tool 9.
  • IR1.3 Financial data from the numbers table tool 9 particularly cost of WASH and IWRM transformation, direct and influenced through GWI as well as funds brought into the initiative reported on annually
  • IR1.4 Specific questions in community snap-shot tool 4 and local government assessment tool 5
