ORGANISATION ENVIRONMENT
The role of the Department of Education and Training is to support Victorians to build prosperous, socially engaged, happy and healthy lives. It does this by supporting lifelong learning and healthy development, strengthening families and helping to equip people with the skills and knowledge for a 21st century economy and society.
The Department's responsibilities cover three overlapping stages of life:
  • Early childhood development (birth to eight) - covering health, learning and development services
  • School education (five to eighteen) - covering primary, secondary and special school services for children and young people from Prep to Year 12
  • Higher education and skills (fifteen and over) - covering higher education, vocational education and training, apprenticeships and traineeships, and adult, community and further education.
The goal over the next decade is to place Victoria’s education and development outcomes into the global top tier. Four areas of focus that will contribute to measurable improvements are:
  • Achievement– raise standards of learning and development achieved by Victorians using education, development and child health services
  • Engagement– Increase the number of Victorians actively participating in education, development and child health services
  • Wellbeing– Increase the contribution education, development and child health services make to good health and quality of life for all Victorians, particularly children and young people
  • Productivity – Increase the economic and social return on expenditure on the Department’s services.
The Department currently comprises of the following structure:
  • Six central business groups – Early Childhood and School Education Group; Higher Education and Skills Group; Strategy and Review Group; Regional Services Group; Infrastructure and Finance Services Group; and People and Executive Services Group
  • Four Departmental regions – North-Eastern Region; North-Western Region; South-Eastern Region; and South-Western Region
  • Three independent statutory authorities: the Victorian Curriculum and Assessment Authority (VCAA), the Victorian Registration and Qualifications Authority (VRQA) and the Merit Protection Board (MPB)

ROLE CONTEXT
Regional Services Group is responsible for delivering, monitoring, evaluating and improving DET services at the regional level. The role of the DET regions is to:
•Fund, broker or directly deliver health and wellbeing services to children, young people and their families to assist them in their learning and development.
•Monitor and evaluate the performance of the regional learning and development system and that of individual providers, giving support where required to improve outcomes, and intervening when there is evidence of provider failure or significant service gaps.
•Develop and implement community based learning and development plans to improve child and learner outcomes with a particular focus on integration across the system.
•Broker and support partnerships and networks to lift performance and assist vulnerable children and learners and work with other agencies to ensure the regional learning and development system contributes to broader community aspirations.
•Work in partnership with other service systems, including higher education and training services, to support learning and development across the whole life cycle.
The vision for Victoria as the Education State is about educational excellence, equity and the opportunity to engage in lifelong learning. We want a stronger and more integrated system that works directly with learners and their families, communities, early childhood services, schools and training providers. We want to see greater accountability, transparency and integrity.
The new regional model establishes 17 areas within the existing four-region model. New resources will facilitate the creation of highly functioning, multi-disciplinary, dedicated teams within these areas, led by an Education Area Executive Director. Areas will be the primary point of contact on a day-to-day basis for services and will support schools through local decision making, creating stronger partnerships with community, business and the sector, and help align education services with other government departments.
Each region will also include two central Divisions led by an Executive Director. The Early Childhood and School Support Division will work closely with Education Area Executive Directors and key central office program areas to lead professional practice and coordination across the region relating to:
•early childhood and school services and support
•funding and oversight of early childhood services
•0-18 health, wellbeing and engagement support
•regional financial management.
The School Improvement Division will work closely with Education Area Executive Directors and key central office program areas to lead professional practice and coordination across the region relating to:
•school improvement
•0-18 provision and planning
•0-18 youth pathways transitions
•regional operations and emergency management.
The new, strengthened regional model will be the first implementation arm of the Victorian Government’s Education State agenda, driving a strong emphasis on people and place in the pursuit of better outcomes for Victorians.
ROLE PURPOSE
The primary responsibilities of this role are to:
• work in collaboration with Area Service Support Managers to:
• inform Koorie workforce practice in the implementation of the Koorie Programs to improving student learning outcomes for all Koorie students.
• ensure delivery of consistently high quality and culturally inclusive practices across the region for children and young people aged 0-18 years
• work with central Groups, Local Aboriginal Education Consultative Groups and other community agencies and departments to develop a region wide approach to improving student learning outcomes for all Koorie students
• support the implementation of initiatives that improve access, participation and outcomes for Koorie children and learners
• work collaboratively with Koorie Education Managers in the other regions to ensure state-wide consistency of strategy implementation and professional practice of the Koorie workforce
• provide programatic oversight and expertise to Koorie Education Coordinators and Koorie Education and Support Officers to ensure region wide consulting
