Core EAP service:
Cost for Full EAP service on the contractors site for 1 year…….It is best to provide an annual fee for counselling only and a separate fee for service rate for any other services the company provides including critical incident support.
In Items 1-3 of the fee schedule we are seeking a fixed annual fee that includes all types of counselling on the contractors site, including face to face counselling, telephone counselling and manager hotline advice. It is also expected this fee will include costs associated with the program management including the provision of quarterly reports.
Utilization rates
The utilisation rate for the service has been the following over the past years:
2004 - 5.4%
2005 - 5.4%
2006 - 4.8%
This includes all contacts - employees and families using face to face and telephone counselling services.Based on this we would be looking at a 5% utilisation rate.
The number of critical incidents per year can vary but on average about 3 per quarter.
The EAP contract will not require the provider to provide counselling to staff employed by RMIT International University Vietnam. The contract is seeking the potential of the provider to provide counselling to staff employed by RMIT in Victoria who are required to travel overseas for short periods to Vietnam, China and other locations where RMIT delivers programs or for other work associated reasons. On many occasions phone counselling may be appropriate but if a critical incident occurs, it may be necessary to provide a service face to face. An example of this was a staff member working in New York working at the time of the attack on the World Trade Centre. RMIT, through its EAP provider, was able to provide counselling to the staff member in New York. RMIT has not had many incidents of this kind but is seeking the potential of a provider to respond if necessary.
