Dear Lakeland Families,
The Lakeland Elementary School Parent Handbook has been prepared to provide answers to questions frequently asked. We believe this information will help you to become quickly informed regarding policies, procedures, and programs at Lakeland.
Parent interest and participation in the total school program is welcomed and encouraged. When parents become actively involved in the PTO, committees, serving as room parents and resource persons, their child and other children benefit greatly. In fact, research proves parental involvement equates to improved overall student performance. The rewards for being involved are substantial for parents as well.
We would like to express how much we enjoy working with the children, staff, and adult community of Lakeland. It is my belief that for children to grow and flourish in a school setting, they require a safe and orderly environment where teachers, principal, and support staff work harmoniously to maintain firm, consistent, positive limits while providing warmth and support.

ATTENDANCE PROCEDURES
ABSENCES FROM SCHOOL (Ref. Board Policy5200)
Whenyourchildwillbeabsentortardy,pleasecalltheschoolofficeat264-8289.Youmayleaveamessagebetweenthehoursof4:30P.M.and8:30A.M.Toensurechildsafety,wewill callparents athomefirst and placeofworknext ifparents donot call us.
Ifastudentneedstobeabsentfromschoolforamedical,dentalorotherpersonalappointment,orforunusualfamilyneeds,theschoolwillhonorarequestfromaparentforuptoaMAXIMUMOFFIVEDAYSofpre-excusedabsenceperschoolyear.Pre-excusedabsencesshouldbearrangedthroughtheschoolofficeatleastonedaypriortotheanticipatedabsence.Arrangementsformake-upshouldbemadepriortoabsence and will be presented to the student after their return. .Pre-excusedabsencesshouldbeusedjudiciously.Pleasedoyourbesttoavoidstudent pre-excusedabsencesduringassessmentperiods.
Werecognizethatthepresenceofastudentintheclassroomenableshim/hertoparticipateininstruction,classdiscussions,andotherrelatedactivities.Assuch,regularattendanceandclassroomparticipationareintegraltoinstillingincentivesforthestudenttoexcel.Lakeland follows MDE compulsory attendance mandates and parent notification will occur as follows:
- 10 absences/tardies--a letter will be sent home
- 20 absences/tardies—another letter will be sent home requesting a meeting between the parent, teacher and principal to discuss truancy support plan.
- 25 absences/tardies—another letter will be sent home and a meeting will occur. It will be up to the discretion of the building administrator to involve Antrim County Truancy Intervention Officer.
STUDENTS LEAVINGWHILESCHOOLISINSESSION
Childrenarenotpermittedtogohomebythemselveswhileschoolisinsession.Thispolicyisintendedfortheprotectionofthechild.Whenitbecomesnecessaryforachildtogohomeduetoillnessorprearrangedappointments,aparentorotherresponsiblepersondesignatedbytheparentmustcomeforthechild.Parentsareaskedtocomeintothe office topick up their child.They must alsosignour Student In/Out Notebook. Parentsareencouragedtomakedentalandmedicalappointmentsforchildrenafterschoolhours wheneverpossible.

Students are considered tardyiftheyare not in theirseats at 8:55 A.M.Ofcourse,ifthebusesarelate,thestudentsarenotpenalized.Persistenttardinesswillbecalledtoparent'sattentionbytheteacherand principal.
ELEMENTARYINSTRUCTION PROGRAM
CURRICULUM
LakelandElementaryhasrepresentativesoneachofthedistrict’scurriculumcommittees.Thesecommitteesreviewnationalgoalsandthestate’srecommendedcorecurriculumtodeterminewherechangesinourdistrictcurriculummightbeappropriate.Withanythingnewinourprogrammingcomestheresponsibilityofinsuringexcellenceineducationcontinues.Administratorsandteachersmustinsurethatthisnewmodelforcurriculumwilldeliverthe qualityofeducationElk Rapidshas cometo expect. Alargepart of all thisaccountabilityliestooinhavinganassurancethatourcurriculummeetsand/orexceedstheCore Content State Standards.Throughtheoverarchingstructureofthedistrict’sCurriculumCommittee,Lakelandstaffworktoimplementchangesincurriculuminordertomeetthesenewgradelevelexpectations.Allowingteacherstimetoacclimateandassimilatethemselveswiththesenewrequirementsandprovideadequateprofessionaldevelopment time forthemto findbestwaystoreachthecurriculumareintegralpartsofthisprocess.
EARLYCHILDHOODSPECIAL EDUCATION
ElkRapidspreschoolchildrenhavetheabilitytoreceivespecializededucationalservicesasadirectresultoftheEarlyChildhoodSpecial Education program(ECSE).Ifyouhaveanyquestionsabouttheprogram orhowpre-schoolchildrenqualifydo nothesitateto contactthe building principalor ECSEteacher.
EDUCATIONSUPPORTTEAM/RESPONSE TO INTERVENTION
Periodicallyparentsaskwhat steps wetaketohelp achildwho is experiencing learningdifficulties in school.
Weusewhatwe call, "Education SupportTeam."Thepurposeoftheteamistotrytoidentifyawayto solve agiven child's learning challengeswith as littleinterruption of theclassroom program aspossible.
Although eachcase isunique,wegenerallyfollowthese steps:
A.Generaleducationteacher/parentrecognizes the challenge.
B.TheEST(which mayconsist of:theschoolprincipal,schoolpsychologist,generaleducationteacher,specialeducation teacher(s), Title1teacher, social worker,parent,and/orotherinterestedpersons) meets to consider solutions tothe student'schallenges.
C.TheESTreviews the informationandgeneratesrecommendationsdesignedtohelpresolve the challenge.Theserecommendationsincludesuch actions:

INTEGRATED STUDIES
Classesinart,vocalmusic,physicaleducationand Spanish are offeredtostudentsingradesTK-5thbyteacherswhoarespecialistsinthesefields.Thesespecialistsprovideprogramming thatadheres to nationalandstatestandards.
MEDIACENTER
Lakeland'smediacenterisafineacademicsupport facility,centrallylocated, thathousesthousandsofpiecesofmedia.Organizationand maintenanceofthe facilityare theresponsibilityofthe mediaspecialist.
Ourmediacenterisstaffedbyamediaassistantandvolunteers.Theyprovideliteratureappreciationandassistanceonascheduledbasisandasneedsarise.Themedia center is openduringregular schoolhours.
OBJECTIONABLEMATERIALS
Ifaparentfindsanyaspectofhis/herchild’seducationobjectionable,theyareaskedtoadhere tothe following courseofaction:
1)If it is a readingmaterialof anynature,pleasereview all of the material.
2)Ifit isamagazine,video or anyother typeofmedia,directyourconcern to theschoolpersonnelwithwhich the materialcame from.
Theprotocolforapieceofmaterialinquestionwillbeforthepersonwithwhichthecomplaint originates todirectthe matter tothe building principal. The principal will review each objection and follow board policy.
SOCIAL WORKER
ElkRapidsPublicSchoolsreceivesthebenefitofasocialworker,whosharestimebetweenbothLakelandandMillCreek.Thesocialworkeroffersassistancetostudentsandparentsinavarietyofways.
SPECIALEDUCATION
TheElkRapidsPublicSchoolsiscommittedtoservingallchildreninorderthateachchildmayobtainthemostappropriateeducation.Specialeducationprovidesawidevarietyofprogramsandservicestochildrenwhohavebeenidentifiedaseligibleforservice.
Theseprogramsandservicesaredesignedsothatthestudentscandeveloptorealisticlevelsofsocial,educationalandvocationalpotentialandinclude:appropriatefacilities,
specializedinstructionalmaterials,teachingmethodsandteacherswithspecializedtraining.
LakelandElementaryhaslearningdisabledandcognitivelyimpairedprogramsthatservicetheneedsofchildrenwhoqualifyinotherareasaswell.Formoreinformationand details,pleasecall the principal.
SPECIAL SERVICES(T.B.A.I.S.D.)
TheTraverseBayAreaIntermediateSchoolDistrictprovidesElkRapidsPublicSchools withspecialistswhofacilitate the specialeducationreviewandserviceprocess.
TheSchoolPsychologist,teacherconsultant,occupationalandphysicaltherapists,autismspectrumdisorderconsultantandSchoolSpeechTherapistprovideservicestoLakelandstudentswithintheirareasofexpertise.Theservicesofthesespecialistsonly available to students through an Individual Education Plan.
STATETESTING
Ingrades3,4and5,studentsareinvolvedinstatetesting.Thetestingisdoneon a state-wide basis inaccordwith the following schedule:
Grade3: State Mandated Test–math andlanguage arts
Grade4: State Mandated Test - math andlanguage arts, science Grade5: State Mandated Test - math, language arts, social studies
Althoughgoodattendanceisimportantthroughouttheyear,weespeciallyencourageperfectattendanceduringtheadministrationofthesetests.Researchindicateschildrenaremoresuccessfuliftheyaretestedwiththeirclassmates,asopposedtoindividualizedmake-upsessions.Inaddition,aconsistentsleepingandeatingpatternduringthesetwoweeks mayprovebeneficial.
TALENT DEVELOPMENT PROGRAM
ThebaseofourprogramisadifferentiatedapproachtoeducatingallK-8studentsbasedontheirneedswhileprovidingappropriate,in-depthcurriculumandinstructionforhighability learners. Differentiationisthebestinstructionalmodeltomeettheneedsofalllearnersinadiversestudentpopulation,includingthe giftedandtalented.Formoreinformationyoumay callthe principal.
KIDS’ CLUB
Elk Rapids Kids’ Club is a before and after school program designed to provide a nurturing and enriching experience for all students in Elk Rapids Elementary Schools. The program is sponsored by the Elk Rapids Public Schools. It is licensed by the Division of Day Care Licensing. All children in Kids’ Club must be registered and it is desirable they use the program on a regular basis.
KIDS’ CLUB SUMMER PROGRAM
Elk Rapids Schools offers through Lakeland Elementary a summer day care program for children Transitional Kindergarten through fifth grade. Like our before and after school program, the summer program is licensed as well. Children are offered a variety of experiences ranging from field trips, arts and crafts, and even the chance to participate in some community service.
PRESCHOOL/WAY TO GROW
The Elk Rapids Board of Education and its superintendent have believed it important to sustain the essence of a pre-school program begun in the fall of 2001 which was titled Way to Grow. In fact, this initiative was in part responsible for the spawning of a licensed pre-school program.
Our pre-school/Way to Grow/Childcare Coordinator is responsible for all matters relative to licensing and services provided. Please call the school if you have any questions or concerns about pre-school or Way to Grow.
TITLEISERVICES
TitleIisafederallyfundedprogramfocusingonsupportinstructionforstudentsintheareasofmath,reading,scienceandsocialstudies.Fundsaredesignedtoprovidegreateropportunityforsuccessfor studentsat-risk of not reaching their potential.

Lakeland ElementarySchool believes that parent involvement is critical to the success ofeachstudent. Strongpartnershipsexistbetweenstaff,parents, andcommunitymembers. Our ParentTeacher Organization (PTO)exists to support andextend classroomlearning. LakelandElementaryencouragesparentalinvolvementthroughprogramsdesignedtoincrease parent-schoolcommunications.Parents willbe involved in evaluatingTitleIprograms and services.Anotherimportant component is the Home/School Compact. This compact is given to parents atback to school parent orientation andis availableforreview at our parent teacher conferences.
The compact is anagreement that the parent, theteacher, and the student provideapartnershipforlearningbetween school and home. TitleImeetings that include parents are plannedthroughout theyear. Parents are alwayswelcome tohelp in the classroomand to offersuggestions regardingactivities to enrich theeducation ofour students. Lakeland ElementarySchool has developed aparentinvolvementplan which is based on the ElkRapids Schools’ParentInvolvement Rules and Regulations Policymandatedbythe No ChildLeft Behind Act of2001.

BREAKFAST/LUNCHPROGRAM
ElkRapidsSchoolsareusingapointofsalesystemforuseinourschoolcafeteria.Thissystemtracksallstudentpurchasesandcanproduceadetailedreportforparents.Parentswillbeabletosendinacheckforalltheirstudentsnomatterwhichschooltheyattend.Depositsmaybe splithowever the parentdeemsappropriate.
Eachdayinthecafeteriaanutritiousbreakfastandluncharepreparedforthestudents.Weofferchoicestothestudentstoencourageparticipation.Menusaresenthomemonthly.Pleasetakethetimetogooverthemwithyourchild.Freeandreducedapplicationsareavailablein theofficethroughout theyear.
Childrenmayenterthebuildingasearlyas8:30a.m.forbreakfast.Childrenwhoridethebusmaycomeintothebuildingattheirearliestconveniencetohavebreakfast.
Weencouragestudentstobringlunch/breakfastmoneyonMondays.Iflunchesarepaidforandnot usedduringone week, the credit applieswhenever the next lunch is taken. Studentsmaychargeuptothreelunches.Aftertwocharges,parentswillbenotified.Afterthreecharges, a studentwillreceive asandwich and milk only.

BUILDING SIGN-IN
Inanefforttoimprovemanagementofourfacilityparents,guests,andvisitorsareaskedtosigninattheofficewhentheyenter,andsignoutwhenleaving. Thisprocedure is inplace duringregular school hoursonly.
BUILDING USEAFTER SCHOOL HOURS
We welcometheuseofourbuildingforspecialstudentrelatedactivitiesandcommunityeducation.Anyadultsponsoringagroupshouldcontacttheschoolofficeforacopyoftheguidelinesandtoreservespace.Studentsmustbesuperviseduntilallhaveleftthebuilding.Theschoolisnotresponsibleforthesafetyofthosechildrenhereforspecialactivities.
Itisimportantthatadultsinchargeofafterschoolactivitiesremindthechildrenofappropriatein-buildingbehavior.Our“ruleofthumb”foranyactivitiesheldwithinLakelandisthat,nomatterwhethertheactivityisheldbefore,duringorafterschoolhours,the samestudent behavior of walking in the building, using an insidevoice,andothersuchcommonsenserulesapplyatalltimes.Parents,weaskthatyouenforcetheserulesfortworeasons;numberone,wewantchildrentohaveconsistencyinwhatweallexpectofthemandnumbertwo,webelievethesesimpleguidelineswillhelp you immenselyasyou establish and maintain controlofthe group you have.
Childrenwhoreturntotheschoolplaygroundafterschoolhoursarenotsupervisedandthe school isnotresponsible for their supervision.
CLASSASSIGNMENTS
Theprincipalwilldohis/herbesttohonorclassplacementrequestsfromparents.These requests need to be in place by the beginning of May each school year. Because teacher placements can change throughout the summer, we ask that your request not name a specific teacher, rather specific traits or a learning environment that you feel your child would benefit. Theprincipalcreatesclassliststhatarebalancedintermsofmaleand female,ability, effort, andlearning styles of students.
DESK INSPECTIONSAND SEARCHES (Ref. Board Policy5771)
Thedesks,drawers,lockers,and/orotherareaswherestudentskeeptheirbooks,supplies,andpersonalitemsarethepropertyoftheschool.Allstudentsareexpectedtokeep theirareas clean.Ifthere is anyreasonablesuspicionthat a student'sarea maycontainsomething thatit shouldnot itmaybeopento asearchbyaschoolofficial.
DIRECTORY INFORMATION
Inaccordancewith"TheFamily EducationalRightsandPrivacy Act",wedonotgiveoutinformationthatwouldbeaninvasionofyourfamily'sprivacy. Underthisact,however,itisconsideredappropriatetogiveoutdirectoryinformationincludingname,address,andtelephonenumber.Mostoften,thisisrequestedbyourPTOorparentsformakingcallsforbirthdaypartiesorotheroutofschoolevents.Ifyoudonotwantustogiveoutyourtelephonenumberoraddress,pleaseindicatethisontheMediaFieldTripReleaseform thatwillbe senthometoeverystudentthe first weekofschool.
ELECTRONIC DEVICES
The following expectations are followed:
Cell phones: Students may have cell phones at school, but they may not be in use from 8:50 – 3:48.
Game Systems: It is highly suggested that students do not bring devices to school. If brought to school they may not be use from 8:50 – 3:45.

Atthebeginningofeachschoolyear,anewEmergencyCardiscompletedforeachstudentconsistingofaddress,parent'sname(s),placeofemployment,homeandworktelephonenumbers,andanemergencycontact.Theinformationiskeptintheschoolofficeandenablesustocontacttheparent(s)incaseofillnessorinjury.Thisinformationiskeptconfidential.Weexpectparentstokeepusinformedofanychangesso that our informationwillalways becurrent.
LOSTANDFOUND
Lostandfounditemsarestoredin the cafeteria.Contacttheofficeforlostitemsofmoneyandjewelry.Weencouragestudentsandparentstopersonallycheckforlostitemsfromtime-to-time.Lostitemsnotclaimedwillbesenttoalocalcharitableinstitutionontwooccasionsduringtheyear--overwinterbreak,andduringthesummer.
PARENT PARTICIPATION
Parentsaremostwelcometobecomeinvolvedintheschool.Inthepast,manyparentshaveassistedthestaffwithspecialprojectssuchasscenerybuilding,cooking,chaperoning,tutoring,andhelpingwithPTOsponsoredactivities.Weencourageallparentsto find asmanyways possible tobecomeinvolved and interact withLakeland.

Thefollowingstatementbrieflysummarizesparents'legalaccesstotheirchild'srecord,theCA-60folder.Parent,legalguardianoradultstudentmayrequestascheduledconferencetoreviewtherecordinthepresenceoftheprincipalorhis/herdesignee--suchconferencetobeheldwithintwoweeksoftherequestunderordinarycircumstancesandnevertoexceedsixweeks.Inmostcases,wewilltryto accommodate your request as soon as possible.
SCHOOL SUPPLIES
Textbooks, workbooks, materials and supplies necessary for instruction are furnished by the school and our PTO. Students are expected to care for them as if they were their own and are liable for loss or damage.
STUDENT DRESS (Ref. Board Policy5511)
IncompliancewiththeCodeofStudentConductapprovedbytheBoardofEducation,parents are encouraged to guidetheirchildrenin appropriate dress for school.No capsareto beworn insidethebuilding.
Alltopsmusthave at least two fingerwideshoulder straps. No crop/half shirt which is high enough to expose the waist.
STUDENT PICTURESFOR PUBLICATIONINTHE MEDIA
Duringthecourseoftheschoolyear,occasionsmayarisewhenphotographsofstudentswillbetakenfortheTownMeeting,ElkRapidsNews,othernewspapers,schoolpublications,E.R.websiteorothermedia. Usuallythestudentisidentifiedinthesepictures.Parentswill beprovidedwithaformto signatregistration timeindicatingiftheyhaveanyobjectionstotheirstudent'spicturebeingpublishedinthisfashion.
TELEPHONE
Students may use the telephone to call their parents in the case of illness or other emergencies. Students should make after school plans in advance and are discouraged from using the telephone for such calls. Permission to use the telephone must be obtained
from the student's teacher and will only be granted in cases of illness or emergency.
Cell phones are not to be out or used by students within the hours of 8:45 – 3:48, unless given permission by their teacher.
ONLYINCASESOFEMERGENCYwillwedelivermessagestostudentsduringtheschoolday.Weaskparentsnottorequesttohavetheir child come tothetelephone.
TRANSFER OF STUDENTRECORDS
Ifyoushouldmovetoanotherschooldistrict,youwillbeaskedtosignastatementreleasingthestudent'srecordstothenewschool.Therecordsmaythenbelegallymailedtothenewdistrict.Shouldyouneedcopiesofpartsoftherecordssuchasimmunizations,standardizedtesting,etc.,wewillbehappytomakecopiesforyou.Asmallfeemaybechargedforcopies.IfyouaremovingwithintheElkRapidsPublicSchools,thestudent'srecords will be forwardeddirectlyto Mill Creek.
HEALTH
COMMUNICABLEDISEASES
ParentsmustnotifytheschoolandtheAntrimCountyHealthDepartment(231-533-6255)when achild has acommunicabledisease. Immediatewarning permits the schooltopromptlynotifyparentswhosechildrenmayhavebeenexposedsothatpreventivemeasurescanbetaken.Communicablediseasesinclude;chickenpox,Fifth’sdisease,head lice, impetigo,mumps, pinkeye,rubella, scabies,andscarletfever/strepthroat.
DRUG FREESCHOOLS
Inaccordancewithfederallaw,theBoardofEducationprohibitstheuse,possession,concealment,ordistributionofdrugsby studentsonschoolgrounds, inschoolorschoolapprovedvehicles,oratanyschoolrelatedevent.Drugsincludeanyalcoholicbeverage,anabolicsteroid,anddangerouscontrolledsubstanceasdefinedbystatestatute,orsubstancethatcouldbeconsidereda"look-a-like"controlledsubstance.Compliancewiththispolicyismandatoryforallstudents.Anystudentwhoviolatesthispolicywillbesubjecttodisciplinaryaction,inaccordancewithdueprocessandasspecifiedinthestudenthandbook,uptoandincludingexpulsionfromschool.Whenrequired bystatelaw,thedistrictwill also notifylawenforcementofficials.
HEAD LICE

IMMUNIZATION
All students are requiredbystate law to haveacertificate ofimmunizationon file or have a signed waiver on file. Students whohave not met theimmunization requirements will not be able to attend school. Please contact Antrim County Health Department for immunization waiver procedures and to learn more about immunization requirements.
