The Economic Offences Wing, Delhi Police has arrested one accused namely:-

1.  Manish Goel (Age 41 years), s/o Harish Chander, r/o RZ-H-156, Gali No. 6, Palam Colony, New Delhi,

in a multi level marketing racket, promising land in Pushkar, Rajasthan to its members.

A complaint was received in the Economic Offenses Wing of Delhi Police alleging therein that a company M/s Cosy Builders & Promoters Pvt. Ltd. was claiming to be in a business of developing a township at Pushkar Ajmer, Rajasthan for the members of its sister concern namely M/s Cosy Marketing Pvt. Ltd. In the year 2012 the alleged Company M/s Cosy Marketing Pvt. Ltd. organized many seminars in Delhi, Haryana, Rajasthan and UP about the project and also distributed brochures and other materials, while promoting the real estate business of its sister company namely M/s Cosy Builders & Promoter Pvt. Ltd.

The scheme launched/introduced mentioned therein that a member of the scheme could get a plot of 100 sq. Yard in Brahma City at Pushkar, Rajasthan for only Rs. 41,000/-. For this plot, initially, a member had to deposit Rs. 11,000/- in advance at the time of obtaining membership of the scheme and remaining money was to be deposited against the membership of the plot in 15 installments of Rs. 2000/- each per month. Till date more than 11,000 persons have invested in the above mentioned scheme of the above alleged company. The alleged company being a networking scheme (Multi Marketing Scheme) had collected money from public and distributed commission for every new member in the scheme. The commission was paid as per different plans called (1) Direct Income, (2) Level Income, (3) Binary Income, (4) Royalty Income, (5) Leadership Income and (6) Rewards. For example in “Binary Income Plan” the Company paid a commission of Rs. 1500/- for an extra pair of members within the business plan structure. The scheme also offered other incentives for the introduction of newer members including rewards, direct incomes, level incomes etc. The alleged company had acquired some agricultural land near Pushkar, Rajasthan. The same land alongwith photographs etc were shown to the investors to induce them to invest in the scheme, wrongly promising an upcoming township there. The company reportedly allotted plots to a few members but for most of the other members it did not fulfill its promise since the whole scheme, in fact, was a farce. The company had only a limited piece of land, that too agricultural, grossly insufficient to allot plots to the huge number of members they made. There were no sanctions of a township and the money generated from public was circulated to pay commissions/rewards to earlier members to lure more customers. The company, in this way, cheated the members of their invested.

The alleged companies had initially opened their office in Shokeen Plaza, Dwarka, New Delhi. However, as the pressure from investors increased for the allotment of land or return of money, they shifted to Ramesh Nagar, Delhi and thereafter to WZ-92/D Raja Garden, Delhi.

The accused person namely Manish Goel S/o Sh. Harish Chander Goel r/o H. No. 156, Gali No. 6, Palam Colony, New Delhi has been arrested in the above noted case on 14.05.2013 from Delhi. Manish holds a degree of Bachelor of Pharmacy from Nagpur and has also done Post Graduate Diploma in Marketing from IMT Ghaziabad.

Two bank accounts one in Kotak Mahindra Bank and other in ICICI Bank at Dwarka where the cheated money of the victims was transferred have been identified and frozen. Efforts are on to trace his brother Rakesh Goel, co-accused and mastermind in this racket.

Ø  PROCLAIMED OFFENDER/NRI OF PUNJAB ARRESTED BY CRIME BRANCH AFTER ABSCONDING FOR 30 YEARS.

A team of officers of Special Operations Squad of Crime Branch led by Inspr Naresh Chander and consisting of SI Naresh Kumar, ASI Vinod Kumar, HCs Anil Kumar, Virender Singh, Virender Kumar and Ct Ajay under the close supervision of ACP Suresh Kaushik and overall guidance of Addl DCP Kumar Gyanesh, have apprehended a proclaimed offender of Punjab who was on the run since last three decades.

On 15.05.2013 an input was received by HC Anil Kumar that a proclaimed offender of Kapurthala, Punjab Police will come at Vikas Puri area today. On this information, a trap was laid and a person was apprehended. He was identified as Balkar Singh, age 50 years s/o Bikkar Singh r/o Village Kheerawali, Police Station Kotwali, Kapurthala, Punjab. His details were also verified from Punjab Police web site.

Balkar Singh was subjected to intensive interrogation. It was revealed that he has been declared a Proclaimed Offender in a case FIR No. 468/83, dt 05-12-1983 u/s 307 IPC PS Kotwali, Kapurthala, Punjab when some quarrel had taken place on 05.12.1983 at Naya Goan, a village adjoining to his native village. At that time, he was a young man of 20 years and he was named in this case of attempt to murder.

Fearing his arrest, his parents managed to send him abroad (Lebanon) soon after the incident. He came back to India in 1993 but was again sent abroad, this time to USA. He used to drive a taxi for livelihood. His visa got expired and he was put in jail for three months before being deported back to India in Feb.2011. In India, he concealed his presence and was residing in Vikas Puri area where his activities got noticed by a secret informer of Crime Branch which led to the arrest of this proclaimed offender.

Balkar Singh has studied upto 7th standard only and belongs to a farmer family in Punjab. Initially, he worked as a Taxi driver in Lebanon and United States and also used to do labour at constructions sites there.

Concerned police station has been informed about his arrest.

BLIND ROBBERY WORKED OUT

The staff of PS Swaroop Nagar of North West District has solved a blind case of night robbery by arresting one Bhura @ Sallu @ Ranga Billa s/o Babu Khan, r/o 100 Foota Road,Kashmere Gate, Firozabad, U.P. Robbed amount of Rs. 600/- was also recovered from him.

INCIDENT, TEAM & ARREST:

A PCR call was received at 9.40 PM at PS Swaroop Nagar which was entrusted to SI Anil Deswal. IO alongwith Constable Mahesh,1364/NW reached the spot where complainant Sh Salman met him. He stated that two persons had beaten him and robbed Rs. five thousand rupees and fled away towards the field of wheat crops. Meanwhile, Inspr. Rajesh, Inspr./Investigation PS Swaroop Nagar and beat staff namely HC Parveen Kumar and Const. Manjeet also reached at the spot. Accordingly, a team comprising of Inspr. Rajesh Kumar, SI Anil Deshwal, HC Parveen Kumar, Ct. Manjeet and Ct. Mahesh was constituted under the supervision of ACP/Jahangir Puri. The team members alongwith complainant went towards the field to search the accused. They noticed two persons sitting in the open fields. The complainant recognized them and stated that they had robbed him. On this, SI Anil Kumar and his team apprehended one accused namely Bhura @ Sallu @ Ranga Billa with great difficulty but one accused fled away from the spot due to darkness. Robbed amount of Rs. 600/- were recovered from the possession of accused Bhura @ Sallu @ Ranga Billa. Efforts are being made to apprehend his associate Raju @ Chhotu.

INTERROGATION:

During interrogation, it revealed that the accused persons were wandering in area in the evening to rob some pedestrian. Accused Bhura is involved in criminal cases at his hometown and was hiding in Delhi. He told that he along with his associates used to target one or two persons who used to pass through deserted and isolated area during the night and disappear in the dark.
