The following are changes reflected in the substitute bill for House Bill 26:

· Maintains current law in relation point of taxation for the motor fuel excise tax, which includes specific exemptions for aviation fuel and K-1 kerosene.

· Increases the service fee paid to a deputy registrar from $3.50 to $5.25 and increases the multi-year registration fees by the same proportion.

· Provides a stipend for Clerks of Courts who serve as full authority deputy registrars of $8,000.

· Permits a county commission to levy a $5 motor vehicle license fee for transportation purposes.

· Phases in the application of the motor fuel excise tax to compressed natural gas over 4 years.

· Applies the variable speed limit concept to the roads needed for the Smart Mobility Initiative.

· Reduces the percentage of the University of Notre Dame license plate fee that goes to the university for administration to 0%.

· States that reports of investigation or audits to rail fixed guideway systems owned by a public entity are public records and can be used in court proceedings.

· Requires the Director of DPS to authorize private organizations to offer the Motorcycle Safety Foundations Basic RiderCourse and to permit applications for the waiver of the demonstration portion to those who have completed the course.

· Allows the operator of a watercraft to monitor skiers with a mirror and eliminates the requirement that another person is in the watercraft to monitor the skier.

· Permits a county engineer to inspect bridges on the county highway system biennially instead of annually unless otherwise required by the ODOT bridge inspection manual.

· Compels ODOT to complete a study of the Eastern Bypass, in collaboration with Kentucky.

· Mandates ODOT to ensure that limited access exit and entrance ramps exist on interstates every 4 miles in urban areas (cities over 30,000 in counties over 1 million).

· Specifies that money received by DNR from the sale of timber in a national forest goes to the county of origin & 50% shall be spent on roads and bridges & 50% goes to local schools.

· Obliges an agency before they require an insurance mandate through rule to check and see if anyone in the state actually offers the insurance product they are requiring.

· Names a portion of St. Rte. 93 in New Franklin the PFC Burt "Rusty" Miller Memorial Highway.

· Designates a portion of St. Rte. 541 in Coshocton County the Ohio Inspector General David D. Sturtz Memorial Highway.

· Removes the increases change order limits allowed.

· Permits an unattended vehicle to be running if it is locked or parked on residential property.

· Allows a bicycle to proceed through an intersection if the signal is malfunctioning because it cannot detect the bicycle.

· Exempts tow trucks from size and weight limits if they are going to or coming from the site of an emergency on a public highway.

· Eliminates the requirement that signs for the “Defiance County Veterans Memorial Highway” must be erected with private money.

· Moves the capital appropriation for the North Central Ohio Industrial Museum from the Facilities Construction Commission to North Central State College.

· Extends Healthier Buckeye grants to be expended through December 31, 2017.

· Moves a capital appropriation for the Cleveland Sight Center from Cleveland State University to Cuyahoga Community College.
