Dear President and friend,

To celebrate our 50th Anniversary since Malta was accepted as a full member of the IPA family world-wide on the 30th April 1964, IPA Malta Section will be organising a Dynamic Tri-Gun Shooting Competition which will be held between the 16th – 19th October 2014. Annex 1.

The shooting competition itself will be held over two days; on Friday 17th and Saturday 18th October 2014 and will be open to all IPA European Sections. Those Sections wishing to participate can do so by sending one team made up of two competitors. Unfortunately since logistically we are only in a position to accommodate a number of participants, registration will be accepted on a first come first service basis. Technical and practical details of this shooting competition can be found in Annex 2.

Competitors will be given the final details about the competition and other important information during a briefing which will take place on Thursday 16th October, 2014, in the evening during a get-together before dinner.

Unfortunately, I.P.A. Malta Section is not in a position to cover expenses related to travel, accommodation and meals. However, arrangements have been made with Bella Vista Hotel (Qawra near St. Paul’s Bay) to reserve preferred rates for competitors. Further details on accommodation arrangements can be found in Annex 3.

I.P.A. Malta Section looks forward to your participation and to receive your registration form (Annex 4) duly completed in due course. Registration closing date is the 31st January 2014. Please do not forget to include your travelling literary and arrival at Malta International Airport.

Where the participating documents (Annex 5) are concerned, it is important to note that these are not only necessary but must reach the National Treasurer Joseph Mamo, IPA Malta Section Office, Police Headquarters Floriana, Malta (email ) by not later than the 30th April 2014.

It cannot be stressed enough that without the necessary documentation in hand, no one will be allowed to participate during the competition.

07.30: Transfer from the hotel to Ta’ Kandja Police Shooting Range, Siggiewi.

08.30: The Individual Dynamic Tri-Gun Shooting Competition will officially start.

12.00: Light snack at Ta’ Kandja Police Range

13.00: The Competition will continue.

17.30: Transfer back to the hotel.

19.30: Dinner at the hotel

Technical – Practical Arrangement - Shooting Competition

The Organising Committee’s decisions shall be final.

Full details as regarding rules and regulations, principles of the competition, safety standards, equipment required and more will be posted for you on the IPA Malta website shortly. It is recommended that this information is read carefully before your arrival to Malta.

Weapons: Every participant is to bring with him his own pistol which has to be in his name and duly licensed according to the laws of his respective country. Participants must also bring with them a certified copy of the original license and adequate insurance coverage specifically endorsing this event in Malta. All those who wish to bring their ‘Service issued pistol’ may do so provided they also bring with them a signed certified copy from their respective Police Authorities, duly authorising the use of that particular firearm for this event in Malta. All required certified copies and documents are to be submitted by all participants together with their registration forms.

Pistols required: Semi-automatic.

Can be double action / double action only / or safe action (when trigger is pulled the hammer /striker is cocked and then released).

Calibre: Any caliber from 9mm 9x19 to 45ACP (Shooters can bring their own ammunition or buy their requirements locally if they so desire). If one decides to purchase the ammunition locally, please inform the organising committee before hand including also the type and make of the ammunition required.

Armour piercing, incendiary and tracer ammunition are prohibited

Shotgun & Carbine: A shotgun and a carbine together with their respective ammunition will be provided for use by the organizers.

Ammunition Requirements: Minimum of 100 rounds of ammunition will be required for the whole event. Please note, however, that the ammount specified does not include any or all of the following possibilities: misfires, re-shoots and extra shots on missed targets or to improve their placement, contingencies and round requirements for chronograph testing. It is therefore strongly advisable to bring along with you more ammunition than the minimum requirement. Participants are allowed to travel on AirMalta flights with up to 5kg in weight of ammunition. Safety: For safety and precautionary measures and to ensure that participants ammunition meet the minimum power factor requirements, at some point during the competition, at random, a number of ammunition rounds will be collected to be chronographied and the bullets weighed.

Disciplines: Individual Dynamic Tri-gun shooting with 2 scenarios with 13 shooting positions;

Team Dynamic Tri-gun shooting with 1 scenario with 10 shooting position.

Awards:

-  1st, 2nd and 3rd Individual event

-  1st,2nd and 3rd Team event

-  All competitors will be presented with a memento to mark their participation.

Range clothing and equipment:

- 1 x Duty type holster. - 4 x Magazines required – See rules.

- 1 x Pistol belt - 4 x Magazine pouches /holders.

- 1 x Ear Protection. - 1 x Eye Protection.

- 1 x Pair of knee pads. - Range clothing & Wet weather clothing.

Language: English will be the competition language and a fairly good command of the English language is essential to understand the rules, briefings and safety instructions.

Shooting Insurance Policy: It is imperative that every competitor MUST produce from his own country, an authentic document showing an extension of his Personal Accident and Personal Liability insurance, specifically indicating and covering the competition days the 17th and 18th October 2014, being held in Malta.

If such insurance cannot be provided by participants, arrangement have been made with Elmo Insurance (Malta) who can provide a Personal Accident & Personal Liability Insurance (accidental bodily injury to persons and/or accidental damage to property) at a cost of €30 as per terms below:

a) Death: € 23,300 per person

b) Permanent Disability: € 23,300 per person

i) Loss of two or more limbs or both eyes €23,300

ii) Loss of one limb or eye € 11,650

iii) Permanent Total Disablement other than by loss of limb or eye from gainful employment of any and every kind: € 23,300

c) Personal Liability: € 116,500 per person

Premium: €25.00 plus € 5 stamp duty & fee – Total €30.00 per person

Excess: € 115

Please note that no one will be permitted to enter the shooting range if not in possession of a valid insurance policy. We are being very strict about this because unless all the relative requested documents are in order and in hand with the organisers before the competition starts, participation will be strictly denied.

Health Insurance: Participants coming from an EU country are advised to bring along with them the EU Health Card. However private travel insurance is always recommended.

Disclaimer: I.P.A. Malta Section or any member of the IPA Malta National Executive Committee or any member of the IPA Malta 50th Anniversary Dynamic Tri-Gun Competition organising committee or any outsider assisting in the competition cannot be held responsible for any fatality or any injury incurred during the firing practise or the competition, or for any loss of property, or cancellation due to extreme adverse weather.

Indemnity Form: provided Annex 6 is to be duly signed and sent to the organising committee as one of the required documents.

Accommodation

We are pleased to accommodate participants at the Bella Vista hotel, Qawra on a double room basis. Supplement for single room will be charged separately from the package as being indicated here under.

Kindly note the following information:

Two contestants from each European / Mediterranean Sections will be accommodated on a double room basis, on the 16th, 17th and 18th October 2014 at a package cost of €290 each.

The package will include:

E  Accommodation at the Bella Vista Hotel in a double room.

E  Buffet breakfast

E  Transfer from and to the airport

E  Facilities to use the hotel pool, and free Wi-Fi connection in certain areas.

E  Meals: Dinner on Thursday, Friday and a farewell dinner on Saturday.

E  Light snack at noon on Friday and Saturday at Ta’ Kandja shooting range.

Please note that:

E  Extra drinks during meals and at the bars will be paid by the individual.

E  Accommodation in a single room will be charged extra apart from the package.

Extra night: For those wishing to extend their stay in Malta including visitors, before or after the event, hotel rates are as follows:

1. Single room Half Board: Euro 52 / per night per person.

2. Double room Half Board Euro 40 / per night per person

3. Single room supplement for participants and guests on the 16th 17th and 18th October is €12 per night per person, in addition to the package.

Booking deposit: Upon submitting your registration form Annex 4 for the competition a payment deposit of €80 is to be forwarded to the National Treasurer Joe Mamo

Full payment balance is to be effected by the 31st. April 2014.
