TERMS OF REFERENCE

Local individual consultant to facilitate UNICEF Cup and other sport engagements for vulnerable children

Duration: 3 months (with possibility of extension)

  1. Background of the contract

UN Children’s Fund (UNICEF) has a vast experience in implementing Sport for Development initiatives for the benefits of children worldwide. UNICEF Ukraine implements the project on most-at-risk adolescents (MARA) and HIV prevention. In the framework of this project UNICEF Football Cup is envisaged as well as series of other sport related events and information campaign for vulnerable youth.

UNICEF Ukraine is inviting a national expert who both has experience in effective advocacy and skilful in organizing awareness raising events as well asliaisonwith different stakeholders to promote the rights of the most vulnerable children through sport initiatives.

  1. Objective and Assignments

Objective

The objective of the SSA is to assist the UNICEF Office in Ukraine to facilitate preparation, coordination with partners and implementation of the UNICEF Cup and other sport-related initiatives for children in need.

Key Assignments

  • Conduct briefing with the UNICEF team members to understand organization’s current priorities and areas of engagement;
  • Organize UNICEF Football Cup engaging vulnerable children from different regions of Ukraine in coordination with national partners, governmental institutions, media, celebrities and private companies;
  • Ensure broad national media coverage of the UNICEF Cup and other sport-related initiatives for children in need;
  • Promote widely the UNICEF Cup through social media, including the outreach to the digital audience;
  • Support the international media coverage of the UNICEF project on HIV prevention among risk groups, including one press tour;
  • Prepare the relevant media materials (press releases, invitation, media advisories, real live stories, etc);
  • Analyse, de-brief and provide recommendations to the UNICEF Ukraine team on the course of engagement.

Main result:

Effectiveawareness-raising through sport initiatives and media interventions resulted in highlighting children’s agendaand importance of HIV prevention among general public in Ukraine.

  1. Deliverables based on the work plan

By 26 April:

-One media tour is supported with media representatives

- Concept for UNICEF Cup is finalized and major event arrangements are conducted.

By 31 May:

-UNICEF Cup for vulnerable children is organized

-Celebrity and media involvement in UNICEF Sport for Development is secured

By30 June:

-Package of post-event materials for donors are finalized – photo reports, video stories, etc.

-Press-clipping is prepared as well as KPI report on the effectiveness of the digital undertake.

  1. Details of how the work should be delivered

Consultant hasto submit to UNICEF all relevant documents such as: concept papers, media materials, and reports in English and/or Ukrainian language in electronic version.

  1. Performance indicators for evaluation of results

The evaluation of results will be based on the following indicators:

  • Technical and professional competence (will be measured by the quality of concepts and plans provided to UNICEF)
  • Quality of work (timely submission of the relevant documents to UNICEF)
  • Quantity of work (completing the assignments as indicated in parts 2, 3, and 4 above)
  • In addition such indicators as work relations, responsibility and communication will be taken into account during the evaluation of the consultant’s work.
  1. Qualifications/specialised knowledge/experience required to complete the task
  • Advanced education/degree in marketing, communication or related fields, or equivalent professional experience in such areas.
  • Work experience in the fields of partnership building, awareness raising and public eventsin Sport for Development area is an asset.
  • Profound successful experience in organizing outreach to public, including various massive events, media relations experience.
  • Good knowledge of the Ukrainian media market including social media trends and instruments.
  • Professional contacts with media, sport entities and other potential partners in Odesa and Kyiv would be an asset.
  • Outstanding communication and negotiating skills.
  • Excellent writing skills in English and Ukrainian.
  • Proven track record of similar type of expertise (outstanding organisational skill, strong analytical skills, the ability to synthesize information and conceptualize, as well as liaison with different stakeholders).
  1. Definition of supervision arrangements

The supervisor of the consultant will be the Communication Officer while the consultant will coordinate also with UNICEF Youth and Adolescent Development Officer, and C4D Officer and the extended Communication team.

  1. Description of official travel involved

Travel to the field of work will be needed for completion of the assignment. The travel is permitted upon completion of Basic and Advanced Security in the Field Courses.

  1. UNICEF recourse in the case of unsatisfactory performance:

In the event of unsatisfactory performance, UNICEF reserves the right to terminate the Agreement. In case of partially satisfactory performance, such as serious delays causing the negative impact on meeting the programme objectives, low quality or insufficient depth and/or scope of the assignment completion, UNICEF is entitled to decrease the payment by the range from 30% to 50% of the contract value as decided jointly by the Contract Supervisor and Operations Manager.

Day-to-day support for the assignment will be provided by the UNICEF Communication and HIV/AIDS team and will include relevant information sharing, briefing and de-briefing sessions, and accompanying some of the consultant’s meetings, when necessary.
