1.0Confirmation of Minutes

1.1Confirmation of Minutes of Monthly Meeting held onMonday 13th October 2008. Proposed by Councillor Noel Leonard. Seconded by Councillor Nick Killian.

2.0Expression of Congratulation and Sympathy

The members expressed congratulations to the following:

  • Ashbourne Donaghmore on winning the Minor Football County Championship;
  • Kilmessan U21team on winning the Championship;
  • Dunsany U13 team on winning the Championship.
  • Hillview Housing Estate, Dunshaughlin on winning 1st Prize, Council Housing Estates Awards 2008, Category C.
  • Crestwood, Ashbourne on achieving Joint 1st Place in Pride of Place Overall Housing Estates Competition 2008.

3.0Matters arising from the minutes.

The members raised the following issues:

  • Expression of thanks to Area Engineer and Conservation Team on works done regarding water leakage problems at Ratoath
  • Motor Tax Changes – cost to Meath County Council of maintaining service vs cost of proposed changes in service provision
  • Concern expressed regarding erosion of services at Dunshaughlin Civic Offices
  • Future of housing service at Area level

5.0Other Statutory Business

5.1Housing

5.1.1To receive an update on proposed Diversion of Corduff – Mullingar 110kv Line (Spans 29-32) – Meath County Council Site, Kilbreena, Dunboyne, Co. Meath

The necessary works have been fully completed by ESB. Remaining houses are in process of allocation. Works will be done on improving entrance to Kilbreena Estate and erection of signage.

5.1.2To receive an update on proposed lease of 3 Acres at Dunsany to GAA Club

The Senior Engineer, Housing, informed the members that 3 acres of land was purchased in Dunsany and is part of Meath County Councils land bank. The trustees of Dunsany GAA Club approached Meath County Council with a proposal to lease the ground. Housing Section proposes to draw up a draft legal agreement between Meath County Council and Trustees Dunsany GAA Club granting a licence to Dunsany GAA Club to use the 3 acres at Dunsany as a training pitch on an 11 month basis beginning January 2009.

The members were advised that Meath County Council would be fully indemnified by Dunsany GAA Club for insurance purposes.

Councillor Nick Killian proposed and Councillor Oliver Brooks seconded the proposal as outlined.

The Senior Engineer, Housing, discussed the followingwith the members :

  • Land at Drumree included in Meath County Councils land bank.
  • Plans to e-tender for expression of interest in 4.5acres of land in Dunshaughlin
  • Part V Agreements and the current economic climate
  • St Olivers Estate, Ratoath - Issues regarding undeveloped land at back boundary; condition of grass area at front of new houses; entrance to estate and impact of neighbouring development The Pines on estate.

6.0Matter’s raised with the permission of the Cathoirleach

Councillor Noel Leonard raised the following issues:

  • Publc Lighting at Cute Cut & Beechdale (Pole 26)
  • Hedge Cutting at Milestown – Maynooth Road
  • Railing at DunboynePark – Castleview End
  • Basketball Court
  • Dunboyne – Yellow boxes for traffic control needed outside Dwyers and at the lane beside Parochial House, Dunboyne

Councillor Nick Killian raised the following issues:

  • 3 lights on Curragha Road, Ratoath
  • Railing on Ratoath Inner Relief Road (RIRR) – Coill Beag
  • Finishing of Grass Area on RIRR and its future maintenance
  • Loose Grating - RatoathVillage outside Pepper Mill
  • Traffic impact from proposed BuffaloPark at Curragha
  • Ward & Burke Contractors, Issues at Kilbride Road
  • Concerns from Moulden Bridge Residents regarding unfinished shrubbery
  • Road markings at Kilbride – junction outside Church & Sweeneys

Councillor Joe Bonner raised the following issues:

  • Flooding at Deerpark, Ashbourne
  • Inadequate lighting at Main St, Ashbourne and on footpaths
  • Concern that speed limit signs are being obscured due to lack of hedge cutting
  • Overgrown hedges at Golf Club vicinity, Ashbourne
  • Concern re road alignment at Nine Mile Stone Roundabout – Dublin exit
  • Expression of thanks to Area Engineer for recent repairs on bridges

Councillor Oliver Brooks raised the following issues:

  • Public light at Ardlea & Maelduin, Dunshaughlin
  • Condition of road side and frontage at Lagore Estate, Dunshaughlin
  • Flooding at Kilcarty

7.0Items/Correspondence raised by the Area Manager

7.1 The Area Manager informed the members that the Part 8 Process regarding Ratoath Outer Relief Road will be re-advertised as previous notices were not fully descriptive.

7.2It is expected that Eirgrid planning application will be lodged by end of November. If valid the application will be on public display at Navan Planning Office, Dunshaughlin Civic Offices and Ashbourne Civic Offices.

7.3An application seeking the draw down of monies has been received from Ashbourne District Community Council. The Area Manager will report to the members on this issue at December Area Meeting.

Next Area Meeting to be held on Tuesday9th December 2008 at 9.00am at Ashbourne Civic Offices.
